The Village at Langebaan Country Estate Conduct Rules have been established in terms
of the Constitution of The Village Residents’ Association, to promote the desire for
Members to live together in peace, to respect each other, The Village and the
environment, to encourage them to nurture and support each other with kindness and
empathy, and to invest their energy in the building up and enhancing of their village for
the enjoyment of not only themselves, but also their families and visitors, and for those
fortunate enough to come into The Village after them. These Conduct Rules are not
intended to restrict Members, but to encourage all to play a constructive role in building
a community of kind, compassionate, wise people who seek to use their lifetimes’
experience and knowledge to make a positive and lasting difference to the lives of all
the people and living beings they interact with.
3. DIRECTIVES
The Committee may from time to time issue directives in respect of any rule contained in
these Conduct Rules (as may be amended from time to time) to provide direction as to
the practical application of a rule or to clarify practical aspects in respect of a rule. The
directives imposed by the Committee shall not be in conflict with any rules and the
Committee have no authority to create new rules through the issuing of such directives.
5. DOMESTIC REFUSE
5.1 The removal of domestic, garden and other refuse shall be under the control of the
Residents’ Association which may, in exercising its functions in this regard from time
to time, by notice in writing to all persons concerned:
5.1.1 lay down the type and size of refuse and recycling containers;
5.1.2 give directions in regard to the placing of refuse and recycling to be
collected;
5.1.3 give directions about the recycling of waste.
7. TRAFFIC / PEDESTRIANS
7.1 No Vehicles shall enter or leave The Village at any point except at the entrance gates.
Non-Members are required to adhere to the entry requirements as implemented by
The Village and Township security providers from time to time.
7.2 All Vehicles entering The Village shall stop at the Vehicle entrance point.
7.3 No Vehicle shall enter The Village unless admitted by the guard on duty at the gate,
except where the Residents’ Association has issued to the driver the means (such as a
biometric finger print reader) or a device enabling the driver to operate the Vehicle
entrance gate himself.
7.4 No Member shall permit the use of such device for operating the Vehicle entrance
gate by any other person save the Member or his spouse, unless agreed to in writing
by The Village Manager.
7.5 The movement and control of traffic and pedestrians is subject to the security rules
and regulations of The Village and Township.
7.6 Heavy duty deliveries are not permitted without the consent of the Village Manager
on Sundays or public holidays, nor before 08H00 and after 18H00 on weekdays, nor
before 08H00 and after 14H30 on Saturdays.
7.7 Motorised Vehicles shall be driven on The Village roads only.
7.8 Vehicles may only be driven by persons who hold a valid current driver’s licence, which
would permit them to drive a Vehicle on a public road within South Africa.
7.9 No person shall drive any Vehicle on any road within The Village at a speed in excess
of 30Km per hour. The Residents’ Association may impose a lower speed limit where
appropriate.
7.10 Animals, birds and wildlife shall have the right of way at all times within The Village and
Vehicles shall be brought to a stop whenever necessary.
7.11 The Residents’ Association may, by means of appropriate signage designed
specifically for The Village, give direction as to the use of roads or any portion of the
roads or Common Areas, and failure by any person to obey this signage shall
constitute a contravention of these Conduct Rules.
7.12 No person may park or stand his Vehicle in such a way that the flow of traffic is
obstructed.
7.13 No Member shall park any commercial type Vehicle, boat, caravan, motorhome or
trailer, on any road reserve in The Village or in the natural Fynbos or garden. Any such

commercial Vehicle, boat, caravan, motorhome or trailer shall be parked on the
Member’s property within the garage area.
7.14 The parking of Vehicles upon the Common Area is subject to the express condition
that every Vehicle is parked at the owner’s risk and responsibility and no liability shall
attach to the Residents’ Association or its agents or any of its employees for any loss
or damage of whatsoever nature which the owner, or any person claiming through or
under him, may suffer in consequence of his Vehicle having been parked on the
Common Area.
7.15 No person shall drive or ride any Vehicle within The Village in such a manner that
would constitute an offence under the relevant traffic ordinance.
7.16 All motorised Vehicles, and in particular motorcycles, shall be fitted with efficient
silencer systems.
7.17 No quad bikes may be used, other than official quad bikes used by persons authorised
by the Grantor or Residents’ Association.
7.18 The driving of all motorised Vehicles within The Village, with the exception of
maintenance and security contractor personnel is confined to roads and driveways.
7.19 No helicopters or any means of aerial conveyance may be landed anywhere within The
Village.
7.20 The Residents’ Association and Trustees recognise the provisions of National,
Provincial and Municipal traffic laws and ordinances including, but not limited to, the
National Road Traffic Act No 93 of 1996 (NRTA) and confirm that such legislation
shall apply to the use of roads in The Village.
7.21 The Residents’ Association and Trustees recognise the authority of authorised peace
officers (including traffic officers) to enforce the applicable traffic legislation in The
Village.
7.22 The Residents’ Association and Trustees do not purport to enforce the
abovementioned traffic legislation or to usurp the functions of traffic officers or to
impersonate traffic officers. The Residents’ Association and Trustees merely enforce
the provisions of the Constitution and of these Conduct Rules, which are private ones
voluntarily agreed to by each Member who acquired a Life Right in The Village.
7.23 The Trustees may appoint third parties, including contractors, consultants or service
providers, to enforce the provisions of the Constitution and these Conduct Rules and
delegate, cede and assign such powers and authority to such third parties as may be
necessary.
7.24 Should speed-measuring equipment be used to enforce the speed limits imposed
in The Village, such equipment shall be calibrated, certified and operated by an
operator/s who has been trained to use such equipment. The Trustees or appointed
third party shall hold the relevant calibration certificates and operator's certificate/s
in respect of the equipment. The operator of the equipment does not have to be a
peace officer or authorised traffic officer.
8. GARDENS
8.1 Members are to maintain their exclusive use gardens in a neat and tidy condition at all
times.
8.2 Members who make use of garden service contractors must ensure that the
contractors are registered with the Residents’ Association.
8.3 Members must ensure that alien vegetation be eradicated from their exclusive use
garden.
8.4 Every Member shall comply with any water restrictions imposed by the Local
Authority and the Residents’ Association.
8.5 No person shall do any gardening, landscaping or any other activity on the Common
Property without the express prior written consent of the Trustees of the Residents’
Association or the RV ARC in regard to the nature and extent of such gardening,
landscaping or any other activity.
20. SERVICES
20.1 Members and Lessees shall comply with all rules and regulations set by the Health
Care Operator and/or Managing Agent (as may be amended from time to time)
relating to the services to be provided by the Health Care Operator to Members or
Lessees.
20.2 Members and Lessees are not permitted to give instructions to staff, employees or
agents of the Health Care Operator or the Residents’ Association. Any request for
service must be made through the Health Care Operator or Managing Agent.
20.3 Members and Lessees shall not make loans to or give gratuities, gifts or tips to the
staff of either the Health Care Operator or of the Residents’ Association, or of the
Managing Agent.
20.4 Members and Lessees shall co-operate with the management and staff of the
Residents’ Association, the Managing Agent and the Health Care Operator, and will
not interfere with the execution of their duties.
20.5 Should the Member or Lessee elect not to use the cleaning service of the appointed
service provider, or the gardening service endorsed and/or provided by the
Residents’ Association, such a Member or Lessee shall only be permitted to make
use of an external char, domestic servant, gardening service or cleaning service that
has been pre-authorised through any required security registration process and
issued with the appropriate access authorisation of The Village.
