migrate to the Government Web
Hosting Service (GWHS) of the
Department of Science and Technology-
Information and Communications
Technology Office (DOST-ICTO) now
Department of Information and
Communications Technology (DICT)
Section 1

Establishment of the
Government Web Hosting Service (GWHS)

For the hosting of websites of:


 National Government Agencies (NGAs)
 Government Financial Institutions (GFIs)
 Government Owned and Controlled Corporations
(GOCCs)
 State Universities and Colleges (SUCs)
 Inter-agency collaborations, programs and projects
 Local Government Unit’s (LGUs) are encourage to
avail the service

Responsibilities of the Implementing


Agencies

a. Content Coverage: NDSCG responsible


for the issuance of the Unified Web
Content Policy(UWCP) and OP-PCDSP
shall administer the implementation of
the UWCP under the control and
supervision of the NDSCG

a. Technical Assistance: DICT thru


Helpdesk
Section 3

Responsibilities of other Gov’t.


Agencies

a. Produce and regularly update contents


of websites
b. Develop online services offered
through their websites
c. Employ a webmaster duly designated
by the Head of Agency

Migration of Existing Website

Within:
- One Year: Complete migration
- 180 days: Content compliant with the
UWCP

Websites that have been defaced or


rendered inaccessible by unauthorized
parties within the last 6 months shall be
given priority.
Section 6

Cost of Operating the Facilities


and Services of the GWHS

- DICT: annual appropriations

- May be allowed to charge fees


from its subscribers for the use of its
facilities and services on a cost
recovery basis

Web Hosting

- Shall establish, administer, operate and


maintain the GWHS

- There will be guidelines on the co-location


of agency equipment
Content Management System

- Shall be identified by DICT


- Agencies may use their custom platforms,
subject to a qualifying process
- Shall conform with the general guidelines of the
GWT
- Shall provide training and instructional materials
on the use of the identified CMS

- The CMSs approved or prescribed by the DOST-


ICT Office under the Government Web Hosting

Security Audit and Assessment

- Shall cover web applications and prescribed a


list of allowed modules, extensions, plug-ins,
and web services by the agencies
- Findings will be forwarded to the agency for
appropriate remedial action
- Both periodic and random checks shall be
applied
- DICT reserves the right to install website
monitoring and auditing tools

• Technical training workshops: developers and


trainers
• Training for agency content managers: actual
site build up
• Training for agency MIS: the setting up and
management of accounts
