Course Aims and Objectives
Aim
 To enable future strategic decision makers in security and defence to lead
effectively the process of strategic change in a cross-government context.

Objectives:

 Enable participants to build a shared vision of the key issues in global, regional
and national security
 Enhance the understanding of policy and strategy and their development and
communication;
 Build awareness of the structures and processes through which security can be
legitimately governed and managed so as to provide maximum support for
government policy;
 Introduce principles and techniques for the effective management of the security
sector;
 Explore strategic goals to set Defence priorities and capability requirements.
 Examine procurement options that are affordable and supported through-life.

Dr. Anicée Van Engeland

• Senior Lecturer in International Security, Cranfield University.


• PhD Politics & Law (Muslim World) (Institut d’Etudes Politiques,
Paris, 2006), LLM (Harvard Law School, 2004), Ma International
Relations (Université Paris II Assas, 2002), MA Iranian Studies
(Université Paris III Sorbonne, 2002), Licence et Maitrise en droit
(Université Paris II Assas, 2001).
• Prior to becoming an academic, Anicée was a human rights
worker and an aid worker.
• She acts as a consultant for several international organisations
and NGOs such as UNDP, ICRC, UNHCR, ILO and IOM. She also
serves as an expert witness to courts in the UK and the USA
• Anicée’s main areas of research and practice are international law
and Islamic law. Her research is aimed at comparing legal
systems and analysing how religion, culture and traditions impact
international law, looking at Islam and Islamic law.

Lieutenant Colonel Jon Dowd

 Graduated from the Commando Training Centre Royal Marines in


1994.
 Trained in desert, jungle, mountain, arctic and maritime
environments and as an anti-tank commander, parachutist and
forward air controller.
 Operational tours included Kuwait, Northern Ireland, Bosnia and
Afghanistan. Within the UK, nuclear security operations and also
resilience operations during the national Fire Service strike.
 Commanded O Squadron, FPGRM (as a Major) and Royal Marines
Reserve Merseyside (as Lt Col).
 Staff appointments in personnel structures, capability integration,
future plans and contingency planning.
 Bachelor of (Civil) Engineering from the University of Bristol.
Studied Norwegian language and undertook his Advanced
Command and Staff Course in Oslo. Chartered Manager (MCMI).
 Recently instructed on the UK Advanced Command and Staff
Course and latterly responsible for ACSC planning, delivery
coherence and continuous improvement.
 Hobbies: mountain biking, motorcycles and telemark skiing.
