Watch the video clip entitled “Prepared Communities are safer communities” via

the questions below:

1. Why is there a need to have comprehensive planning for disaster risk management?

Based on what I have understand from the video clip provided, I believe that it is important for the
DRRM to have a comprehensive planning in order for the community to have the awareness about the
things and actions they would make if any possible disaster would hit the community. Comprehensive
planning is needed so that effects brought by the disaster would not cause high mortality rates and
devastation. I believe that DRRM should have a comprehensive planning so that the communities can be
prepared, be equip, and understand the actions they would do to save their lives. Their comprehensive
planning should include sending early warning signs to the community in order for them to be aware and
know the things they would do in order to ensure their safety, evacuation routes should be firm so that if
communities decided to evacuate they
can feel relief, lastly comprehensive planning should include the supplies needed.

2. Discuss the four thematic areas of DRRM.

DRRM or Disaster Risk Reduction Management is the concept and application of practice in reducing
disaster risks through systematic efforts in analyzing and manage the casual factors of disasters. The
DRRM covers four thematic areas, namely, (1) Disaster Prevention and Mitigation; (2) Disaster
Preparedness; (3) Disaster Response; and (4) Disaster Rehabilitation and Recovery, which correspond to
the structure of the National Disaster Risk Reduction and Management Council (NDRRMC). All these
priority areas are aiming for the communities to have a safe,
adaptive and resilient community towards sustainable development.

 The first thematic area, Disaster Prevention and Mitigation pertains to the outright avoidance of
hazards andmitigate their potential impacts by reducing vulnerabilities and exposure and
enhancing the capacities of communities. Prevention for instance, relocating vulnerable
community such as from floods and coastal erode into a more safer high place. On the other hand,
an example of mitigating or the lessening of the adverse impact of hazards and related disasters
can be constructing flood defenses for flood-vulnerable areas or planting mangroves to stabilize
shorelines and absorbs water during heavy rains.
 The second thematic area, Disaster Preparedness pertains to the knowledge and capacities
developed by the Disaster management officials to increased the level of awareness and enhanced
capacity of the community to deal with hazard threats and its impact. For instance, identifying
evacuation routes if calamity happens,preparing rescue units and materials and emergency
supplies.
 The third thematic area, Disaster Response pertains to the provision of emergency services and
public assistance during or immediately after a disaster in order to save lives, ensure public safe,
and to meet the basic subsistence needs of the people affected. Disaster response includes
evacuations, search and rescue missions, and medical assistance.
 The fourth thematic area, Disaster Rehabilitation and Recovery pertains to the measures that
ensure the ability of affected areas to restore their normal level of functioning by rebuilding
livelihood and damaged infrastructures, and increasing the organizational capacity of
communities. This area includes rebuilding essential infrastructures that has affected and
restoring the means of production destroyed by a disaster.

3. What is your insight about the video clip?


After I watch the provided video clip, I was able to realized that a disaster would leave a devastation to
any communities that will be hit. I now understand the importance of comprehensive planning not just by
the DRRM but also to the community itself. Like the community should also cooperate to the plans laid
out by the DRRM. I learned that with the help of comprehensive planning about ensuring people's safety
and recovery, we can minimize the damages that a disaster would brought. Next, I learned that if
comprehensive planning is thoroughly addressed, there is a big chance of having a great results, like
people will be more prepared because of the early warning signs that have given, and community will
able to know that things and actions they would do, also the officials can be better in responding to the
disasters. The most important learning I had from the video clip is that everyone should be involved
rather than the DRRM solely because all of us has the responsibility to remind and give awareness to the
neighboring about the things we should do in order for us to be safe and comprehensive planning should
be done not just before but rather in advance because a disaster would come if it is meant to come.
