I. DASAR
a. Surat Perintah Tugas Kepala Kantor Otoritas Bandar Udara Wilayah IX Nomor :
KP.004/067/KOBU.IX/III/2019 tanggal 11 Maret 2019.
II. PURPOSE
All air traffic controllers, aeronautical communication office, pilots engaged,
DGCA inspector include Civil Aviation Safety Regulation in or in contact with
international and domestic flights must be proficient in the English language as a
general spoken medium and not simply have a proficiency in standard ICAO Radio
Telephony Phraseology. Those who do not have English proficiency must acquire
it. To meet the language proficiency requirements, all of test taker for DGCA
inspector license or a license holder shall demonstrate compliance with the holistic
descripttors in Appendix 1 to Annex 1 and with the ICAO operational level 4 of
the ICAO English Language Proficiency rating scale Appendix A to Annex 1. In
DGCA of the Republic of Indonesia for the implementation of ICAO English
Language Proficiency refer to Directorate of Airworthiness and Aircraft Operation.

Bandara Wilayah IV, VIII, IX, X dan pegawai Unit Pelayanan Bandar Udara
Kementerian Perhubungan.

Most one-syllable adjectives and some two-syllable adjectives take the ending '--
er'.
young --> younger
tall --> taller
old --> older
If the base adjective ends in "--y" we replace the "y" with "i":
heavy --> heavier
early --> earlier
busy --> busier
If the base adjective ends in "--e" we only add an "r":
large --> larger
simple --> simpler
late --> later
If the adjective ends with a single vowel +consonant, we double the consonant and
add ”-er":
big --> bigger
thin --> thinner
hot --> hotter
The city is more interesting than the village or The Village is less interesting than
the city.
