BAYANIHAN ACT

The Bayanihan to Heal as One Act, usually referred to as the Bayanihan Act and officially known
as Republic Act No. 11469, is legislation that was approved by the Philippine Senate on March 24,
2020. President Rodrigo Roa Duterte approved it, and it covers the entire territory of the
Philippines. This act preserves to accommodate the national emergency brought on by the
Coronavirus Disease in 2019, the "Bayanihan to Heal As One Act" was enacted during the COVID-
19 outbreak. This kind of legislation asserting the existence of a national emergency related to the
Corona Virus 2019 (COVID-19) situation and a national policy relating to provisions and
mandating the president of the Republic of the Philippines for a specific time frame, subordinate to
restriction and to exercise powers. This viewpoint underlines that while crises (like the coronavirus)
do not necessarily warrant breaching the Constitution, they do activate an "aestivate" jurisdiction.

The R.A. 11469 is an act that empowers President Rodrigo Roa Duterte the authority to respond to
the COVID-19 national health crisis with a temporary emergency measure. It has served many
people, ranging from COVID-19 victims, and members of every household to medical professionals.
The National Health Insurance Program of the Philippines Health Insurance Corporation
(PhilHealth) will provide coverage for this treatment for Covid-19 patients, who will be subject to
prompt, mandatory isolation and treatment. Thereafter, all public health professionals will receive
specific insurance against the possibility of contracting Covid-19, as well as financial recompense
for any such personnel who become ill or infected while performing their duties and for those who
pass away while battling it. The government also carried out complementary actions with any
privately-owned medical facilities and hospitals to act as centers and quarantine grounds, followed
by companies and public transportation.

Apparently, the R.A. 11469's implementation during the COVID-19 infestation is a great concept
and system. Furthermore, establishing this type of legislation is beneficial, productive, and
worthwhile from the perspective of Filipino citizens because it significantly impacted many
Filipinos. I can categorically state that the government's implementation and enforcement of its
policies amid the national crisis were successful and satisfactory. The Bayanihan to Heal as One
Act, which ensures that everyone in the Philippines is secure and protected by giving them a
COVID-19 safety standard, undisputedly provides an emergency measure for all Filipino citizens
and public health personnel. This is genuinely a good republican act that grants exceptional powers
to deal with the coronavirus disease and to those citizens who incur as a result of the crisis'
disruptive effects.
To summarize all of the information presented, as the COVID-19 crisis in the nation was quickly
escalating, the "Bayanihan to Heal as One Act" or R.A 11469 was swiftly and promptly voted into
law in late March 2020. In accordance with the law, the President has the ability to apply leftover
or undistributed funds from the current national budget for 2020 to the priority sectors listed in the
legislation. It is a well-executed safety measure that has been in place from the outbreak in 2019
until the current time. Nevertheless, since this court decision includes additional contentious
clauses, such as a two-month prison sentence for anyone "perpetrating or circulating misleading
information about the COVID-19 situation," which promoting cooperation and collaboration are
required. With the guidance of these statutory provisions, the Philippines is better able to work
together and confront to address its present predicament and to survive.
