Community
Development
A process whereby the efforts of Government
are united with those of the people to improve
the social, cultural and economic conditions in
communities. It is the participation of people in
a mutual learning experience involving
themselves, their local resources, external
change agents, and outside resources.
Aim/Goals

Community development aims to improve the living standards of the


people. It enhances and promotes participatory democracy, sustainable
development, rights, economic conditions, equality and social justice in a
community through organizing and capacity building of the people.
Types of Community Development

01Decrease in unemployment rate projects


This assistance can be realized through building job training centers for the unemployed and helping
adults in the community find employment. To achieve this goal, local companies can cooperate with community
organizations to hire displaced workers.

02Homelessnes prevention projects


Community programs aimed at preventing homelessness in the community can involve upgrading
facilities for homeless people, economic empowerment for low-income families, helping no-income
families in gaining access to public funding and receiving help from the government.
Neighborhood specialization
03 projects
A neighborhood stabilization programs are dealing with foreclosures and home
abandonment. The local government can purchase foreclosed and abandoned homes in the
community region. The thing is abandoned homes often become centers of various crimes.
Neighborhood stabilization programs may demolish an abandoned home or redevelop it for more
productive use.
Types of Community Development

04Domestic violence community projects


Such projects provide relief to the victims of abuse. The programs create and upgrade facilities for
domestic violence victims or offer safe places for survivors of domestic violence and their children. These
programs are also aimed at psychological support and encouraging survivors of domestic violence.

05Cultural development programs


The cultural component of a community is vital to its stable growth. By encouraging a local
cultural life, a village, town or city can help enhance its reputation as a comfortable, enjoyable place to
live.
Community Development Process

01 Community Preparedness
Communities need to have some of the key ingredients for a development process motivation, local
leadership and a sense of ownership. Not all community are interested and prepared for undertaking process of
community development. At any one time, only a few communities may see the need or people that are
motivated to organize and lead the community in developing activities.
02“Bubbling” concerns
Community development processes develop from a situation where issues and concerns are
“bubbling” around. People are concerned, enthusiastic, motivated, frustrated. Private troubles become
public concerns as people share issues that matter to them individually.

03StimulusOften a stimulus brings the “bubbling” situation to a head. A local crisis such as a mine
closing or business leaving town sparks community action. A local leader, a local community group
or several concerned citizens may galvanize community action.
Community Development Process

Initical Organization and Involvment
After a stimulus often the first step is an event that brings the community together usually at a public
meeting or forum. At this point, community representatives may invite a facilitator or resource person into the
community to help with suggestions, information and a process itself.

Engagement and Issues Identification
A key step is activities to engage local people and give as diverse range of citizens the
opportunity to be involved. Engagement of people occurs throughout a community development process
, but it is crucial to actively foster involvement early in the process.
There are several important aspects of engagement and the following are:
✔ Involves understanding the existing concerns of community members
✔ It is important to ask citizens how they would like to participate
✔ The process needs to allow the people to get starting on acting on the idea even though not
everyone may agree or it may not seem to be priority
