N.B. The Literature is subject to Note 2. Any other components of the technical offer are under Note 3.

Note: Where in this tender document a standard, brand or label is quoted, it is to be understood
that the Contracting Authority will accept equivalent standards, brands or labels. However, it
will be the responsibility of the respective bidders to prove that the standards, brands or labels
they quoted are equivalent to the standards requested by the Contracting Authority.

Throughout the Tender Document references to the Bidder or the Tenderer shall mean one and
the same.

The submission shall be in a structured form and is to be in the same sequence as listed hereunder
for ease of reference and evaluation.

The Technical Offer shall constitute the following:

1. TECHNICAL OFFER QUESTIONNAIRE (Note 3)

This form is to be submitted online through the prescribed tender response format and by using the
Tender Preparation Tool provided.

Bidders are to state the brand, model and country of manufacture of the vehicles being offered and
to confirm agreement or otherwise of the mandatory requirement of vehicles in response to the
specifications requested under Section 3 – Technical Specifications.

Tenderers that fail to complete and upload the requested information will be deemed as non-
compliant and will not be considered further for final adjudication. The information/technical
specifications provided in the below table shall not be subject to rectifications.

For each item offered, the respective supporting documents and printed manufacturer’s technical
literature are to be submitted by the bidder as per the form marked “Literature”.

1.0 Background Information

1.0 This tender is for the supply of one (1) brand


new, four or five door type, electric vehicle
for Interconnect Malta Ltd. (ICM).

2.3 This tender provides the minimum

2.4 Any components and accessories that are not

necessary for the complete functionality of the

4.0 Warranty

4.1 The Contractor shall warrant that the vehicle


is new, unused, of the most recent model and
incorporate all recent improvements in
design, safety and materials, unless otherwise
provided in the Contract. The Contractor shall
further warrant that the electric vehicle has
no defect arising from design, materials or
workmanship, except insofar as the design or
materials are required by the specifications.
During the warranty period, the Contractor
shall address any issues related to defects
covered by the warranty in a timely manner.

The Contractor shall provide a minimum of


five (5) years manufacturer’s warranty
covering all mechanical and electrical parts,
electrical faults, labour and rust perforation
and under seal. Agreed ____________________

The minimum warranty of the battery (and


other high voltage components) should be of
no less than seven (7) years or 100,000kms,
whichever comes first.

In case of battery total failure or capacity


falling under 65% of its original capacity at
delivery according to EN 62660, during the
warranty period stated above, the Contractor
shall supply and replace the required battery
cells at no additional cost to the Contracting
Authority. The replaced cells shall increase
the capacity of the battery back to a minimum
of 95% of its original capacity.

5.0 Green Public Procurement (GPP) Criteria: General Use Passenger Cars and light-duty

be in another language, provided they are accompanied by an accurate translation into English. For
the purposes of interpretation of the tender, the English language will prevail.

ALL BIDDERS ARE TO NOTE THAT PHOTOS SUBMITTED AS MANUFACTURER‘S TECHNICAL LITERATURE
SHALL NOT SUFFICE AND ACCORDINGLY THESE MUST BE DULY ACCOMPANIED BY THE RESPECTIVE
