GENERAL SCOPE This general specification covers the requirements for the following sections of the building works: Substations Control rooms Hydraulic rooms Accommodation Units Offices DRAWINGS AND DOCUMENTS All drawings, notes and correspondence shall be in the English language. ‘The work shall be carried out in accordance with the latest revision of APPROVED FOR CONSTRUCTION (AFC) drawings. Construction drawings for a CONTRACT will be issued progressively to an agreed schedule so as not to disrupt planning or progress. ‘The CONTRACTOR will return to the Engineer within 14 days after completion of construction works in the area, one marked-up "As Built” copy of the following drawings: © Setting-out + General Arrangements * Concrete and brick outlines UNITS AND MEASUREMENTS, The units and symbols used to express numerical quantities in all notes, data and instructions, and all dimensions shown on drawings shall be in S.I. units REFERENCE DOCUMENTS Where reference is made to a document, code, specifications or standards, the reference shall be taken to mean the latest edition of that document, code, specification or standard including the latest addenda, supplement and revision thereto, LEGAL REQUIREMENTS In addition to this specification the construction of structures, foundations and services as well as excavations shall comply with the National Building Regulations and Building Standards Act and the current Occupational Health and Safety Act. Page 4 of 16 26 27 2.8 34 SENET 'SP0879.0000-005-02 BUILDING WORKS SPECIFICATION REV 01 30-01-18.docs PRECEDENCE, DEVIATIONS AND CONFLICTS The following order of precedence shall apply when a conflict in requirements arises between Specification and other referenced documents: a) Drawings b) Project Requirements ©) This Specification d) SANS Design Codes and Standardised Specifications e) Other Referenced Codes and Specification QUALITY ASSURANCE / QUALITY CONTROL The CONTRACTOR shall maintain an effective quality management system in accordance with the requirements of this SENET standard specification, so as to ensure and demonstrate that goods and services conform to the specified requirements. The CONTRACTOR shall, in addition, ensure that all sub-contractors maintain equivalent systems commensurate with their particular scope of supply. The quality system shall be submitted to the Engineer for approval within 7 days of the start of the CONTRACT (placing order) and shall define methods to ensure that all necessary quality standards are attained. SENET will aucit the applications of QA system on a regular basis during the contract. WORKMANSHIP AND MATERIALS All materials used are to be new and the best quality All proprietary materials, product systems, etc. shall be applied, laid, fixed and/or installed in accordance with the manufacturer's or supplier's instructions. Classi n of a) Rough. No treatment of the surface of the concrete will be required after the striking of the formwork. The finish of the concrete shall be accurate to a Degree of Accuracy Il. (Unless otherwise noted) b) Smooth. Imperfections such as small fins, bulges, irregularities, surface honeycombing and surface discolourations shall be made good and repaired by approved methods. The finish of the concrete shall be accurate to Degree of Accuracy Il. (Unless otherwise noted) ©) Special Smooth and fair (All Exposed Walls, Beams and Columns) This class of finish requires the highest standard of concrete work, formwork, accuracy and technique. Rubbing down of all irregularities shall be carried out within 12 hours of stripping, Curing of concrete by an approved method shall be maintained for a minimum period of 5 days after stripping and rubbing down of concrete faces. Conerete placed in any one structure to give this finish shall be made from cement and aggregates from the same source. The grading of the aggregate shall be kept constant. Formwork shall be metal in a new condition designed and constructed to suit the particular job in hand and with shutter bolts and joints between panels in a regular pattern approved by the Engineer. Joints between panels shall be watertight, the use of sealing tape which will mark the concrete shall not be permitted, Designated joints shall be in the positions and of the details shown upon the working drawings, Should the Contractor wish to incorporate further construction joins or amend the position of those shown to suit his own requirements or technique, this may be allowed provided that all design considerations are met, that the prior approval of the Engineer is obtained and that any extra costs are borne by the Contractor. In the case of horizontal construction joints, the top edge of the conerete on the smooth and fair finished side shall be struck true and level with a trowel. Special care shall be taken to ensure that forms are clean and free of all pieces of tying wire, nails and other debris at the time of concreting The standard of finish shall be such that upon removal of the formwork, no further treatment, other than treatment of boltholes if required, shall be found necessary to provide a straight, smooth and uniform finish of good quality and consistent colour and texture, free of all honeycombing, etc. Any defect shall be made good by either removing and replacing the defective concrete or, in certain instances only, by patching. The finish of the concrete shall be accurate to Degree of Accuracy | d) Permanent Formwork Use of any type (steel or concrete) of the permanent formwork shall be approved by the Engineer. BRICK / BLOCK WORK MORTAR AND PLASTER SAND Sand shall be free from clay, animal, vegetable or other organic matter and shall be screened and washed if necessary. It shall comply with such tests as are required by the Engineer and in accordance with SANS 1090. Page 7 of 16 5.2 5.3 5.4 5.5 5.6 5.7 SENET 'SP0679.0000-005 02 BUILDING WORKS SPECIFICATION REV 01 30.01-15.doc5 CEMENT All cement shall be of normal setting quality in accordance with provisions and conditions of SANS ENV 50197-1 Common Cement, Cement kept on the site shall be stored in such a manner as to prevent deterioration or contamination. Any cement found to be defective shall be removed from site. The maximum storage period of cement on site shall be 6 weeks, MORTAR MIXING All mortars are to be mixed in a mortar-mixing machine or on a non-absorbent, close- jointed platform. The platforms are to be kept clean and old mortar removed before any new batch of mortar is prepared for mixing. CEMENT MORTAR Cement mortar, unless otherwise described, shall comprise of five parts by volume of sand to one part by volume of cement for all internal walling and four parts by volume of sand to one part by volume of cement for all external walling. Cement mortar is to be mixed in small quantities and must be used immediately as no mortar that has commenced setting shall be used. BRICKS / BLOCKS Clay bricks, concrete bricks and concrete blocks shall have strength characteristics in accordance with the empirical walling requirements of the South African National Building Regulations. SETTING OUT All walls, partitions, projections, openings, etc., shall be carefully set out in accordance with the drawings, checked with any reinforced concrete columns and beams, ete., and also checked with overall dimensions, CONSTRUCTION OF BRICKWORK All brickwork shall be built in stretcher bond with brick force at every 4" course. Only whole bricks may be used except where legitimately required for bond. The bricks shall be well wetted with water before being laid and the course laid last shall be well wetted before bedding fresh bricks upon it. All brickwork shall be carried up plumb and level. Note: The description half brick refers to brickwork 110mm thick. The brickwork shall have joints flushed solid at every course throughout the whole width of each course and bricks shall be laid on a solid bed of mortar. Pointing shall be done as the work proceeds. The joints of all walls to be plastered or tiled shall be raked out as the work proceeds to form a key. All walls shall be carried up regularly so that no part is more than 1,2 meters higher than any adjoining wall Page 8 of 16 58 6.2 6.3 SENET ‘SPO579-0000-0C5-02 BUILDING WORKS SPECIFICATION REV 01 30-01-15 docs Mortar beds shall not exceed 10mm in thickness (unless otherwise described). All ordinary rough cutting, plumbing angles, forming reveals, fitting up to underside of concrete beams, slabs, etc., fitting between concrete columns, etc., and cutting and fitting over stairs, etc., shall be allowed for. Ties between concrete and brickwork shall consist of hot dipped galvanized hoop iron ties, built into every 4" brick course and shot / bolted into columns and / or beams as required. Ties between brick walls shall consist of every 4" course of new brick being built into the existing wall by half a brick length. Damp proof course shall be laid across the full thickness of wall at floor level and sills with 150mm laps at intersections and angles. Materials: Gundle 375 micron Gun Plas Brickgrip. Damp proof courses shall be placed in accordance with the requirements of SANS 10400. Lintels shall be pre-stressed concrete. Lintels shall be seated a minimum of 230mm each side of openings and shall have brick force to each course in accordance with the lintel manufacturer's specification. CLEANING OFF Special care shall be taken to keep face brickwork, quarty tiles, etc., free from mortar droppings as the work proceeds, and at completion they shall be cleaned with approved cleaning material, such as "Mortar Lift’ ROOF STRUCTURE, COVERING ETC. ROOF STRUCTURE Design and fabrication of the roof trusses shall be carried out by a specialised company. Design and General Arrangement drawings shall be submitted to the Engineer for review and comments. Where timber trusses are used, timber minimum grade 6 shall be used in their fabrication. Roof trusses shall be tied down to the brickwork in accordance with the requirements of SANS 10400. ROOF COVERING Roof sheeting shall be as per the details prescribed in drawings INSULATION TO ROOFS Where ceiling is installed the insulation shall consist of 75mm thick “ISOTHERM” panels. The insulating panels shall be laid in accordance with the manufacturer's requirements. The ceiling boards shall be symmetrically arranged with necessary smaller panels, closely butted and secured at 450mm centres to brandering with galvanized or cadmium-plated clout-headed nails. GUTTERS AND DOWN PIPES Gutters and down pipes will not be required, PLASTERING MATERIALS a) Cement Cement shall be ordinary cement complying with SANS ENV.50197-1 b) Lime Lime shall be Type A2P hydrated lime complying with SANS 523. c) Sand Sand shall comply with SANS 1090 for the relevant types of plaster or other in- situ finishes. PREPARATORY WORK Surfaces shall be clean and free of oil and thoroughly wetted directly before any plastering or other in-situ finishes are commenced. Concrete surfaces shall be slushed with a mixture of one part cement and one part coarse sand or otherwise treated to form a proper key. Preparatory coats shall be thoroughly scored and roughened to form a proper key. FINISH Al final coats of plastering shall be executed in one operation without any blemishes. No touching up of finished work will be permitted. All vertical plastered corners to be finished with approved built in metal corner reinforcement. THICKNESS OF PLASTER Skim plaster shall be 6mm thick and all other plaster shall not be less than 10mm. and not more than 20mm thick. CEMENT PLASTER Cement plaster shall be composed of one part cement and five parts sand. All internal plaster shall be finished with a steel trowel. Page 10 of 18 76 84 8.2 9.2 SENET '8P0679.0000-005-02 BUILDING WORKS SPECIFICATION REV 01 30-01-18.doc5 DESCRIPTIONS Descriptions for plaster and other in-situ finishes shall be deemed to include the necessary preparatory work, working around pipes, balusters, etc. Plastering described as being on vertical surfaces of brickwork or blockwork shall include concrete columns, beams and lintels flush with the face of the wall FLOORING CEMENT SCREEDS Screeds shall be composed of one part cement and four parts sand and shall be finished with a steel trowel. Concrete surface receiving screed shall be rough but clean and free of oil and any other foreign matters, and shall be thoroughly wetted directly before screed is laid. Screeds in substations and control rooms shall be laid to Degree of Accuracy | EPOXY SURFACING OF FLOOR All concrete surfaces to be treated shall have been cured for a minimum of 28 days. Surfaces shall be brush cleaned and free of any deleterious material prior to priming. Priming shall be with Abecote 337 (or similar approved) applied in accordance with the manufacturer's recommendations. A self-levelling finish of Abeflo (or similar approved) shall be applied in accordance with the Manufacturer's recommendations, METALWORK STEELWORK Structural steelwork, etc., shall be fabricated and treated in accordance with the SENET Standard Specification SP0579-0000-STR-01, Fabrication and Erection of Structural Steelwork. ALUMINIUM (OTHER THAN ROOF SHEETING AND SIDE CLADDING) Aluminium extrusions shall be of 6063-T6 alloy and temper. Aluminium sheet and strips shall be of 1200-H4 alloy and temper. Aluminium bars and sections shall comply with the relevant clauses of BS EN 755-2, extruded tube and hollow sections and sheet and strips with the relevant clauses of BS EN 515. Joints in all aluminium members shall be formed in an approved manner so that the Joints are practically invisible. Screw heads, pins, rivets, etc. shall be concealed as far as possible, 300 Series stainless steel sorews and bolts shall be used for joining and fixing aluminium work. The surfaces of all aluminium which are in contact with other material when fixed shall be suitably insulated with a non-absorbent insulating material to prevent corrosion. All aluminium work shall be suitably protected against damage, Page 11 of 16 9.3 10 1 WA 411.2 11.3 11.4 SENET 'SPO579.0000.005.02 BUILDING WORKS SPECIFICATION REV 01 30-01-18.docS deterioration or discolouration caused by mortar droppings, etc. by taping with removable tape, covering with temporary casings or by covering with motor oil all to approval DOORS AND FRAMES All pressed steel door frames will be double rebated. Door frames shall comply with SANS 1129, Frames shall project not less than 20mm into floor finish. Except where described as galvanised, frames shall be treated with one coat of primer before leaving the factory. Doors exceeding 850mm wide or exceeding 2100mm high shall be hung on three hinges all approved by the Engineer. All door frames to be pre- primed and painted prior to fixing of hinges. Hinges to be pre-backed with 100 micron PVC sheet, trimmed to suite the hinge profile and glued to the hinge. Stainless steel or approved inert fixings, only are to be used. Transformer room doors and frames shall be manufactured in accordance with door and frame schedules, to comply with transformer rooms specifications and safety requirements. PLUMBING AND DRAINAGE Plumbing and drainage shall be done in accordance with drawings and provisions of SANS-10400. GLAZING GLASS Glass shall comply with BS 952. Safety glazing materials shall comply with SANS 1263. PUTTY, ETC. Butyl putty shall be used where glass is to be fixed in aluminium sashes with glazing beads, Non-setting compounds shall be used where laminated glass is fixed in sashes with glazing beads. Silicone — rubber - base sealing compounds shall comply with SANS 1305. GLAZING Glazing shall be executed in accordance with SANS 10137, DESCRIPTIONS Descriptions of glass shall be deemed to include all putty, sprigs, pegs or clips and removal and re-fixing of glazing beads where applicable. Page 12 of 16 SENET 'SP0579.0000-065-02 BUILDING WORKS SPECIFICATION REV 01 30.01-18.doc5 12 PAINTWORK 12.4 MATERIALS For the paintwork to structural steelwork refer to the SENET Standard Specification SP0579-0000-0W5-01 Corrosion Protection. Paints, primers, undercoats, etc. shall comply with the following specifications and requirements: 5 SANS Material epee Grade or Type Priming coats on wood for external work 678 Type! Priming coats on wood for internal work 678 Type II Undercoats for paints (except emulsion paint) 681 Type | Emulsion paint for intemal work 1586 | __Grade 1 Emulsion paint for external work 1586 | Synthetic polymer base High gloss enamel paint for internal and external work | 630 Grade | Materials for paintwork shall be delivered to the site in unopened containers and applied in accordance with the Manufacturers instructions. If necessary, materials shall be strained before use. Materials shall be suitable for application to the surfaces concerned. Undercoats shall be as recommended by the Manufacturer of the finishing coats. Thinners and other agents shall not be used without approval. 12.2. PREPARATORY WORK a) _Plastered surfaces, etc. Plastered surfaces shall be thoroughly washed down and brushed in order to remove any traces of efflorescence and allowed to dry completely before any paint finish is applied. Before any paint is applied, holes, cracks and irregularities in plaster and other surfaces shall be filled with a suitable filler and finished smooth. Unfinished concrete surfaces shall have all projections rubbed off and shall be thoroughly cleaned with a spirits-of-salt solution (1 part concentrated spirits of salts to 4 parts water) b) Metal surfaces Metal surfaces shall be sanded, where necessary, washed with a suitable cleaning agent and left smooth. Protective coatings applied by Manufacturers to galvanized metal surfaces shall be removed with a suitable agent and the surfaces washed down Rust, grease and defective factory primers, including pitch on cast, shall be removed prior to treatment. Page 13 of 16 SENET ‘SP0579.0000-005-02 BUILDING WORKS SPECIFICATION REV 01 20-01-15 docs 12.3. APPLICATION OF PAINT All coats to wood and metal surfaces shall be applied by brush. Primers to other surfaces may be applied by roller with the approval of the Engineer. Undercoats and finishing coat may be applied by brush or roller. Paint shall not be sprayed on except in the case of cellulose and other special paints where spray painting is the accepted method of application. Before subsequent coats of paint are applied the previous coat shall, be properly dry and shall be sanded down where necessary. Should a perfectly uniform finish and texture, free from any blemishes and with sufficient coverage, not be obtained as a result of defective preparation of surfaces and/or application, the Contractor shall apply an extra coat or coats of paint of the prescribed finish at his own expense to the satisfaction of the Engineer. 42.4 COLOUR SCHEME ‘A colour scheme comprising colours and the blending of colours approved by the Engineer shall be used for the paintwork. The tints of the undercoats shall closely match the finishing coat but nevertheless differ sufficiently to indicate the number of undercoats. Colour samples of the finishing coats shall be provided for Engineer’s approval in all cases. 12.6 PROTECTION AND CLEANING ‘The Contractor shall provide necessary tarpaulins, covers, etc., for the protection of the works. Before the paintwork is commenced all floors shall be swept and walls dusted and no further sweeping or dusting shall be allowed before all painted surfaces are perfectly ary. 12.6 DESCRIPTIONS Descriptions of paintwork shall be deemed to include the preparation of surfaces, including filing, stopping, sanding and priming of nail heads and screws. Descriptions of paint on pipes, gutters, etc., shall be deemed to include painting holder bats, hangers, clips, brackets, etc. Descriptions of paint on windows, sashes, etc., shall be deemed to include priming the rebates of the openings to be glazed. Paint on PVC Pipes Sand down well and apply two coats Plascon Wall and All (WAA). Non-galvanised Metal Finishes Remove any faulty shop primer, rust, oil, etc., sand down, touch up with Plascon Namelcote Zinc Chromate primer (UC53), one coat Plascon Merit Universal Undercoat (UC1) and two coats Plascon Velveglo Polyurethane Enamel (VLO), all applied by brush. Polyurethane Enamel on Wood Prepare, knot, stop and apply, by brush, two coats Velveglo Polyurethane Enamel (VLO). FIRE-FIGHTING EQUIPMENT FIRE HOSE REELS Fire hose reels shall comply with SANS 543 and shall be fitted with a 30m long reinforced red rubber hose of internal diameter not less than 19mm with a 4.8mm internal diameter chromium plated brass nozzle.
