Community Disaster
Preparedness Planning is not
a one-size-fits-all approach.
Aspects of the plan and its implementation must
be specific to the community’s own disaster risk
(hazards, exposure, vulnerability).
Community Disaster
Preparedness, Response,
and Recovery Plan
This is created by local government units and
leaders of the private sector (schools, businesses,
and subdivisions).
Basic Principles of the Community Disaster
Preparedness Plan
1. Partner with local resources.
• (e.g. Bureau of Fire Protection, Philippine Red Cross, Philippine
National Police, local healthcare system, PHIVOLCS, PAGASA)
• consultation, planning, and implementation

2. Establish leadership roles and key persons.

3. Involve key organizations, agencies, and citizens in disaster planning.

4. Identify hazards, the vulnerable sector, and exposed elements in the
community.

5. Raise citizen awareness about disasters and facilitate individual home

Philippine Disaster Risk Reduction
and Management Act of 2010
An act strengthening the Philippine Disaster Risk Reduction
and Management System, providing for the National
Disaster Risk Reduction and Management Framework and
institutionalizing the National Disaster Risk Reduction and
Management Plan, appropriating funds therefore and for
other purposes.
Highlights of the Philippine Disaster Risk
Reduction and Management Act of 2010
I. Serves as conceptual guide to all local and national efforts concerning
DRRM
II. Shifts the country’s paradigm and approach from reactive disaster
management to proactive disaster risk reduction.
III. Establishment of National Disaster Risk Reduction and Management
Council and local DRM offices
IV. Goal: Safer, adaptive, and disaster-resilient Filipino communities
towards sustainable development

Functions of National Disaster Risk Reduction and Management Council
(NDDRMC)

1. Develop an NDRRM framework that will be used as principal guide and


must be reviewed at a five year interval or if deemed necessary
2. Advise the President regarding disaster status and DRRM policies
3. Monitor the development and enforcement of DRRM in the regional and
local levels
4. Assess of hazards and disaster risks in the country

4. Establish national early warning and emergency alert system


5. Manage and mobilize resources for DRRM, including DRRM national fund
6. Implement a framework for climate change adaptation

8. Conduct disaster reports and post-disaster needs assessments
Despite the multiple disasters and
suggestions, RA 10121 had not been
amended since its implementation.

In addition, the DRRM framework has


not been updated until 2021.
Sendai Framework for Disaster Risk
Reduction 2015-2030
The Framework was adopted at the Third UN World
Conference on Disaster Risk Reduction in Sendai, Japan,
on March 18, 2015.

The framework had outlined the key targets and


priorities for action to prevent new and reduce existing
disaster risks. It aims to reduce the effects of disasters
in the world within the next 15 years.

manage disaster risk
3. Investing in disaster reduction for resilience
4. Enhancing disaster preparedness for effective
response, and to "Build Back Better" in

for Disaster Risk Reduction and the
approval of a National Disaster Risk
Reduction Plan of 2020-2030.

Ready to Rebuild: Disaster Rehabilitation and
Recovery Program
Joint program of the National Disaster Risk Reduction and
Management Council (NDRRMC), Office of Civil Defense (OCD), and
the World Bank (WB).

Ready to Rebuild aims to build the capacity of national and local


governments to recover better and faster from natural and human-
induced disasters even before it happens.
