1. INTRODUCTION
44 Purpose
‘The purpose of this document is to identify the scope of work battery limits between the
Electrical and the Instrumentation disciplines in the project and several descriptions of the
minimum technical and functional requirements to complete properly the engineering
interfaces between Instrumentation Systems and Electrical Systems for Saudi Kayan
Petrochemical - Phenolics Facilites, contracted to Tecnicas Reunidas Fenoles.
1.2 Operating Areas or Plant Units
According to the process performed this project and for operabilifysand maintefiance
purposes, the FACILITIES have been divided into Units or Operating Are:
‘These areas are Cumene, Phenol, BPA and Tankage.
‘The control of these operational areas has been assigné
(OCS) at Remote Instrumentation Buildings (RIB's), with
Lt0 the Bistribution Control System
There will be two (2) RIBs, one located in
the other in BPA (for BPA and Tankage).

‘The power source for the electrical loads will Be a single Electrical Substation located at the
north of the Tankage area, designated-as Substation No. 50, fed from the substation 75A,
located outside the Phenolic Plants battety, limits and responsibility of the Utlities and Offsite

A prefabricated power room tagged as PK-56704 will be installed at the north-east of the
Phenol unit, to provide power.to the super-heater E-53813.
The other buildings ‘ate the Warehouse, the Workshop, the Analyzer Shelter and the
Operator Shelter. %

Basically, the interface shown in these drawings is related:to the electric thotor command
and electric equipment (Switchgears, Motor Control Centers, Variable Speed Drives and
electric motors) monitoring signals (to be transmitted fromito the Medium Voltage Switchgear
(SWG) and the Motor Control Centers (MCCs)) Distributed Control Systems
(pcs).
There are also electric motor commands (erfiergency shutdown or trip signal) signals (to be
transmitted from/to the Medium Voltage Switchgear (SWG) and the Motor Control Centers

It is recommended that for a single process unit, the more exigent hazardous area will be
specified for all the instruments to be installed there, to guarantee total interchangeability
betweens them and avoid that a new instrument with low level of hazardous protection will be
used to replace an existing one installed in a more strict hazardous area, creating an
unacceptable risk.
3.3 Fire Zones Drawings
The Instrumentation discipline will be responsible for preparing and issuing the Fire Zones
drawings.

3.6 Electrical One Line Diagrams
The Electrical One line Diagrams performed by the Electrical discipline will include moreover
the inherent data to these type of drawings, a reference to the signals to be transmitted and
received from/to the DCS and the PES. It includes the signals related to the Switchgear and
Motor Control Center power system breakers, buses and feeders, as well as the signals
associated to the electric motors.

‘The Motor Control Schematics show all the witing’necessary to control each motor properly,
including the signals coming and going from:the Electric Power Distribution equipment to the
DCS and the PESS, according to the requitéments:contained in the corresponding P&ID,
communicated to the Electrical by. Instrumentation, trough the instrument/Electrical Interface
List.
39 Cable Trench routes
The Electrical disciplihé'will-develop the Power and Control cable route drawings, consisting
mainly in this project in:cable treiches. Because Electrical cable trenches are extremely wide
and feeders have bigger=diameters in main routes, available spaces will be assigned with
preference to the Electrical discipline instead of the Instrumentation trenches, but always the
final distribution will be the result of an accordance between involved parts.
To ayoid interferences in routes between both dis :s, Instrumentation will design the
required special raceways sections to pass the crossing trenches downside of the Electrical
ones. For:this purpose, manholes and duct banks could be incorporated in the design, but it
is necessary to consider the installation of manholes in non hazardous areas only.
3.10 ‘Switchgear/MCCWVSD signal list from/to the DCS.
The Electrical discipline generates and issues this document that includes all the signals to
be transmitted by project requirements form the Switchgears, Motor Control Centers and
Variable Speed Drives to the Distributed Control System (DCS).

This list will include also the signals to be transmitted between control PLCs from packaged
equipment to the corresponding Motor Control Centers,
Furthermore, this document contains the list of all the serial links loops defined to handle the
signals transmitted by “software” between the Electric equipments and the DCS.
A section of this document will include the graphics related to the Electrical System (as one
line diagrams) to be displayed in the DCS when it presents the data and alarms related to the
electrical system.
3.11 Grounding System
The Electrical discipline will be responsible for designing any grounding systerfiin. the Plant
according to the project Electrical and instrumentation requirements ‘equipment and
metallic structure, including the system material supply and installation.
The grounding system will include the safety grounding”grid for the Power and distribution
equipment as Switchgears, Motor Control Centers, electric:motors, ‘power and distribution
transformer, switchracks, panelboards, junction boxe8)'metallié:structures in general, etc, the
high resistance grounding system for the neutral‘of power transformers with medium voltage
side neutral connection and the dedicated grounding grid for the Control System equipments,
The Electrical discipline will providesgrounding collécting bus bars as required by
Instrumentation, connected to the Control ‘System, grounding grid at the corresponding
equipment location building.

The VE Interface Cabinet will be used as interfacébetween, the Instrument Department
scope equipment (the Distributed Control System (DCS) and the Programmable Electronic.
Safety System (PESS)) with the Electrical Department Stope equipment (the Motor Control
Centers (MCCs), the Switchgears (SWGs) and.Variable Speed Drives (VSDs)).
Wired signal interfaces between Insirumentation and'Electrical Systems shall take place at a
single Instrumenv/Electrical (VE) Interface Cabinet to be installed at the substation No. 50.
These signals will be digital, Link types, as indicated in P&ID No. 500-25F-
0003.
This equipment will segregatéthe signals and wiring into independent sections to provi
physical separation between, thé:equipment associated to each of these units or Oper
Areas, Cumene, PhéfidlzBiphénol A (BPA) and Tankage.
The Instrument /Electrical:(V/E) Interface Cabinet will be installed in the electrical substation
No. 50, to réceive and transmit electrical data from the equipment installed there (inclu
motor.data from relays at the MCCs), to the DCS at the UCB for Power equipment signal
transmission, fo'the*Phenol RIB for the Cumene and Phenol motor signals and to the BPA
RIB for the BRA and Tankage motor signals.
The Interfaéé Cabinet will be specified, purchased and installed by the Electrical discipline. It
is Instrument’s department responsibilty, the quantity, type and function designation of
signals to be wired through the VE Interface Cabinet and this will be detailed in the
Instrument database and in the Control, Monitoring & Indication Schedule.
Sufficient spare terminals shall be provided in the Cabinet, to allow the termination of all
cores of Instrument cables that will be connected to the VE Interface Cabinet. The VE
Interface Cabinet design will be for bottom entrance of cables coming from MCC,
‘Switchgears and Variable Speed Drives and top entry for instruments cables coming from
the DCS or the PESS.

The VE Interface Cabinet will contain mainly, interposing relays and Terminal Strips. Signal
segregation will be maintained within the cabinet to ensure that serial link cable and the
instrument digital and analogue signals are segregated. Where electrical analogue signals
are included, they will be installed within the instrument analogue signals section, separated
from relays.
Instrumentation Department is responsible for listing all motors and other equipment signals
to the Electrical Department, with the respective signal's tag, according to signal types shown
on Appendix B, which are:

Any signal from the DCS to the Electrical equipment (including electric motors) and from the
electrical equipment to the DCS, will be wired trough the Instrumentation/Electrical Interface
Cabinet, described in this document section 4.1.
43 Programmable Electronic Safety System (PESS)
The complete Programmable Electronic Safety System (PES), performing the emergency
shutdown operations, will be a responsibilty of the Instrumentation discipline. The PESS will
execute emergency commands on the project electric motors.
Any signal from the PESS to the electrical equipment (including electric motors) and froritthe

Instrumentation will select, the vendor, purchase, supply and install into an instrument cable
trench, the corresponding wiring for the motor windings RTD's, directly from the RTDs to the
motor protection relay at the comesponding Motor Control Center. Connection of this wiring
as stated above will be by Electrical.
Motor bearings RTDs will be wired by Instrumentation to the Machinery Monitoring System
(MMS).
Instrumentation will be responsible of supplying and installing a serial link cable to collect all
motor information from the Motor Control Centers.
46 Uninterruptible Power Supply Loads Interface

At the Remote Instrumentation Buildings (RIBs), the complete UPS and the output circuits
will be handled by the Instrumentation discipline, The Electrical discipline will provide power
to the UPS, two normal service feeders plus one emergency backup circuit for the equipment
bypass.
47 Non Uninterruptible Power Supply Loads Interface
Electrical scope of work is to provide 120 V, 60 Hz at the Control Room, to provide non UPS
Power to the Control System cabinets, for these equipments lighting, receptacles and non

The_transmission.of signals related to motors controlled by those PLCs, between the Motor
Control Centers and the PLCs will be via the Interface Cabinet.
