Ref: Citizenship in Malta

Dear Sir/Madam,

My name is Alberto Samuel CHANG RAJII, I am a Chilean citizen, born in Lima, Peru and
residing in Santiago, Chile. I am writing you this letter in order to apply for Malta
Citizenship.

For the past 15 years of my business career I have established and run a successful venture
capital business named Grupo Arcano, which is recognized for investing worldwide in
innovation and earning high returns on new companies, operating in areas such as:
renewable energy, natural resources, information technology, consumer products, real
estate and financial services. I currently hold the position of President and Founder, and in
this capacity I have been able to travel around the world with established offices in Chile,
USA, UK and Australia.

What I look for in a country in which I would want to live or spend time in -other than
Chile- is stability and safety, pleasant weather, nice landscape and nature, and values such
as freedom of speech and religion. The time I have already spent in Malta, has allowed me
to realize that Malta is that and more. I also see a country that holds high standards in areas
such as free markets, individual liberty, education, proper medical care and political
stability.

In the many years I have been travelling around the world, I kept hearing about Malta
being described as a beautiful, rich in history and business friendly country. Therefore,
when I learnt about the Malta Individual Investor Programme, I applied for it.

Today, I have been granted a Residence Permit, and now, I write to you in the hopes I´ll be
considered –along with my mother, Mrs Veronica RAJII KREBS- for the Malta Citizenship.
My goal under the MIIP is to make Malta my second home.

I am ready to make any necessary investment and contributions into Maltese economy as
requested by IIP regulations.

Over the last 6 months, I was 2 times in Malta, which total 10 days spent between August
2015 and January 2016.

On August 2015 I opened a Bank account at Bank of Valletta. And, on the same month I
entered into a Lease Agreement of the following property: Flat 10, Vilhema, 132 Tower
Road, Sliema. On November 6th, 2015 a Promise of Sale followed the aforementioned Lease.

Furthermore, I have met with Mr. Ray Cassar, Advisor to IIP Malta, and shared my positive
views on Malta and how interested I am on becoming a citizen.
Over time I will be building increasingly stronger links with the country, socially,
financially and culturally.

Furthermore, I am very keen on exploring investment possibilities for expanding my

presence in Malta, especially in real estate, investing in properties and real estate
development to promote tourism.
