2.0 Possession Arrangements


The purpose of this document is to describe the arrangements for taking a possession of the area of
track as described in section 2. In order to implement the possession, this document must be used with
an associated Possession Works Guide AND Possession Amendment Notice. The reason for having 3
separate documents is that this possession plan can be reused for identical possession arrangements
with the Possession Works Guide forming a weekend-specific addendum detailing the work and logistic
arrangements and the Possession Amendment Notice capturing all late notice changes that might
apply to the Possession Plan and Works Guide.

Possession Overview Summary


This Possession will be taken in 6 Stages, during Engineering Hours and Traffic Hours in agreement
with the Metropolitan Line Service Controller, Jubilee Line Service Controller, Bakerloo Line Service
Manager, Track Access Controllers, and DDM for Neasden Depot and responsible Managers for and
Stanmore Sidings when published in the Engineering Notice.

This Possession will be established taking subject to the movement of Tamper in train formation from
Ruislip Depot and the timely end to service on all affected lines under suspension;

• Possession Stage 1: Possession will be implemented from COT Friday to SOT Saturday.
Possession will be from Preston Road Substation Gaps to Baker Street Substation Gaps
excluding Neasden Depot All on the Metropolitan Line and from Stanmore to the Buffer stops at
Charing Cross Sidings and Step-Plate Junction south of Green Park on the Jubilee Line
(excluding Stanmore Sidings) and will be protected utilising (Section 3.8 of Rule book 14).

• Possession Stage 2: Will be from SOT Saturday to 21:00hrs Saturday. Possession will be from
Preston Road Substation Gaps to Baker Street Substation Gaps including Neasden Depot All
excluding the Sheds on the Metropolitan Line and from Stanmore to the Buffer stops at Charing
Cross Sidings and Step-Plate south of Green Park on the Jubilee Line (including Stanmore
Sidings) and will be protected utilising (Sections 3.2, 3.5, 3.6 and 3.7 of Rule book 14).
Neasden depot will be traction current ON/OFF to the POM’s requirements

• Possession Stage 3: Will be from 21:00 Saturday to 06:00hrs Sunday. Possession will be from
Preston Road Substation Gaps to Baker Street Substation Gaps including Neasden Depot All
excluding the Sheds on the Metropolitan Line and from Stanmore to the Buffer stops at Charing
Cross Sidings and Step-Plate south of Green Park on the Jubilee Line (excluding Stanmore
Sidings) and will be protected utilising (Sections 3.2, 3.5, 3.6 and 3.7 of Rule book 14).

• Possession Stage 4: Will be from 06:00hrs Sunday to 21:00 Sunday. Possession Will be from
Preston Road Substation Gaps to Baker Street Substation Gaps including Neasden Depot All
excluding the Sheds on the Metropolitan Line and from Stanmore to the Buffer stops at Charing
Cross Sidings and Step-Plate Junction south of Green Park on the Jubilee Line (including
Stanmore Sidings) and will be protected utilising (Sections 3.2, 3.5 ,3.6 and 3.7 of Rule book
14)

• Possession Stage 5: Will be from 21:00hrs Sunday to after COT Sunday. Possession Will be
from Preston Road Substation Gaps to Baker Street Substation Gaps excluding Neasden Depot
All Roads on the Metropolitan Line and from Stanmore to the Buffer stops at Charing Cross
Sidings and Step-Plate Junction south of Green Park on the Jubilee Line (excluding Stanmore
Sidings) and will be protected utilising (Sections 3.2, 3.5 and 3.6 of Rule book 14)

• Possession Stage 6: Will be from COT Sunday to SOT Monday. Possession will be from
Preston Road Substation Gaps to Baker Street Substation Gaps excluding Neasden Depot All
Roads on the Metropolitan Line and from Stanmore to the Buffer stops at Charing Cross Sidings
and Step-Plate Junction south of Green Park on the Jubilee Line excluding Stanmore Sidings
and will be protected utilising (Section 3.8 of Rule book 14).

2.1 Possession Stage 1


Possession stage 1 will be implemented after COT Friday utilising P2 Possession arrangements in
accordance with LU-RB 14 Section 3.8 protection method and will remain in place until when
Possession stage 2 is implemented prior to SOT Saturday.

2.1.1 Stage 1 Overview


Possession will be from Preston Road Substation Gaps to Baker Street Substation Gaps excluding
Neasden Depot All Roads on the Metropolitan Line and from Stanmore to the Buffer stops at Charing
Cross Sidings and Step-Plate Junction south of Green Park on the Jubilee Line (excluding Stanmore
Sidings).

2.1.2 Possession Limits


Possession Limit Markers will be placed at the following locations unless stated otherwise:

Northern Limits:
• At the Buffer Stops at Stanmore Platforms 1 to 3 (No markers required)
• At Preston Road Substation Gaps, All Roads (Met)

Southern Limits:
• At the Buffer Stop at Baker Street Platform 1 (No markers required)
• At the Buffer Stop at Baker Street Platform 4 (No markers required)
• At Baker Street Substation Gaps, Both Roads (Metropolitan)

. Stage 2 Overview
Possession Stage 2 will be implemented prior to SOT Saturday utilising P2 Possession arrangements
in accordance with LU-RB 14 Sections 3.2, 3.5, 3.6 and 3.7 Protection Method and will remain in place
until 21:00hrs Saturday when stage 3 is implemented.

Possession Stage 2 will be on all roads from Preston Road Substation Gaps to Baker Street Substation
Gaps including Neasden Depot all Roads excluding the Sheds on the Metropolitan Line and from
Stanmore to the Buffer stops at Charing Cross Sidings and Step-Plate Junction south of Green Park on
the Jubilee Line including Stanmore Sidings.

Cable Linesman will open the following Isolating Switches as a precautionary measure against
accidental switching on of traction current within the possession area

2.3 Possession Stage 3

2.3.1 Stage 3 Overview


Possession Stage 3 will be implemented from 21:00 Saturday utilising P2 Possession arrangements in
accordance with LU-RB 14 Sections 3.2, 3.5, 3.6 and 3.7 Protection Method and will remain in place
until 06:00hrs Sunday when stage 4 is implemented.

Possession Stage 3 will be on all roads from Preston Road Substation Gaps to Baker Street Substation
Gaps including Neasden Depot All Roads excluding the sheds on the Metropolitan Line and from
Stanmore to the Buffer stops at Charing Cross Sidings and Step-Plate Junction south of Green Park on
the Jubilee Line excluding Stanmore Sidings.

Current feeding arrangements as follows:

Cable Linesman to carry out local isolation of Brown Section to ensure traction feeding arrangements
to the Sheds always remains ON.

Possession Stage 5 will be implemented from 21:00hrs Sunday utilising P2 Possession arrangements in
accordance with LU-RB 14 Sections 3.2, 3.5 & 3,6 Protection Method and will remain in place until after
COT Sunday.

The Possession will be from Preston Road Substation Gaps to Baker Street Substation Gaps excluding
Neasden Depot on the Metropolitan Line and from Stanmore to the Buffer stops at Charing Cross Sidings
and Step-Plate south of Green Park on the Jubilee Line excluding Stanmore Sidings and will be protected

3.0 Contingency Arrangements


3.1Actions in the event of a delay to the Possession being taken
In the event that a delay to the taking of the Possession ensures that a delay to service at the normal start
of traffic hours is reasonable possibility, the EIC will follow the internal escalation procedure, by making
the relevant Senior Operating Officer (SOO) / DOME / Service Manager / TAC Manager and R&E-EWM
aware of the situation, and seeking instruction on whether to proceed with the taking of the Possession.
If it is decided to proceed with taking the Possession and Traffic Hours protection & special current
arrangements are not in place by the call back time, the POM and any support staff outside the
Possession area will request Late Surrender Protection from the TAC.

3.2Actions in the event of over-running Possession


In the event that a Possession over-run becomes a reasonable possibility, the EIC will liaise with the TAC,
Service Controller, SOO, R&E-EWM and the POM, to agree the over-run contingency arrangements for
the Possession.
All effort will be made to reduce the over-running Possession by giving up Traction Current Sections with
the TAC that are no longer required using Section 3.8 of LU-RB-14 procedures.
The POM and any support staff outside the Possession area will request Late Surrender Protection from
the TAC if work is going to continue beyond the call back time.

Note: If the possession is deemed to run into Traffic Hours, Track(s) 5053, 5058 at Stanmore and 2067 at
Westminster will be closed as additional traffic hour protection precautionary measure.

4.0 Engineering Trains/Plant Arrangements

• Possession can be taken/given up around Trains/Mechanised Vehicles when published in the
Engineering Notice.

5.0 Change Control


If it is deemed that a change to the Possession Plan is required during the Possession, the EIC will issue
a formal, signed Site Instruction or a recorded Site Instruction via telephone to the Possession Master or
Possession Support Manager. The Possession Master or Possession Support Manager will be requested
to sign-off the instruction as accepted or to confirm the changes via recorded telephone prior to actioning
the change. The change will be communicated out to all the affected parties prior to it being implemented.

6.0 Additional Information


This Possession plan should be read in conjunction with an associated Possession Works Guide. All
worksite information for the Possession will be detailed in the associated Possession Works Guide. The

6.1 Possession Communications Protocols


The need for clear and consistent communications in a possession is essential to maintaining a safe
environment for our work force.
• All safety communications must be via digitally recorded media
• Use of the phonetic alphabet for identifying letters.
• All instructions to be repeated back to the requester to ensure a clear understanding

6.2 Adverse Weather Arrangements


• If there is a high risk of rail ice/snow fall during the weekend, a confirmation/request is to be made
by the EIC to ensure that the last passenger trains are in de-icing mode.
