LPE - LIGHTNING PROTECTION AND EARTHING SYSTEMS

PROJECT SPECIFICATION

1.0 GENERAL

1.1 THE COMPLETE INSTALLATION

The meaning and intent of this specification is that at the completion of this
Sub-Contract, the Employer shall be provided with a finished Lightning
Protection and Earthing installation, complete in all respects, tested and passed
as ready for use.

2.0 REGULATIONS

All electrical and other plant and equipment, installed and tested under this
sub- contract shall comply with the requirements of the following regulations :-
2.1 IEC 62305 - Protection against Lightning.
2.2 SANS 10142 - Code of Practice for the Wiring of Premises as amended.
2.3 SANS 10400 - The Application of the National Building Regulations as
amended.
2.4 SANS 10199 - The Design and Installation of an Earth electrode as amended.
2.5 SANS 10313 - The Protection of Structures against Lightning
2.6 SANS10292 - Earthing of LV distribution systems
2.7 NRS076 - Earthing of distribution substations with nominal voltages up to 132kV
2.8 The Occupational Health and Safety Act (85 of 1993) as amended, and
contingent regulations.
2.9 Performance requirements laid down in SABS IEC 1312.
2.10 The By-Laws of the Local Municipality, or any other department responsible for
such laws.
2.11 Any other applicable statues and regulations.

3.0 SPECIAL REQUIREMENT

3.1 The lightning protection and earthing installation shall be carried out and
tested in accordance with IEC 62305, SANS 10199 and SANS 10313 - as
amended.

3.3 The tenderer shall take cognizance of the main contractors Quality C ontrol P lan,
Safety Plan, HSE requirements and Environmental requirements in the tender
submission.

Failure to provide the above may disqualify the tender submitted. The tenderer
shall contact the Engineer if he is uncertain of what is required or if additional
information is required.

Strict quality control measures must be in place and all work must comply with
these requirements including the site regulations applicable to contractors.
Contractors will be required to attend safety induction courses at the Client’s
premises including any medicals that may be required.

3.3 The lightning protection and earthing installation shall be undertaken by a


specialist SABS listed contractor.

4.0 SCOPE OF SUB-CONTRACT


This sub-contract is
for :-

The total supply, fabrication, delivery to site, storage, installation, testing and
commissioning and maintenance for 12 months of all materials for the
complete lightning protection and earthing system for the structures and
buildings as depicted on the drawings and or as specified.

5.0 SCOPE OF WORK AND SCHEDULE OF AREAS TO BE PROTECTED

5.1 The following areas requires lightning protection and earthing installations
all in accordance with this specifications, standard specifications and drawings
issued :-
- New Mixed Use Commercial Development

5.2 In addition to the above the following must also be included :-

(a) Where applicable, the integration of the a n y existing earthing system to


be checked ensuring that they comply with the relevant standards.

6.0 THE SITE

The site is the new in New Mixed Use Commercial Development in Ballito on
the KZN North Coast.
The site is on the beach accessible via the beach road.

6.1 SITE VISIT

The Tenderer is advised to visit the site to ascertain any additional information he
may require to present his tender. Arrangements can be made with the
Engineer to meet on site if required.

7.0 PROGRAMME

7.1 The E a r t h i n g Contractor shall undertake to complete the supply, delivery


and fixing where applicable of the various sections of the work in strict
accordance with the main Contractor’s construction programme.

7.2 Commencement date for installation of the work on site shall be determined
with the Main Contractor.

8.0 MATERIALS AND CONSTRUCTION

8.1 GENERAL

All materials and workmanship shall be the best quality available of the type
specified and shall be neatly, securely and properly worked and fixed in a
workmanlike manner to the satisfaction of the Engineer and strictly
in accordance with the suppliers printed instructions where this is applicable.

Cognizance shall be taken of the corrosive and severe atmosphere prevailing at


the site when supplying all materials and performing work and with due regard to
the long term durability and maintenance-free performance required.

Note :The site is on the beach and therefore only anti-corrosion materials and
workmanship must be used.

The alloys that shall be used must be inherently corrosion resistant. The tender
to ensure that electrolytic corrosion does not occur where dissimilar materials
come into contact with each other.

Strict quality assurance controls will be in place and the work must comply
with these requirements.

9.0 GUARANTEE PERIOD


During the guarantee period the Lightning Protection and Earthing Contractor
shall be required to immediately upon request, rectify any defects and

evidence and causes of any deformation of the conductor system. The system
shall be guaranteed for a period of twelve months from date of acceptance and
handover of the installation.

10.0 LIST OF DRAWINGS

The drawings scheduled hereunder shall form part of the contract t e n d e r


documents and shall at all times be read in conjunction with this specification.

The following drawings are included with this enquiry and will be issued to
tenderers during the tender stage.

11.0 DESIGN DATA GENERAL

A new soil resistivity survey shall be carried out on the proposed sites to suit the
new design. All conductor and earth electrode sizes, depth and spacing
selected shall suit the resistivity of the soil to achieve the final results.
The site is susceptible to atmospheric corrosion, wind and low to mild
temperatures. The ground conditions indicate moderate corrosivity, therefore all
earth electrodes, clamps, lugs, bolts, nuts and washers etc., shall be stainless
steel of the standard grade quality used for lightning protection and earthing installation.

The civil contractor or his appointed sub-contractor will be responsible to supply


and install the earthing rods from pilecaps to concrete and steel columns in
accordance with drawings issued. This detail only applies when the buildings
are founded on driven piles.
The lightning protection and earthing installation shall be supplied and installed
for the various buildings and structures in accordance with the details, layout and
notes on the lightning protection and earthing drawings.

TYPE OF INSTALLATION

Generally the design shall comprise of the following :-

a) Carry out the earth resistivity survey.


b) 70mm² PVC insulated ground trench earth ring main around all
structures or buildings.
c) 20Ø x 2m long copper clad earth electrodes driven in ground at
positions shown on the drawings or as determined by the earth resistivity
survey
d) 70mm² PVC earth conductor bonded from the trench ring main to brass
bushes on c o n c r e t e p l i n t h s o r colum ns f or bond ing to
concrete
or steelroof st ructures and other structures
e) Continuity bonding of all steel structures and roof support frames or
roof sheeting to the ground earthing system.
f) Continuity bonding of all roof terminal earth system and roof reinforcing
steel to the ground earthing system.
g) Continuity bonding from steel roof sheeting to steel columns.
h) 70mm² PVC earth conductors f r o m t r e n c h r i n g m a i n in PVC
conduit b u i l t i n t o b r i c k w o r k f o r bonding to r o o f t e r m i n a l
c o n d u c t o r s o r steel trusses and onto roof sheeting.
i) Earth connections to Main LV DB
j) Testing and commissioning and issuing of the earth test certificate.
k) Issue of the compliance and hand-over data packs including as-built drawings

12.0 INFORMATION REQUIRED WITH THIS ENQUIRY
A soil resistant survey shall be carried out by the earthing contractor and a
test sheet with results and recommendations shall be submitted with this tender.

GENERAL DESIGN REQUIREMENTS

The new building and structures therein are susceptible to damage from lightning strikes;
therefore it is proposed to install a lightning protection systems for all new structures that
have a metal or concrete roof over them.
All exposed metal parts and equipment shall be bonded to the earthing system to ensure that
any fault currents are diverted to earth without causing any harm or damage to personnel or
equipment.

The building will be founded on piles and therefore the pilecap reinforcing needs to be
bonded to the starter bars of the concrete columns for earthing continuity.
An earth ring main ( earth mat ) is to be installed around the building installed in the
basement concrete
surface bed connected to a series of earth electrodes installed in earth wells also set in the
concrete surface bed.

PVC insulated earth conductors will be installed from the ring main to earth bushes set in
the concrete columns and from there earth conductors installed in the columns in PVC
conduit to pick up the roof terminal conductor on the main roof.

Solid 10 diameter aluminium terminal conductor is to be installed on the main concrete roof
and the lift shaft concrete roof which is to be bonded to the reinforcing steel in the roof slabs
and finally to the earth ring main.

A earth bar shall be installed at the main electrical DB or panel and connected to the main
earth ring main.

All steel structures , vessels , tanks , staircases , handrailing etc shall be bonded to the
earthing system.

All test point, connections points and earth bars are to be labelled. Test points shall be
provided on all down conductors.
All underground connections shall be exothermic welds.

13.0 GENERAL INFORMATION SUPPLIED WITH DESIGN CRITERIA

13.1 The site is at Ballito in KZN North Coast at an altitude of approximately 21 m


above mean sea level.

13.2 Design wind velocity is 40m/sec.

13.3 All design and installation work shall be carried out in accordance with the latest
IEC 62305, SANS Code of Practice reference SANS 10199 and SANS 10313
and in accordance with the standard specifications and drawings.

13.4 Conductors and fittings used for bonding building cladding material, structural
member, reinforcing steel and earthing terminals together shall not be such
as to cause electrolytic corrosion to the said materials.

Metal roof and sidewall cladding shall be considered to be electrically continuous


at the joint of one sheet to another, but shall be considered to be insulated
from supporting steelwork. Therefore areas of roof and wall sheeting shall be
bonded together and to the supporting steelwork by bonding conductors.

13.5 Areas of metal sheeting which are separated by translucent or plastic sheeting
shall be bonded together by bonding conductors. Reliance shall not be placed
on achieving reliable continuity between sheeting and supporting steelwork

via the sheet fixing screws or devices.

13.6 All connection from down conductors and all exposed conductors in the
building shall be protected with PVC conduits. Conduits inside buildings or cast
in shall be PVC.

13.7 All underground earth welds shall be exothermic welds.(welded connections)

13.8 All underground joints in insulated or un-insulated earth conductors shall be


taped and wrapped.

13.9 Building Construction

The method of construction and materials used can be found on


the accompanying drawings.

The heights for the various buildings and structures are shown on the drawings
in order for the earthing contractor to determine the nature of the protection
required and the measures to be taken for the lightning protection and earthing
installation.

13.10 (a) The category of the hazard and protection required shall be determined
by the Tenderer.
(b) The earthing contractor is to recommend if any additional lightning
protections masts or additional protection measures are required on the
site for the protection of the structures, etc. to comply with the
requirements of the IEC or SANS or other authorities having the required
jurisdiction.

13.11 The buildings are to be constructed in an open area (with high surrounding
trees) and cognizance must be taken in the design and installation of the
lightning protection system regarding lightning flashes.

14.0 PRESENTATION
Tenderers shall submit, with their tender, full details, drawings, etc., of their
roof termination hardware, down conductors, fixings, earth bars, earth rods
and connectors, etc.

The tenderer shall include with his tender a full report and recommendation on
the lightning protection and earthing system he proposes on the site together
with the earth resistivity survey. This is a pre-requisite and failure to do so may
disqualify his tender.

15.0 TENDER PRICE

The tender price shall include the following :-

(a) Labour

h (c) All materials and fixing equipment.
e (d) Installation in accordance with the IEC and SANS Standards, using
round down-conductors fixed as indicated on the drawings and conductors
t in the ground as shown on the drawings.
e (e) Wastage.
n (f) Scaffolding, tools and plant necessary to carry out the work.
d (g) The contractor will be requiired on site to suit the civil programme
e and will be required to visit site on a continuous basis as an when
r sections of concrete are poured so that he may install any
e earthing conductor or fixings. This must be taken into cognisance
r in his tender.
(h) Transport to and from the site. Note that the earthing contractor will be r

t (i) Immediate and satisfactory rectification of all paint finishes where removed for
e bonding purposes or where welding or drilling has taken place.
Bituminous paint shall be applied on all treated surfaces.
o (j) All notices for inspections, supervision and testing.
n (k) Full co-operation with other Contractors on the site.
(l) Full co-operation with the Engineer or his representatives.
a (m) Testing of all earthing points and prior earth resistance measurements to
determine the most effective and economical earthing system.
c (n) Re-use and testing of existing material.
o (o) Expansion joints, chasing and making good brickwork/concrete work.
n (p) All ground trenching and backfilling.
t (q) Testing joints in all down conductors and resistance test per electrode to
i meet the IEC or SANS requirements and testing of each structure and
n the entire installation.
u (r) Chasing and making good of surface beds or concrete to locate steel
o in existing structures.
u (s) Earthing of all process plant, equipment, tanks, vessels, stacks etc.
s Earth bosses on these equipment shall be supplied and fixed (welded) by
others.

s Note : All items and earth conductors installed are to re-measurable and only
i materials actually installed shall be claimed for payment.

16.0 TESTING AND RESULTS

s Test joints shall be provided in all down conductors for testing
purposes.

n Each earth electrode shall be tested in accordance with the standards
contained herein and to comply with the IEC and SANS regulations.
w Resistances for each structure before connecting to the overall earth mat shall
h be as follows:-
e 7 ohm and below ( preferably 1 ohm )

The number of earth electrodes shown on the drawings are the minimum
s required. The earthing contractor shall determine the final number, length and
e spacings, of the earth electrodes in accordance with the earth resistivity survey.

t Where the electrodes shown cannot achieve the desired results, the earthing
i contractor shall increase the quantity and length of the electrodes to a point until
o the final results required are achieved.

s Each individual structure and the overall earthing system shall be witnessed
when final testing is carried out before acceptance of the installation. The
o Engineer and the Client’s representative must be present for such tests and
f they shall be timeously informed so that arrangements can be made for the
witnessing of such tests.

o The earth conductors shall be labelled. Details, prefixes, numbering etc. shall
n be determined by the earthing contractor.

r The Employer and the Engineer shall be provided with test results and
e compliance certificate for each section and the overall completed installations.
