Ministerial Order No. (32) Year 1982
Regarding determination of the ways and means to protect
employees against occupational hazards.
“Article 18” The employer shall take the necessary
precautions to protect workers from hazardous substances
by storing them safety in special place………..
q Management of dangerous goods in the emirates of

• A Safety Data Sheet (formerly

called Material Safety Data Sheet) is a detailed
informational document prepared by the
manufacturer or importer of a hazardous chemical.
§ It describes the physical and chemical properties
of the product.
• SDSs contain useful information such as toxicity,
flash point, procedures for spills and leaks, storage
guidelines, first aid, and exposure control etc.

MSDS/SDS

t formats
f t
MSDS/SDS are available in different formats. Although the
appearance are different, but the contents are almost the same.

• NFPA_ (color
• HMIS (color bar labels)
• OSHA Format. (16 sections)
• ANSI Format. (16 sections).

14
QHSE Training
NATIONAL FIRE PROTECTION ASSOCIATION (NIFA) has developed a system for
indicating the health, flammability and reactivity hazards of chemical in a diamond
shaped object called NAPA hazard rating diamond.

HAZARDOUS MATERIAL IDENTIFICATION SYSTEM (HMIS) has developed a
system for indicating the health, flammability and reactivity hazards of chemical
in color bar called HMIS color bar.

Important Definitions (technical terms use in MSDS/SDS.

Acute Health effect:- An adverse effect on human body with symptoms that
develops immediately or within minutes, hours or even days after an exposure.
Chronic Health effect:- an adverse effect that is result of long terms exposure
to chemicals, biological agents, dust or any other hazards etc.
Acute Exposure:- a short time exposure or contact with hazards or chemical.
Chronic Exposure:- continues exposure to hazards or chemical for long time
period.
Chronic Toxicity: Chronic toxicity is generally thought of as frequent exposures
where effects may be delayed (even for years) and are generally irreversible.
An example of chronic toxicity relates to cigarette smoking and lung cancer a
Carcinogen: A material that have potential to cause cancer.
Mutagen:- A substance or agent capable of altering the genetic material in a
living cell.

TLV- Threshold limit value :- the concentration to which it is believed that a worker can be
exposed continuously for short period of time without suffering irritation, chronic of
irreversible tissue damage and reduce work efficiency.

TWA- Time Weighted Average :- Time Weighted average ( TWA) concentrate of the
contamination in air over the normal work shift ( 8 hours ) to which worker can be exposed
without respiratory protection in 40 hours workweek.
Hydrogen sulphide H2S TWL = 10 ppm /8 hours

STEL- Short Time Exposure Limit :- The Maximum concentration chemical to which worker
may be exposed continuously for up to 15 minutes without danger to health or work
efficiency and safety.
Hydrogen sulphide H2S STEL 15 ppm /15 minutes
IDLH – Immediate Danger to life and health:- An atmosphere that posses an immediate
threat to life, would cause irreversible adverse health effects or would impair an
individual's ability to escape from a dangerous atmosphere.
Hydrogen sulphide H2S IDLH 100ppm.

32

OEL- Occupational Exposure limit :- The maximum allowable concentration of

airborne contaminations to which a person maybe exposed for certain reference time.

LEL- Lower Explosive limit:- The minimum concentration of a particular combustible

gas or vapor necessary support its combustion in air is defined as the LEL for that gas.
Hydrogen sulphide LEL 4.3 %

UEL- upper Explosive limit:- the maximum concentration of a particular combustible

gas or vapor that will in air is defined as the LEL.
Hydrogen sulphide UEL 46%
