Background

Edit

BDA was created on 6 January 1976 under the Bangalore Development Authority Act 1976( 5) relieving
the before communal authority known as the City Improvement Trust Board( CITB), but remaining
nearly identical in function.( 6) The BDA is a largely unelected original authority( 2 out of 23 members
are tagged BBMP corporators) with utmost of its members responsible to, and directly appointed by the
state government. This creates issues with original representation, particularly since the passage of the
Constitution( 74th) Amendment Act, 1992 calling the degeneration of planning powers to original,
tagged authorities.

Despite being the principle planning authority, up to 90 of new domestic layouts on the Bangalore
fringe don't have formal blessing from the BDA. Over time, these layouts tend to be regularised by
consecutive state governments, still they parade all of the issues associated with ad hoc domestic
development including irregular road layouts, boundary encroachments and lack of provision for
essential services and structure.

Corruption has always been an issue within the BDA, with one particularly notorious reproach being the
illegal trade of over to 200 spots in 1995 by loose BDA officers. In the 1990s the BDA came under
sustained review including the Public Affairs Center's 1993 report cards on BDA performance; the CUMB
Report of 1997 which examined the part and function of the BDA and concluded that the association
had outlasted its accreditation, was failing as a development authority and should be disbanded; and a
1999 report by the World Bank which labelled it one of the most loose and hamstrung institutions in the
megacity. The same report also reported on the findings of a citizen check which set up 65 of
Bengalureans displeased with their experience dealing with the BDA, and just 1 satisfied — the smallest
of any communal agency in the megacity. It was also entering the loftiest share of backhanders

in exchange for expediting service issues.

The BDA is credited with responding to these findings with some reforms in functional operation and
asset monitoring and account practices leading to a substantial increase in domestic layout development
and allocation.

In 2008 the Kasturirangan Report reaffirmed that as both inventor and land controller, the BDA has
neglected its nonsupervisory part, but gained some fresh credibility through the successful delivery of
major structure systems including the external Ring Road, and colorful flyovers and junctions
throughout the megacity. The report recommended land regulation liabilities be handed over to other
external bodies similar as the BBMP with the BDA fastening on its function as a development body.

review

Edit

The encroachment and development upon water bodies and tanks essential for the megacity's drainage
system.

Failure to give introductory amenities( power, water, sewerage, drainage) to domestic layouts whilst
embarking on still farther systems.

Failure to give for the recuperation of townies displaced by new layout systems.

Failure to deliver on planned systems and promised structure.

Despite the 73rd and 74th emendations to the Indian Constitution declining power to Panchayats and
original civic bodies, the BDA isn't also responsive through an electoral process to original
constituencies.

The influence of plutocrat and vested interests, the so- called" land cabal", in the violation of
regulations and land use controls and the development of high real estate locales.

Service issues dwindling over time despite significant growth in earnings( account for population and
affectation).
HC calls BDA the mama of corruption.

Looks like it isn't only BDA distributed spots that get into legal trouble, indeed transaction spots which
cost the BDA crores of rupees that get entangled, in this case for 14 times.

A series of denotifications hit the BDA arkavathy layout according to this source. This happed after BDA
distributed the land to people who paid full quantum for the point purchase from their hard earned
savings and entered parcel cum trade agreements from BDA. So their plutocrat was with BDA but point
GONE.

People who dare to make a house in a BDA developed layout, might have to stay with no power, water
or drainage, not for times but decades as this one addresses about installations in Arkavathy layout and
the installations it offers.

Do you suppose BDA apartments are a safer bet, suppose again, a land proprietor allegedly cordoned
off 300 BDA flat possessors from an approach road

BDA apartments and its amazing quality- read then

Yes, according to BDA, they reimburse people who withdraw their flat operation but how easy is it to
really get your plutocrat back is anyone's conjecture
