world's intellectual richness that can be used to fulfill man's curiosity. How a library is classed or
categorised is heavily influenced by the diversity of services it provides and the individuals it serves.
Public libraries differ from research libraries, school libraries, and other special libraries in that they
serve the information needs of the general public rather than a specific school, institution, or research
community.

According to Shiri (2003), Public libraries are social institutions that provide services based on
books and information for a variety of public groups on social, political, economic, cultural, and other
topics. They exist to meet the needs of the community at work and in their spare time, with the scale
and organization of such services primarily determined by the type of community in question. He went
on to say that public libraries can be found in a variety of countries. They are credited for making
significant contributions to the establishment and maintenance of an educated and literate populace,
which is critical for societal and economic growth. Public libraries give equal access to knowledge and
information through a variety of educational resources and services to all members of society,
regardless of race, age, gender, religion, similarities, differences, economic condition, or educational
status.

According to Madu C., Onyeneke C., Azubugo N. (2018), Education is the process by which
individuals are formally assisted and directed by information to develop their innate capacities so that
they can live effectively and efficiently in society and contribute to its advancement and upliftment for
their own benefit as well as the benefit of the entire society. Public libraries are vital, and they owe
communities the social and educational obligation of providing residents with access to information and,
when appropriate and pertinent, performing some development work. As a result, public libraries are
necessary to provide individuals with the wanted and deserved information and expertise required to
pursue and direct developmental activities in a community, despite the challenges.
