PLANT EARTHING MAT

1.0 GENERAL

1.1 is setting up an Integrated Steel Plant near . This specification covers the Plant
Earthing Mat for Steel Melt Shop. The Plant Earthing shall be carried out as per the
following:

Annexure-I : Price Schedule for Electrical Installation Work.

Annexure-II : Construction Standards for Electrical Installation Work and

Testing.

The tenderer shall read carefully “Scope of Work” covered under this specification in
conjunction with the annexures mentioned above.

2.0 CONSTRUCTION FACILITIES

2.1 Construction Water

Water required for the works will be made available free of cost to the contractor at
one point on the site. The contractor shall make his own arrangement for drawing
water from this point and further distribution at his own cost, with the approval of
Consulting Engineer.

2.2 Construction Power

Electric Power at 415 V, 3 Phase, 50 Hz shall be made available to the contractor free
of charge at one point. Further distribution for his work shall be arranged by the
contractor at his own cost.

3.0 SCOPE OF WORK

3.1 Scope of work shall consist of supply and installation of earthing mat / items called
for in the price schedule at Annexure-I.

3.2 The word “INSTALLATION” has been used to convey the meaning “ERECTION,
TESTING & COMMISSIONING” and shall include the supply by the contractor of
sundry materials such as nuts, bolts, washers, welding electrodes, kerosene, gas
cylinders, welding and cutting sets, insulation tapes, sand papers, bituman
compound, and any other such material required for completion of the installation of
earthing mat.

3.3 Unless specifically excluded from the scope of the Contractors work either in the
specification or by the tenderer in his quotation, all materials required for installation
of earthing mat shall be supplied by the Contractor and the cost of such material
unless quoted separately under the head “SUPPLY” shall be deemed to be included in
the quoted price for the installation service.

3.4 Company shall supply at no cost to the Contractor, the materials like cement, sand,
bricks and grouting materials required to complete the installation of earthing mat.

3.5 Welding sets, lifting jacks, ladders and all other erection tools and tackles required for
installation of earthing mat shall be supplied and / or arranged by the Contractor
within the quoted cost.

3.6 Contractor shall arrange all the equipment within quoted cost for installation work
such as testing instruments such as earth megger, 500 V and 1000 V megger for
testing of insulation, bell sets for continuity testing, Ammeter, tong tester etc. for
measuring various electrical parameter.

3.7 The Contractor shall carry out all the necessary tests required by Indian Electricity
Rules and / or Government Electrical Inspector. Also he shall prepare certificate(s) in
compliance with the standard procedures in vogue and submit required number of
copies for getting approval from Government Authorities. Government approval for
the earthing mat installation shall be in scope of Contractor.

3.8 The material required for completing the earthing mat work to be supplied by
Company will be made available to the Contractor within the client premises / stores
within the plant. The Contractor shall arrange to transport them to the place of
erection within the cost quoted for installation work.

3.9 On completion of the work, the Contractor shall return to company one complete set
of all drawings given to him for carrying out the Earthing work involved duly
incorporating all modifications made during course of installation work together with
the requisite copies of the test certificates for all tests carried out under the provision
of the Indian Electricity Rules.

3.10 Earthing

The Contractor shall quote separate price for supply of earthing material and for
installation of earthing for complete electrical installation and the same shall be
binding for each services. Company will supply sand, bricks, cement etc. free of cost
to the Contractor.

 The Contractor shall carry out earthing work in accordance with the construction
standards given in Annexure-II. The Contractor shall be responsible for laying of
earthing mat.

The work involves laying of earthing strips, earth grids and earth pits, construction of
earth station etc. The Contractor shall also carry out testing of earthing resistance
after completion of work and shall be responsible for proper earth value of less than
0.5 ohm.

 Annexure-II

CONSTRUCTION STANDARDS AND

TESTING PROCEDURE FOR EARTHING MAT

1.0 CONSTRUCTION STANDARDS

1.1 The installation of Earthing mat shall be in accordance with the applicable codes of
standards issued by BIS (IS 3043-1987).

1.2 The Earthing mat shall also conform to the latest Indian Electricity Rules as regards
safety and other essential provisions specified therein.

1.3 The Purchaser’s particular requirements in respect of various works are specified
below. In case of any counter stipulation in the particular requirements specified
below vis-a-vis codes of practices, the former shall predominate.

1.4 Earthing Stations

Earthing stations with plate / pipe electrodes, the typical details of which are shown
in Drawing No. 0526-412 of IS 3043-1987 shall be installed. The exact number of
earthing stations shall be determined at site to obtain satisfactory results.

1.5 Earthing Mats

Earthing mats shall be laid in DRI Plant and R.M. Conveyors. Earthing Mat Layout
Drawing No. 0526-412 is enclosed with this specification. The earthing mats shall be
connected to earth by means of as many earthing stations as are required to keep
the total resistance to earth measured from any point on the earthing system to
within permissible limits. For earthing mats G.I. strip of 50 x 6 mm size shall be
used.

 Wherever applicable the minimum depth of burial for the earthing mats and
conductors shall be 500 mm below the finished ground level. In respect of RCC /
brick trenches, the same shall be supported on angle iron inserts in the trench walls.

1.6 General Instructions

1.6.1 Trenches dug for burying the grounding conductor should be filled with earth free of
stones. The fillings should be carefully rammed.

1.6.2 All joints of grounding steel strip between themselves and grounding electrodes
should be overlap welded. The length of the welds should be equal to at least
double the width of the strip.

Where copper conductor is used, the joints should be riveted and seated, brazed or
bolted. As the maximum temperature approaches, the maximum permissible for
most types of brazing, brazed joints without mechanical retention should not be
used.

1.6.3 Joints in the earth bar between the switch gear units or to cable sheaths which may
subsequently require to be broken, should be bolted.

1.6.4 For protection against rust of buried welded joints, located in soil, the weld should
be coated with molten bitumen and covered with bitumen impregnated tape.

1.6.5 Before welding, the steel strip should be clamped tightly to ensure good surface
contact between them.

1.6.6 Where the diameter of the bolt for connecting the earth bar to apparatus exceeds
one quarter of the width of the earth bar, the connection to the bolt shall be made
with a wider piece or flag of metal jointed to the earth bar.

 The purchaser would at his cost cover the area with 75 mm thick crushed rock the
area over which the earthing grid is spread.

1.6.7 Earthing Station Marker

Earthing station marker to indicate the location of the earthing station shall be
installed.

2.0 TESTING OF EARTH RESISTANCE

The testing of earth resistance shall be performed at the time of installation to

determine the efficiency and adequacy of the earthing system by the Contractor.

The contractor shall follow the testing procedure as laid down in IS 3043-1987 and
make the necessary test reports / certificates to be submitted to Government
Electrical Inspector and required for the records of the purchaser.

The Contractor shall submit Proforma Certificate after testing and completion of
work in the proforma sheets enclosed at the end.

3.0 EXECUTION OF WORK BY CONTRACTOR

3.1 The installation shall be carried out in a neat workman like manner by skilled
experienced and competent workmen supervised by a whole time licensed first class
electrical supervisor or foreman on behalf of the contractor from the start of work up
to the completion. He shall be available at the work site to supervise the electrical
works, if he is not available at the spot, the engineer-in-charge shall have power to
stop the works.

3.2 The Plant Earthing mat consists of Construction of Earthing Pits and the
interconnection of the pits to form an earthing grid around the plant for equipment
earthing.

4.0 SUPERVISION BY THE PURCHASER / CONSULTANT

In all matters connected with the electrical works, the electrical engineer-in-charge
or Purchaser / Consulting Engineer shall have the full control of the works and the
Contractor shall abide by his decision. The contractor shall take instructions from
him or his authorised representative. Any alterations and modifications order from
electrical engineer-in-charge shall be carried out which would be confirmed in
writing.

5.0 GUARANTEE

The Contractor shall guarantee satisfactory performance of the installation work as

also of the materials supplied by him and in the event of premature failure of the
installation work or defect in contractors supplies being detected within one year of
the completion of work, the contractor shall at his cost rectify the defect in work and
/ or supplies.
