1. Objective
The objective of this statement is to establish the necessary guidelines for the
installation requirement of fire protection system in accordance with the project
scope of work, technical specifications and in conformity with approved drawings
and applicable standards.

2. Scope of work
General Fire Protection Works, Including supply and installation of pipes,
fittings, valves & accessories.
AGCHEM intend to carry out the documentation of installation, testing and
commissioning within the scope of the project. According to the specifications and
construction process, quality, and safety measures.
The main task of this method statement is to demonstrate the procedure for
equipment and the system testing to provide sufficient information on the minimum
requirements of acceptance and eventually turnover of fire protection system to the
client.

3. References
All work process which should be referred to Fire Code of the Philippines,
which is a regulation made under Fire Protection and Prevention Act of 1997
consisting of set of minimum requirements respecting Fire safety within and around
existing buildings and facilities.

This method statement should conform or refer to the following documents.

4.2 Responsibilities

4.2.1 AREA MANAGER

Responsible for the proper execution of the Project in terms of


quality, Cost and time, submission of Progress Billings by the PM/ PIC,
timely rectification of issued non Compliance Notices and closing out of
punch list, recording and monitoring of all change orders and initiate
consolidation, reconciliation with authorized representatives and
prepares billings by PM/PIC. Ensures that problems, issues critical to the

problems / issues.
4.2.2 PROJECT MANAGER

Ensures that the Project Execution Plan are properly implemented


(within budget and quality), timely resolution of problems and issues
and response on the communication among the project team (Owner,
Gencon, PM, Etc.) Responsible for proper discipline of all Project staff,
delivery of materials, deployment, moving out of manpower (as the case
maybe) through direct coordination with the Operations Manager.
Timely action on the PICs evaluation / recommendation of site staff as
to promotions, salary increase, transfer, suspension etc. Responsible for
the development of objectives and goals of each staff, optimum
utilization of project resources (materials and manpower) and for the
proper documentation of the project including the up keep of those
documents. Supervision of the project by all the project staff. Ensures
compliance of all safety requirement of the project.

4.2.3 PROJECT – IN – CHARGE

Responsible for the proper implementation of the Project Execution


Plan (PEP), for the timely delivery of Project resources through constant
coordination with his timekeeper, warehouseman, purchasing etc.,
timely submission of reports billings etc. including their accuracy, for
the proper housekeeping and implementation of safety policies through
coordination of site safety authorities, for the up keep and proper usage
of office equipment such as (Computer/printer, photocopiers,
communication equipment) including those issued power tools and small
equipment, insures the upkeep of project records, documents and
documentation, proper conduct of his site staff and sees-to-it that rules
and regulations are being followed and for the timely rectification of
punch list.

4.2.4 SITE ENGINEER

Responsible for the proper work allocation by the Foreman and


Lead man, determines available work areas materials and manpower
allocation, upkeep of proper use of tools and equipment, checks the
quality and adequacy of materials prior to their installation, adequate
(completeness) of PPE’s of personnel including safety requirements of
work areas and prioritization of work areas in accordance to the
committed schedule.

4.2.5 QA/QC ENGINEER

Responsible for maintaining an acceptance quality in workmanship


or in accordance to contract documents. Sees to it that materials are
approved with proper documents prior to their usage. Complete and keep
of quality records. Enclosure of Non Conformances Notices (NCNs)
issued by the PM/Design team and responsible for the timely closure of
punch list.

4.2.6 AUTOCAD OPERATOR

Responsible for the upkeep of files documents in so far as


drawing is concerned. Production of details and coordinate with the
QA/QC engineer regarding constructability and quality in workmanship.
Proper use and care of office equipment. Timely retrieval of any file /
document in cases that they are needed. Accurate measurements /
dimensions which is verified from actual field condition of all shops
working drawings.

4.2.7 TIME KEEPER

Maintains an accurate track of hours worked by workers for payroll


purposes. Monitors workers inside the project site. Acts as liaison

between workers and payroll coordinators to ensure the smooth process


of pay distribution. Maintains time sheets accurate inputting time and
attendance data and prepares and verifies daily attendance, hours worked
adjustments while tracking overtime hours.

4.2.8 SAFETY OFFICER

Conducts daily tool box meeting with the group before the works
starts. Prepares pre-task planning and job Hazard analysis. Implements
and monitors all safety precautions at all working areas, especially in
high areas, leading edges, execution works and confined spaces. Submits
weekly Safety Accomplishments Report. Prepare incident, accident and
investigation report. Conducts monthly tools and safety equipment’s
inspection. Conducts safety orientation for newly hired workers prior to
start of work at the job site. Conducts safety inspection at the workplace
and identifies and possible work hazard, and recommends control
measures to avoid accidents. Issues notices of violation to project
employees for violation of company safety rules and regulations and
attends weekly safety coordination meeting.

4.2.9 WAREHOUSEMAN

Responsible for the organized stocking of such materials for easy


access in withdrawal and inventory system. Regular update of Materials
Status in order for the PIC to make requisition promptly or as needed.
Follow – up on the delivery of requested materials through coordination
with the PIC and the Purchasing Department. Responsible for the proper
upkeep of the warehouse, including security of those stored materials.

4.2.10 CONSTRUCTION FOREMAN

Confer with the PIC and other site staff under each area of
responsibility regarding the plan of action, available work areas,

resources and safety outfit. Evaluate areas of priority as well as the


corresponding logistic support such as materials, manpower,
equipment, including safety paraphernalia. Ensure that every skilled
personnel have the right tools and equipment, including PPE’s. Ensure
that all works are executed accordingly to approved plan, procedures
and report to the PIC any deviation therein. Checks the daily actual
output against the planned output and formulate measures of
improvement in case of negative variance.

5. WORK PROCEDURE/METHODOLOGY

5.1 Methodology for Installation of Cross main and Branch line


5.1.1 Preparation
5.1.1.1 Check the areas if ready for the installation and free from any
debris and unsafe condition.
5.1.1.2 Provide necessary approved/ certified platforms before
starting the works and label it with company name.
5.1.1.3 If there will be hot works, secure the necessary hot work
permit before proceeding to work. Therefore, provide also all
pipes required by workers.
5.1.1.4 First, Clean and paint neatly all the sleeves provided to
beams, girder and walls by using platform.
5.1.1.5 Second, provide necessary measuring tools like meter type
plumb bob, nylon string, L- bar and level bars to ensure the
level of installation.
5.1.2 For Cross main pipe Installation
5.1.2.1 Prepare and secure approval of work permit.
5.1.2.2 Check and Prepare the approved shop drawings and approved
materials for the correct lay-out.
5.1.2.3 Check the area concern before the layout and installation of
cross-main pipe. Coordinate with other trade for guidance and
concern.
5.1.2.4 Mark and layout the piping according to the approved shop
drawings using nylon cord or other marking tools.
5.1.2.5 Install approved and appropriate pipe supports
5.1.2.6 Lift the cross main pipe by fixing it on the scissor lift (450kg
capacity) using tie wire/ropes. At the same time, loop the

pulleys rope at the both ends of the pipe, this is for additional
support and preventive measure. Operate the scissor lift and
elevate the pipe up to the required elevation. See to it that the
pipe is aligned with the pipe supports before lifting.
5.1.2.7 Check the proper level of the cross-main pipe fit-up then
tracking. See to it that the pipe being layout was already
coated with primer paint (first coating), provide level on both
ends, for proper penetration of rooting pass.
5.1.2.8 Fit-up entire pipe using mechanical level bar to ensure the
levelness of pipes, tack only all joints fittings, (elbow, tee
etc.) before proceeding to boring the pipe using hole saw
machine. Ask the permission of the concerned party for
inspection.

5.1.3 For Branch line-pipe Connection


5.1.3.1 Prepare and secure approval of work permit.
5.1.3.2 Check and prepare all the approve materials, equipment and
shop drawings.
5.1.3.3 Check the area concern before the layout and installation of
cross-main pipe. Coordinate with other trade for guidance and
concern.
5.1.3.4 Mark and layout the piping according to the approved shop
drawings using nylon cord or other marking tools.
5.1.3.5 Measure and cut the pipe using pipe cutter accordingly.
5.1.3.6 Check and clean the pipe to prevent clogging in the future.
5.1.3.7 Paint the pipes with the 1st coat primer before installation.
5.1.3.8 Thread the end of pipes using the appropriate electric
threading machine or manual pipe threader.
5.1.3.9 Provide Teflon tape on threaded portion of pipe before doing
any connection works.
5.1.3.10 Upon installation of pipe see to it that supports were already
installed properly.

5.2 Methodology for Installation of Hanger, Support, Anchors, and Guides

5.2.1 Quality Assurance


5.2.1.1 All bracket, Clamp and rod sizes and indicated in this
specification are minimum sizes, only.
5.2.1.2 Anchor points shall be located and constructed to permit the
piping to take up expansion and constructed freely in opposite
directions from the anchored points.
5.2.1.3 Guide points shall be located and constructed wherever
required or shown on drawings at each side of an expansion
joint or loop, to permit free axial movement of piping system.

5.2.2 Installation Procedure


5.2.2.1 All piping shall be supported only from building structural
steel or galvanized steel inserts imbedded on poured concrete.
Where piping revisions are slabs are poured, 75mm and
smaller may be supported at intermediate points by Hilti, or
other 12mm expansion bolts and shields, provided main
support is not less than 7 meters on centers. All insert
expansion bolts and shields in post-tensioned concrete slabs
shall be submitted to structural engineer for approval prior to
commencement of work. Intermediate support for piping 4’
and larger shall be attached to concrete beams of columns by
means of 100mm x 100mm x 18mm’(horizontal)and
supporting rod at 90 degrees from anchor bolt. Its intent is
only permitted in poured concrete construction.

5.3 Methodology for Sprinkler Heads Installation


5.3.1 Quality Assurance
5.3.1.1 Inspect glass bulb of sprinkler heads at the time of installation
to make sure that the bulbs contain fluid.
5.3.1.2 Any glass bulb that shows evidence of leakage or does not
have any fluid must be discarded.
5.3.1.3 Do not install any bulb type sprinkler heads if the bulb is
cracked or there is loss of fluid from the bulb.
5.3.1.4 With the sprinkler held horizontally, a small air bubble
should be present. The diameter of air bubble is
approximately 1.6 mm for the 13oF/57oC to 2.4 mm for the
360oF/182oC temperature rating. Loss of fluid from a bulb can
cause the sprinkler to fail to activate in a fire.

5.3.2 Installation procedures


5.3.2.1 Install 1/2” and ¾” sprinkler heads in fittings with the pipe in
place. Use standard and quick response sprinkler heads
(upright, pendent, horizontal sidewall, recessed pendent, and
recessed horizontal sidewall) depending on the location.
5.3.2.2 Hand start and then wrench tighten each sprinkler head with
the sprinkler strap in place. The sprinkler may hand-start by
holding onto the sprinkler strap.
5.3.2.3 Do not remove the sprinkler strap until the sprinkler is
completely installed.

5.3.3 Protection
5.3.3.1 The sprinkler heads must be store properly and shield them
from extreme heat. Overheating will damage the sprinkler by
weakening the thermal sensing element resulting to premature
activation.

5.4 Methodology for Hydro Test (Initial Testing)


5.4.1 Equipment and Materials:
i. Motorized test pump
ii. Empty drum
iii. Water
iv. Pressure gauges
v. Gate valve
vi. Check valve
vii. Drain valve/ Temporary air ventilation

5.4.2. All pipes installed shall be subjected for initial testing in every zone to
determine leakages and to avoid any damages during the final testing and
commissioning.

5.4.3. Initial testing shall be made by our separate testing crew with the
presence of the QA/QC Engineers, and provided the following requirements as
listed below.

5.4.3.1. The piping shall be tested in accordance with the local


requirements and NFPA code (NFPA 20) requirement and the
system shall be tested not less than 200 psi hydrostatic pressure
for two (2) hours.

5.4.3.2. All Defects found shall be marked one by one, then after
makings, release the water injected to the pipes to the nearest
drain. The crew shall be repair or replace the defective materials.

5.4.3.3. After rectification of work, system will be retested until


the works is proven satisfactory and pressure maintained 200 psi
for two (2) hours.

5.4.4. When testing results satisfies the requirements specified by Inspector,


QA/QC prepares the inspection Work request (IWR) and submits to MEPF
coordinator and QA/QC Engineer for approval of the system.

5.5 Methodology for Riser & Wet Stand Pipe Installation


5.5.1 Preparation
5.5.2.1 Check the areas if ready for the installation and free from any
debris and unsafe condition.
5.5.2.2 Provide necessary approved/ certified platforms before
starting the works and Label it with company name and
permits/ certificate.
5.5.2.3 If there will be hot works, secure the necessary hot work
permit before proceeding to work. Therefore, provide also all
pipes required by workers.
5.5.2.4 First provide pipe sleeve (G.I Sched. 40) on floor where riser
will be passing thru, clean and paint neatly the sleeves that
will be install.
5.5.2.5 Second, provide necessary measuring tools like meter tape
plumb bob. Nylon string, L-bar and level bars to ensure the
levelness.

5.5.2 Installation Procedure

Provide 4mm hole for fastener. Use 2.4mm thick laminated plastic
with 2 black surfaces and white inner layer, and attached tags with
fastener (brass wire-link or beaded chain: or S-hook.)
5.7.3 Prepare lists of all tagged valves showing location, floor level, tag
number in use prepare separate list for each system. Mount list under
a sheet of clear acrylic in the Equipment Room. Include copies in
each maintenance manual.
5.7.4 Provide chart showing equipment lubrications points, lubrication

5.7.5 Stencil equipment with identifying letters numbers as used on
drawings, where space is available use full name equipment.

5.8.1.2 Install fire stop materials and system as requires by these
contract documents and meets and be accepted for use by
applicable design building and construction codes.

certified laboratory test report that materials or combination
materials (fire system) meets the requirements specified in
accordance with applicable reference standards.
5.8.1.4 The firestop compound shall not contain any solvent or
inorganic fiber.
5.8.1.5 The penetration of seal materials must be unaffected by
moisture and must maintain the integrity of the floor or wall
assembly for its rated time period when tested.
5.8.1.6 Fire Stopping sealants must be flexible, allowing for normal
pipe movements.

5.8.1.8 Contactors shall perform installation of the stopping materials.

5.8.2 Preparation
5.8.2.1 Clean substrate of dirt, dust grease oil, loose materials, rust or
other matter that maybe affect the proper fitting or adhesion of
the stopping materials.
5.8.2.2 Clean metal and glass surfaces using non- alcohol solvent.

5.8.3.5 In areas of high traffic, protect fire stopping materials from


damage. If the opening is large, install fire stopping materials

5.9 Methodology for Valves Installation


5.9.1 Quality Assurance
5.9.1.1 Each valve shall have the manufacturer’s name, size, and
reassure rating cast or stamp on body.
5.9.1.2 All fire protection water control valves within the building shall
be constructed so that they maybe repacked while open and
under pressure or slow- closing quarter-turn gear- operated
butterfly valves.
5.9.1.3 All valves shall be with threaded or flanged ends as required by
the piping system in which they are installed.
5.9.1.4 Valves shall be selected for the working pressure indicated on
the drawing.

5.10.2.3 To avoid air pockets and to ensure that air is released, air
release valve (ball valve installed at the highest point) should

testing is to be done especially at the manifold assembly.

5.10.3 Testing Procedure

5.10.3.1 Bursting test shall conduct in the presence of inspector and


bureau of fire protection.
5.10.3.2 Gradually fill the pipe with isolation valve at the highest/lower
level and let the purging valve open to release the excess air
and to avoid air packets during filling the pipe.
5.10.3.3 When the system is fully filled, close the air release valve. It is
now ready to receive pressure.
5.10.3.4 Then prepare the torch/lighter to lightened the manifold w/
installed 3 type of sprinkler
5.10.3.5 After bursting have been approved, drain the system. It will
serve as preliminary flushing to remove unwanted foreign
material that may have entered during and after installation.
Then remove the temporary manifold.
5.10.3.6 Clean the area.

5.11 Methodology for Pipe sleeve installation

5.14.1 Procedure

5.14.1.1 Check all the wiring of electrical control panels at pump room
prior to operation of fire pump & jockey pump.
5.14.1.2 Check the proper rotation of the fire pump and jockey pump
motor.
5.14.1.3 Close the main gate valve and operate fire pump and jockey
pump is a bypass operation and obtain the following

5.14.1.4 If the entire requirement for fire pump and jockey pump
already completed, checked first all AFSS riser valves and
supervisory Switches prior testing of the system.
5.14.1.5 Start to operate the jockey pump to pressurize the AFSS riser
until the required pressure (cut-ins). Observed the pipe that has
been tested within 2 hours in order to pressurize it zone by
zone.
5.14.1.6 All pipes shall be hydrostatically tested to the required working
pressure as per specification requirements.
5.14.1.7 The pressure shall be read from a gauge located at the low
elevation point of the individual system or portion of the
system being tested.
5.14.1.8 All pipe lines installed are subjected for flushing after testing
inspection activity, installation of sprinkler to remove all debris
inside the pipe lines or system which may have enter during the
course of installation or which may have been present in
existing piping.

Maintain the pressure without loss shall be determined by a drop in a gauge


pressure or visual leakage.

5.15 FLUSHING METHODOLOGY


5.15.1 Preparation of works
5.15.1.1 Determine location and floor level for flushing.
5.15.1.2 Prepare work permit to be approved prior to testing.
5.15.1.3 Prepare the required materials and tools to be used.
5.15.2 Procedure in execution of works
5.15.2.1 Test the system by hydrostatic pressure test. Once the system
passed the quality assurance, prepare the system for flushing
procedures.
5.15.2.2 Upon approval of the preliminary testing, the water in the
system should be released at the lowest portion of the system
either in auxiliary or Inspector Test Drain to be flush out of the
debris inside the pipe or system. Use drums to contain water
discharge from the system.
5.15.2.3 Once the system is completely drain pump water again to the
system using electric driven test pump and allowing it to
overflow in order to flushed out the debris or foreign materials.
5.15.2.4 Flushing shall proceed and stop only once water flowing from
the cross main pipe is clean and free of debris, then the system
is close and installation of sprinkler heads is ready.
5.15.2.5 Clean the area of activities where flushing is done.

6.2. We shall conduct test in the presence of the SMCC and DCI inspectors.
6.3. Piping system of a certain area to be tested shall be check if it complies with
the requirements based on plans and specifications.
6.4. Each section of cross-main and branch-line shall be filled with water and
specified test pressure (200 psi-230 psi). Measured at all point of lowest
elevation shall be applied by means of pumps connected to the system. Testing
will be done per section.
6.5. All defective pipes and fittings, valve joints and coupling shall be removed
and replaced.
6.6. After leak test completed all manifolds must remove.
6.7. Use level tools to ensure the good quality of supports and piping’s.
6.8. All testing devices to be used for inspection and test must have updated
calibration and valid calibration certificates.
6.9. All test forms shall be filled out and signed by the inspectors and contractor
representative during the testing inspection.
6.10. During roughing-ins works all pipes should apply primer paint then apply
international paint before final testing.

7. Working at heights - Operation Guidelines for Man lifts


7.1. Only authorized and trained personnel are permitted to operate man lifts.
7.2. Man lifts are to be inspected before being place in service each day using
Safety Procedure. Man lifts without current inspections are not be used.
7.3. The maximum basket load limit is 450 kg. Maximum of three people in the
basket.
7.4. Tools should be place in a tool pouch or tool box otherwise secured; tools
should not protrude from the handrails of the man lift.
7.5. Man lifts that do not meet inspection criteria are to be taken out of service and
are not to be used until repaired.
7.6. Safety harness must be worn at all times when operating or riding a man lift.
7.7. When operation man lift in a production unit, special precautions must be
taken to avoid coming in contact with overhead obstructions such as conduit or
process piping and equipment.
7.9. Before rising the basket make sure it can be maneuvered safely to reach the
intended destination. Survey the area to identify a clear unobstructed path and

10. Safety Measurement

10.1. GENERAL

As an authorized organization and enforcer of safety standards and


practices, Agchem will abide by and continually consult with the implementing
rules and guidelines set forth by the Safety Organization of the Philippines
(SOFI).
For this project, Agchem shall deploy a full-time and qualified Safety
Engineer at site as an implementing authority for all the Safety concerns

specially that of the Project Management Team (PMT).


Provisions for the required and necessary equipment for issuance to all
workers and site personnel shall be faithfully complied with and issued by
Agchem. A budgetary allocation for this item will be integrated in our bid
proposal as an insurance that acquisition for safety items will not be
compromised.

10.2. SAFETY GEARS AND EQUIPMENTS


Agchem shall maintain sufficient quantity and inventory of basic and essential
safety gears and equipment’s at site equal in number or percentage requirements
of all its workers. The following safety gear specifications shall be implemented
by Agchem for site use:

10.2.1. Safety Helmet (White)


To be used by engineers, supervisors, and consultants. This shall be
of required impact resistance complete with neck strap. Each Agchem
Engineer will be issued his or her own helmet, while three spare helmets
will be made available at site for use by its consultant or visitors.

10.2.2. Safety Helmet (blue or as per approved color)


For use by workers from foremen down to lead men, workers and
labors. Final color will depend on the approved or assigned scheme as
directed by the project management team.

10.2.3. Safety belt


All workers or personnel who will be working on elevated areas or as
per elevation directed by the project management team, will be provided
and obliged to wear safety belt. Fifteen sets of safety belt will be
maintained at site to be utilized by workers who are issued job orders on
elevated areas and platforms.

10.2.4. Full-Body Harness


On elevated work area which on assessment of the safety engineer or
supervisors possess grave danger to the assigned worker, a full body
safety harness will be required and issued to worker which shall be made
obligatory.

10.2.5. Safety Shoes (steel toed)


As a Basic safety gear, all engineers, supervisors, and workers will
be issued a set of safety shoes. This will be subject for salary deductions
on the worker salary as a company insurance on the workers’ longevity
vs. cost, however, this item shall be fully reimbursed upon worker(s)
proper separation.

10.2.6. Welding glass


All welders will be obligated to use a darkened welding glass. A
one-is-to one ratio for welding machine and welding glass will be
maintained at site.

10.2.7. Welding Gloves


All welders and welder’s helpers will be issued with new and good
quality welding gloves on one welder/helper one gloves ratio. Use of
these gloves shall also be obligatory.

10.2.8. Welding Jacket


Blue denim jacket will be issued to a welder and helper. Its use shall
also be made obligatory.

10.2.9. Safety goggles


At least, twelve (12) sets of safety goggles will be made available at
site warehouse for ready issuance to workers who have job orders for
drilling, grinding, and chipping works. Supervisors, foremen, and lead
men shall see to it that workers with said job assignments shall be
obligated to wear these goggles.

10.2.10. Working Gloves


All workers shall be issued with working gloves. Since, this item is
for short term service, replacements shall always be made available at
site provided that a record of first issuance indicates that the first gloves
are used for at least three (3) months.

An inventory of twelve (12) sets of nylon raincoat with neon


markings will be made available at site for use by workers who has to
work on exposed areas during rainy condition. Workers will only be
allowed to work on slightly rainy condition but not during stormy
weather or where lightning is imminent.

10.2.12. Safety illustration boards


An illustration board showing the essential safety gears and its use
will be posted on the timekeeper’s area, warehouse, office, and
fabrication area. Also, boards showing safety reminders and proper
safety procedures will be posted as well on those areas.

10.2.13. Safety Stickers


Required safety stickers including stickers-showing company name
and logo on helmets, tools, and work areas will be issued constantly at
site. SOFI stickers will also be purchased if required by the PMT

10.2.14. Rain Boot


Engineers and workers will be issued rain boots on a one-is-to-one
ratio. This is to avoid accidental slips or fall at site where muddy
condition exists.

10.2.15. Working at Heights


All workers who are working at heights will be provided with safety
harness (double lanyard), prior to assembling of scaffold. Scaffold must
be with complete components such as; top rail, mid rail, platform, and
step/ladder, cross brace, tubular, joint pin, base jack, and base plate.

10.3. SAFETY SEMINARS


Agchem will send its safety engineers and supervisors (if required) by Project
Management Team, or Gen. Con. Sponsored project safety seminars and
orientation. The company will bear the cost of said seminars of its employees as
a requirement on the project.
