The development of accessible and efficient mental health services as well as the protection of the rights and dignity of
people with mental disorders depend on mental health legislation. Effective mental health legislation can create
enforceable standards for high-quality medical care, improve access to care, and protect the civil, political, social, and
economic rights of mentally ill people, including a right to access to education, housing, employment, and social
security. It can also provide a legal framework to integrate mental health services into the community and to overcome
stigma, discrimination, and exclusion of mentally ill people. . All human rights, including the right to privacy, informed
consent, confidentiality, freedom from harsh and unusual punishment, and nondiscrimination, must be guaranteed by
mental health legislation, according to the World Health Organization and worldwide guidelines for mental health care.
Every stage of life, from childhood and adolescence to adulthood, requires attention to mental health.
WHO: Mental health is a state of psychological and emotional wellbeing where an individual is able to use their cognitive
and emotional capabilities, meet the ordinary demand and functions in society. According to WHO, there are many
factors like cultural differences, competing professional theories, and subjective assessments that affect how mental
health is defined. Many experts agree that mental illness and mental health are not antonyms. How mental health is
defined is influenced by a variety of elements, including cultural differences, competing professional theories, and
subjective evaluations. Absence of a documented mental disease is not always indicative of good mental health.
Numerous specialists concur that mental disease and mental health are not mutually exclusive concepts. One method to
consider mental health is to consider how successfully and effectively a person acts. This includes being able to recover
from challenging circumstances and move on. Therefore, there are things like having confidence in one's abilities, being
able to manage typical amounts of stress, sustaining fulfilling relationships, and living independently
