Appendix A.

4 Complementary Provisions

A.4.1 Purpose. These provisions are not directly related to the calculation of seismic forces, but they
are considered necessary for satisfactory behaviour during an earthquake when it is designed with the
loads determined in Chapter 4, due to a substantial cyclical capacity of supposed inelastic deformation
by the procedures of load of Chapter 4. These complementary considerations belong to Section 4.

A.4.1.6 Quality assurance. The required performance of buildings in the categories of seismic
performance C, D or E requires a special attention to the quality assurance during the construction.
This section provides the minimum requirements with quality assurance for the systems of resistance
of seismic force and other seismic systems. These requirements complement the requirements of test
and inspection contained in the norms of reference mentioned in Sections 4.1 to 4.9. As minimum, the
provisions of quality assurance are applied to the following:

The systems of resistance to seismic forces in buildings assigned to Categories C, D, and E of seismic
performance.
Other seismic systems designated in buildings assigned to Categories C, D, and E of seismic
performance for which the importance factor of component IP is 1.5.

The following norms are mentioned like references in the provisions for inspection and test:

[4.1.6-2] ASTM A435-90, Specification for the examination of ultrasound of straight beam for steel
plates, 1990

[4.1.6-3] ASTM A898-91, Specification for the examination of ultrasound of laminated steel profiles,

A.4.1.6.1 Quality assurance plan. A quality assurance plan will be submitted to the Technical Board
of Engineering and Architecture.

A.4.1.6.1.1 Details of the quality assurance plan. The quality assurance plan will specify the seismic
systems designated or the resistant systems to seismic forces that, according to Section 4.1.6, are
subject to the quality assurance. The person responsible for the design of a designated seismic system
will be responsible for the part of the quality assurance plan that is applied to that system.

The inspection and the special tests required to establish that the construction satisfy these provisions
will have to include in the part of the quality assurance plan that is applied to the designated seismic
system.

A.4.1.6.1.2 Responsibility of the contractor. Each contractor responsible for the construction of a
system or designated seismic component identified in the plan of quality securing will have to submit
a written declaration to the Technical Board of Engineering and Architecture before beginning to work
in the system or component. The declaration will have to contain the following:

Certification where are known the special requirements contained in the quality assurance plan.
Certification in which a control will be done to obtain compliance with documents of design approved
by the Technical Board of Engineering and Architecture.
Procedures to exert the control within the organization of the contractor, the method and frequency of
the report, and the distribution of the report.
The person who exerts such control and the position of the person within the organization.

A.4.1.6.2 special Inspection. The owner of the building will have to contract a special inspector to
observe the construction of all the designated seismic systems according to the quality assurance plan
for the following construction work:

A.4.1.6.2.1 Foundations. Continuous special inspection during driving-in of piles and the positioning
of concrete in deep foundations will be required. Periodic special inspection will be required during
the construction of drilled piles, the positioning of concrete in foundations of little depth, and the
position of reinforced steel.

A.4.1.6.2.2. Reinforced Steel

A.4.1.6.2.2.1 Periodic special inspection during and at the end the positioning of reinforced steel in
intermediary and special frame of concrete moment and in sharp walls of concrete.

A.4.1.6.2.2.2. Continuous special inspection during the weld of reinforced steel that resists to flexion
and axial forces in intermediary and special frame of concrete moment, in members of edge of sharp
concrete walls, and the weld of reinforcement of shearing effort.

A.4.1.6.2.3 Structural Concrete. Periodic special inspection during and at the end of the positioning
of concrete in intermediary and special frame of concrete moment and in members of edge of shearing
walls of concrete.

A.4.1.6.2.4 Pre-tensioned Concrete. Periodic special inspection during the positioning and at the end
of the positioning of pre-tensioned steel and continuous special inspection during all the operations of
pre-tensioned and injection and during the positioning of concrete.

A.4.1.6.2.5 Structural masonry.

A.4.1.6.2.5.1. Periodic special inspection during the preparation of mortar, the positioning of masonry
units, and the positioning of the reinforced steel; and before the mortar positioning.

A.4.1.6.2.5.2 Continuous special inspection during the weld of reinforced steel, injection,
consolidation, and reconsolidation.

A.4.1.6.2.6 Structural steel

A.4.1.6.2.6.1. Special inspection for each structural weld will be required.

Exception: The minimum requirement for welds of simple passe with fillet or resistance and for welds
loaded to less than 50% of its design resistance will be the periodic special inspection, provided that
the qualifications of the welder and the electrodes of weld at the beginning of the work are inspected,
and all the welds to verify the compliance with construction documents when the weld is finished will
be inspected.

A.4.1.6.2.6.2. Periodic special inspection will be required according to the Reference [4.5-1] or [4.5-2]
for the installation or the bolts tightening of high resistance to complete tension in connections of
critical sliding and subject connections to direct tension. The tension of bolts in connections that are
not of critical sliding or subject to direct tension not will have to inspect, separately assuring that the
connected elements meet themselves play less.

A.4.1.6.2.7 Structural wood

A.4.1.6.2.7.1. Continuous special inspection will be required during operations of gluing in the field of
the elements of the resistant earthquake system.

A.4.1.6.2.7.2. Periodic inspection for the pinning, tightening, anchorage and union of all the seismic
components will be required, including braces, wales and anchorages.

A.4.1.6.2.8 Architectonic components. The special inspection of architectonic components will be


according to the following:

Periodic special inspection during the erection and fixation of outer coating, inner and outer not-
loadbearing walls, and veneering in Categories D and E of seismic performance

Exceptions: (a) Buildings of 9 m or less of height; and (b) Coating that weighs 0.25 KN/m² or less.

Periodic special inspection during the anchorage of access floors and displays of 2.5 m or more of
height in Categories D and E of seismic performance.

A.4.1.6.2.9 Mechanical and electrical component. The special inspection for mechanical and
electrical components is according to the following:

Periodic special inspection during the anchorage of elective equipment of emergency or systems of
auxiliary power in Categories C, D and E of seismic performance;

Periodic special inspection during the installation of the anchorage of elective equipment in the
Category E of seismic performance;
Periodic special inspection during the installation of pipe systems and its mechanical units associated
flammables, combustibles, or highly toxics in Categories C, D and E of seismic performance;
Periodic special inspection during the installation of systems of pipes of heating, ventilation, and
conditioned air that will contain dangerous materials in categories C, D and E of seismic performance.

A.4.1.6.3 Tests. The special inspector will have to be responsible to verify that the special tests are
completed by an agency of approved tests for the types of work in the designated seismic systems
according to follows:

A.4.1.6.3.1 Reinforced and pre-tensioned steel. The special tests of reinforced and pre-tensioned
steel will be the following:

A.4.1.6.3.1.1 Examine the reports of factory tests certified for each loading of reinforced steel used to
resist axial forces and flexion in intermediate and special frames at the moment of reinforced concrete
and members of edge of shearing walls of reinforced concrete or reinforced masonry and to determine
the compliance with the requirements of the specifications.

A.4.1.6.3.1.2. Where reinforced steel ASTM A615 used to resist axial force and flexion induced by
earthquake in special moment frame and in element of edge of wall of shearing walls in building of
Category D and E of seismic performance, verify that they have satisfied the requirements of the
Section 21.2.5 of the Reference [4.6-1].

A.4.1.6.3.1.3 Where it is required to weld reinforced steel ASTM A615, verify that the chemical tests
have been carried out to determine the weldability according to Section 3.5.2 of the Reference [4,6-1].

A.4.1.6.3.2 Structural Concrete. Samples of structural concrete will be obtained in the project site
and they will try them according to the requirements of the Reference [4.6-1] (See Section 4.6.1).

A.4.1.6.3.3. Structural masonry. The tests of quality assurance of structural masonry will be carried
out according to the requirements of the Reference [4.8-1].

A.4.1.6.3.4 Structural steel. The special test of structural steel will be carried out according to the
following:

A.4.1.6.3.4.1 Welded connections of moment frame and eccentrically frames braced by means of not-
destructive methods that satisfy the Reference [4.1.6-1] will be tried, Sections 9.5 and 9.6. All the
welds in groove of complete penetration in gaskets and joints will be tried 100% by means of
approved tests of ultrasound or other methods.

Exception: The minimum rate of not-destructive tests for an individual welder will be reduced 25%
with the consent of the responsible structural engineer for the design, provided it is demonstrated that
the rate of reject for the welder is 5% or less.

A.4.1.6.3.4.2 When welds in groove of partial penetration in connections of column designed to resist
induced tension by prescribed the seismic forces of design are used, tests of ultrasound and other
approved methods will be tried to a rate established by the responsible structural engineer for the
design.

A.4.1.6.3.4.3 the metal base greater of 38 mm on thickness submitted to deformations of contraction


through the thickness will have to be tried by means of ultrasound for discontinuities behind and
adjacent to such welds after finishing the connection. The material discontinuities will have to be
accepted or rejected according to the Reference [4.1.6-2] or [4.1.6-3] and the criterion established by
the responsible structural engineer for the design and contract documents.

A.4.1.6.3.5. Mechanical and electrical equipment. In order to assure the compliance with the
provisions of seismic design, the designer of the facility will have to present the applicable
requirements clearly in contract documents. Each manufacturer of designated components will have to
try or to analyze the component and its assembly or anchorage and will have submit a certificate of
compliance for the revision and acceptance by the person responsible for the design of the designated
seismic system and for the approval of the Technical Board of Engineering and Architecture. The base
for the certification will be by means of a test in a shake table, three-dimensional tests of shock, an
analytical method using characteristic and dynamic forces, the use of experience data (For example,
historical data that demonstrate acceptable seismic performance), or by means of more rigorous
analyses to provide equivalent security. The special inspector will examine the component of the
designated seismic system and will determine if the anchorages satisfy the compliance certificate.

A.4.1.6.3.6 Isolated seismic structures. For the required tests of the systems, see Section 4.2.6.9.

A.4.1.6.4 Reports and procedures of compliance. Each special inspector will have to submit
regularly to the Technical Board of Engineering and Architecture, to the owner, to the people who
prepare the quality assurance plan, and to the contractor copies of weekly report of progress, writing
down deficiencies to correct and the corrections of deficiencies previously reported. Immediately, a
special attention will be asked to the contractor of all the deficiencies for correction. When finalizing
the construction, each special inspector will have to submit a final report to the Technical Board of
Engineering and Architecture certifying that all the inspected work was completed according to
approved documents of construction. The work that does not satisfy will be described in the final
report. When completing the construction, the contractor of the building will submit a final report to
the Technical Board of Engineering and Architecture certifying that all the work incorporated in the
designated seismic systems was substantially constructed according to documents of construction and
the requirements of applicable labour force. The work that does not satisfy will be described in the
final report. The contractor will correct all the deficiencies according to requisitions.
