The International Monetary Fund (IMF) and World Bank are ready to provide
countries in need with immediate emergency funding to fight the coronavirus outbreak,
a spokesman said on Thursday, February 27. While they have yet to receive a request
for aid, the institutions "have now developed contingency plans. We have various
financial instruments that could be used," IMF spokesman Gerry Rice said at a press
conference. As the epidemic has spread beyond China, shuttering production and
closing schools in Japan, economists are increasingly worried about a slowdown in the
global economy. "We have various financial instruments that could be used to support
countries with balance of payment problems that arise from epidemics or natural
disasters," Rice said, noting that the lenders rapidly deployed funds during the Ebola
epidemic. He singled out China, saying the IMF remains "very supportive" of the country
where the coronavirus outbreak started with efforts to tackle its spread. The fund and
the World Bank expect to make a decision soon on whether to hold their spring
meetings in Washington. Thousands of people attend the twice-yearly gatherings, which
attract activists, economists, and investors as well as officials and reporters. The US
Centers for Disease Control warned this week that the epidemic will reach American
shores, and urged organizations to cancel mass gatherings. Health officials on
Wednesday, February 26, announced they'd found the first case of the virus of unknown
origin in the United States.

Philippine officials do not see the novel coronavirus putting a major dent in the
economy. The government's economic managers are confident that the 2019 novel
coronavirus (2019-nCoV) scare would have a minimal impact on Philippine growth.
Finance Secretary Carlos Dominguez III downplayed the possible effects of the 2019-
nCov on the economy, saying that the Philippines has not been widely affected by the
virus. There are strong calls to impose a temporary ban on all travel to and from China.
While the Philippine officials said the health scare would not make much of a dent in the
economy internally, they acknowledged that it could be among the external factors that
may affect growth in the medium term. The economic team, composed of Dominguez,
Pernia, and Budget Secretary Wendel Avisado, met on Thursday to discuss the country's
economic performance and to "forge a strategy" to achieve the gross domestic product
(GDP) growth target of 6.5% to 7.5% in 2020. Aside from the 2019-nCov, the economic
team identified the slowdown in global economic growth, lackluster recovery in trade,
protectionist policies, and volatile oil prices, among others, as possible primary
downside risks externally. On the domestic front, the economic team said natural
hazards, African swine fever, water supply disruptions, slow implementation of
infrastructure projects, and policy "uncertainties" – such as the delayed passage of tax
reform packages – could hinder the economic growth trajectory in the medium term.
They also said that the implementation of the Supreme Court ruling increasing local
government units' share of national taxes may hinder growth, citing inefficient spending
by LGUs.Because of the risks, Dominguez said infrastructure agencies should accelerate
the implementation of priority projects.

Amid allegations of human rights violations in the Philippines, a Palace official


on Wednesday urged top officials of the United Nations Human Rights Council (UNHRC)
to be more cautious about claims made by critics and detractors of the Duterte
administration, particularly those belonging to groups listed as terrorist organizations.
Presidential Communications Operations Office (PCOO) Secretary Martin Andanar made
this remark during the 43rd Session of the Human Rights Council, High Level Segment in
the United Nations in Geneva where he described the administration as a “victim” of
arbitrary action made by the council. “We repeat the call for prudence in assessing
claims particularly from sources who have enjoyed the hallowed status of human rights
defenders while waging the longest insurgency in Asia and terrorizing communities in
the Philippines,” Andanar said in a speech delivered before officials of the UNHRC. He
lamented that discussions on the human rights situation in the country have been
swayed by “baseless allegations” and that the Council has “failed to exhaust
mechanisms for constructive, reasonable, and fact-based discourse.” “A credible Council
cannot base its actions on such inscrutable claims. These claims do not hold their truth
against the well-founded accountability mechanisms in the country, the tangible
accomplishments of the anti-illegal drug campaign, the growing investors’ confidence in
the Philippine economy, and the high level of public support for the leadership of
President (Rodrigo) Duterte,” he said.

The local government unit of Alimodian will proceed with the holding of its
annual Himud-os Festival amid concerns about the coronavirus disease 2019 (COVID-
19). Mayor Geefre “Kalay” Alonsabe said they are considering holding the festival
between on March 14 to 21. According to Alonsabe, they decided to push through this
year’s festivities following the advisories of national government agencies stating it is
safe to organize and attend public gatherings, meetings and festivals as long as all
precautionary measures identified by health authorities. “We sat down with our
concerned local agencies and barangay officials, nagdesisyon kami nga dayunon gid ang
Himud-os Festival sang banwa sang Alimodian,” said Alonsabe. With the town’s decision
to push through with the celebrations, Alonsabe assured that there will be measures in
place in order to ensure that the participants of the Himud-os Festival, as well as the
spectators, will not be at risk for the COVID-19. “With the Municipal Health Office and
Rural Health Unit, we will put up stations for people to disinfect (during the festivity),”
Alonsabe said. He added it would be unfortunate for those dancers if they would no
longer be able to show what they prepared for if the municipality would postpone it to a
later part of the year. According to Alonsabe, most of the festival participants are mostly
secondary students and there are no foreign performers. He said six tribes will perform
this year and the public should also look forward to other activities like street dance
competition; drum and lyre exhibition; sashing of Bulak Kang Alimodian ’20; bicycle fun
trail ride and cultural show; Farmer’s Day; LGBT Night; Gawad Agustin Magtanong
Awards; and Hubon competition.

San Juan Knights guard Mike Ayonayon has proven he was built for these type of
moments. He’s done it last year with a 33-point performance in a winner-take-all Game
5 in the MPBL national finals. Last Saturday night against a foe equipped to end the
Knights reign in the Chooks-To-Go MPBL Lakan playoffs, Ayonayon once again gave his
future PBA team, the NLEX Road Warriors, a glimpse of his brilliance while taking San
Juan closer to the North division finals. Ayonayon delivered another signature moment
with a buzzer beating floater as the Knights overcame the Pampanga Giant Lanterns, 86-
84, at the start of their best of three semifinal series at Filoil Flying V Centre. "The
instruction was to take the last shot whatever happens and I was ready,” Ayonayon said
in Filipino. “I was fortunate I got the bounce, but that’s a shot I’ve practiced so many
times.” Manila also closed in on the division finals after thumping Makati, 77-74.

Ear-splitting shrieks filled the halls of the New Frontier Theater in Quezon City as
thousands of fans showed their fervent devotion for South Korean boy band NCT Dream
during its first concert in the country on Saturday. The band, which currently has 6
members, brought its “Dream Show” tour to the Philippines, beating fears that the show
would be cancelled as a precaution against the spread of the novel coronavirus. K-pop
boy band NCT Dream performs at the New Frontier Theater in Quezon City. Richard
Esguerra, ABS-CBN Sports. The show marked NCT Dream’s first solo concert, although 5
of the members made their Manila stage debut last March 2019 at a music festival that
celebrated the diplomatic relations between South Korea and the Philippines. Member
Haechan was absent in the earlier event due to a leg injury. Why are more Korean stars
coming to PH? “Actually, last year, we went here and we really wanted to return to
Manila. Even though this (concert) was just for one day, we’re really thankful,” said the
group’s rapper, Jeno, in Korean. K-pop boy band NCT Dream performs at the New
Frontier Theater in Quezon City. Richard Esguerra, ABS-CBN Sports. For 2 hours, Renjun,
Jeno, Haechan, Jaemin, Chenle and Jisung delivered powerful performances as fans let
out loud cheers and waved the band’s signature light stick – a cube-shaped bulb that
glowed in green. The group put on a fierce attitude in opening the show with hyped
songs, such as the rebellious anthem “Go” and the addictive hip-hop song “We Go Up,”
accompanied by intricate dance routines.
