7.0 Introduction
7.1 Document Purpose
This document describes the detailed worksite locations, Possession logistics and planned work for the
following Possession: Between Preston Road Substation Gaps to Baker Street Substation Gaps
including Neasden Depot All excluding the Sheds on the Metropolitan Line and from Stanmore to the Buffer
stops at Charing Cross Sidings and Step-Plate south of Green Park on the Jubilee Line (including
Stanmore Sidings).

7.2 Information on Accessing the Possession


For information on how to access possessions please refer to LU Rulebook 14 Section 9.

7.3 Certification Requirements


All staff working within a Possession must ensure that they are suitably certificated in line with LU Rule
Book 14 (Section 6). Staff supplied to London Underground is also reminded to adhere to Section 15.2 of
Quensh for certification requirements.

Possession (Train / Rail Mounted Mechanised Vehicle movements)

When traction current is switched off and there are no train or rail mounted mechanised vehicle movements
within the possession, track certification is not required. All staff/contractors must however hold the relevant
LU access induction requirement. LU Staff will be required to produce their staff pass, accompanied by the
worksite safety induction completed on e-zone (paper certificate). Contractors will be required to produce a
Sentinel card endorsed with the Industry Common Induction - LU module.

Possession (Train / Rail Mounted Mechanised Vehicle movements)

Anyone who is working within a possession published with Train/Rail mounted mechanised vehicle
movements must have Basic Track Awareness certification as a minimum. (LU-RB14-Section 6.4)

Site Access requirements

All staff/contractors working within the Possession must ensure when booking on with the Possession
Worksite Access Controller (PWAC) that they have on their person the required certification, failure to do so
will see access to the Possession denied in line with LU Rules/Quensh.

8.0 Communication
8.0 Pre-Possession Briefings
The EIC Briefing for this possession will be held at Conference Call: Dial 322 from an O2 mobile, 9322 for
mobile extension or 03333 009 800 from non-o2 mobiles or landlines, Conference Pin: 07711196938, at
10:30 on Wednesday 20 January 2021 to confirm the safety and operational arrangements. The SPC and/or
worksite manager for each of the worksites must be in attendance for this briefing.

The POM Briefing for this possession will be held at Stratford Market Depot from telephone recorded line, at
13:30 on Wednesday 20 January 2021 to confirm the safety and operational arrangements. The Protection
Masters responsible for Possession and Worksite implementation must be in attendance for this briefing.

8.1 Worksite Progress Reporting


The worksite owner would have provided a list of project progress milestones that will be the primary source
for determining the status of the works progress in accordance with LU Key Worksite Management Process
Issue 1. These milestones will also form the basis of progress reporting throughout the possession and
should be achievable on a (nominally) 4-hourly basis.

The worksite owner (SPC or Site Manager) must provide:

• Progress updates at each planned and actual milestone completion time.


• Additional works progress updates (to the possession EIC) in the following circumstances:
a. If no planned milestone updates have been provided for more than 4 hours.
b. If there are any changes to the planned milestone programme (rescheduled activities etc)
c. Unforeseen events that could impact on the progress of the works of the possession in general.
d. Any damage occurring to LU assets.
e. The occurrence of any incidents, accidents or near-miss.
• Updates by either a phone call/in person to the possession EIC or if appropriate, via mobile phone
SMS.
When giving an update, the following information must be communicated to the possession EIC:
a. The name of the reporting representative. b. Possession line.
c. The worksite number. d. The description of the update.
e. Works progress to plan. f. The next update.
If SMS is to be used as the method of communication, the above information must be clearly stated. Examples of such
a text updates are:
JOE ROBINSON, DISTRICT LINE, WORKSITE 4, MILESTONE 3 (ALL RAIL REMOVED) ACHIEVED AT 0830HRS
SATURDAY, ALL WORKS ON PROGRAMME.
SUE PETERS, VICTORIA LINE, WORKSITE 2, ASBESTOS FOUND ON SITE CAUSING DELAY (2HRS BEHIND)
• Planned against completed analysis at the end of the worksite covering the following information
a. Your name. b. The company and Worksite you represent.
c. The time your worksite was given up. d. Person in charge who gave up the worksite.
e. Scope of work achieved f. Details of any incidents that have occurred in the
Worksite during the Possession.
g. Any further information specifically requested by h. Any other information related to worksite hand-back
the EIC. that the SPC feels is relevant.

Failure to comply with this procedure will lead to future worksite requests being refused.

8.2 Post-Possession Review


The Possession Planner will confirm within four days following the possession the location and time of the
post-possession review (PPR).
All Worksite owners must arrange suitable representation at the PPR.
As a result of the review you must make sure that:
• All performance measures are captured and recorded.

• Lessons learned, remedial measures and further actions have been identified, recorded and
communicated to all who need to know.

13 Engineering Trains
13.1 The Possession is taken around the following trains

13.2 Trains entering / exiting the possession

14 Contingency Arrangements

14.1 Actions in the event of a Delay to the Possession being taken


In the event that a delay to the taking of the Possession ensures that a delay to service at the
normal start of traffic hours is reasonable possibility, the EIC will follow the internal escalation
procedure, by making the relevant parties aware of the situation, and seeking instruction on
whether to proceed with the taking of the Possession.

14.2 Actions in the event of Engineering works over-running


If any of the worksite owners suspect that there is a possibility of their works over running, they
must inform the Possession Master (POM) immediately. The POM will then immediately inform the
Engineer in Charge. In the event that a Possession over-run becomes a reasonable possibility, the
EIC will liaise with the Service Controller, TAC and the POM, to agree the over-run contingency
arrangements for the Possession. All effort will be made to reduce the over-running Possession
area, and therefore, where required, the Worksite area will be reduced accordingly if possible.

15 Emergency Arrangements

15.1 Incidents Procedure


All incidents and near misses must be reported immediately to the EIC and POM. The Worksite
SPC [or designated person(s)] must then carry out the following (as a minimum);
• Complete an EIRF
• Instigate Post Incident Alcohol & Drugs Test (if required)
• Immediate investigation
• Preserve any evidence found
• Put in place remedial actions to prevent reoccurrence
• Inform relevant agencies if it is a notifiable RIDDOR 95
• Give regular updates to the EIC & POM if need be.

Where a significant Incident occurs involving Engineers Trains or Mechanised Vehicles the Renewals
and Enhancements Incident Management Process (Version 1A) will be instigated and led by the
Engineering Works Manager (EWM) and must be complied with by all staff concerned for all business
areas (R&E, MPD and Asset Operations). All work group leads will be required to discharge their duties
accordingly in line with the criteria set out within the Renewals and Enhancements Incident Management
Process (Version 1A).

16 Change Control

16.1 Late Planned Changes


At COB Thursday T-1day the Access Team will issue the Possession Amendment Notice (PAN). The
PAN details any changes to possession plan and possession works guide. This possession works guide
should be used in conjunction with the Possession Amendment Notice.

16.2 On-Site Changes


If there is a requirement for arrangements to be modified during the possession due to operational
issues or unforeseen circumstances, the EIC will issue a formal, signed Site Instruction or a recorded
Site Instruction via telephone to the Possession Master or Possession Support Manager. The
Possession Master or Possession Support Manager will be requested to sign-off the instruction as
accepted or to confirm the changes via recorded telephone prior to actioning the change. The EIC will
ensure that any such changes are communicated out to the relevant parties.
