Introduction

Universities and Colleges provides Vice-President for Academic Affairs

and Vice President for Administration and Finance to ensure that there
is someone who is responsible to the President for carrying out all
educational policies, for implementing all programs and someone who is
directly responsible to the University/College President on
all administrative operations, planning and finance. They are responsible for
overseeing a single campus or institution. Works closely with academic
deans to plan, implement, and coordinate the educational programs of the
college.

Being a College Vice President requires an advanced degree. Typically

reports to college president. They are delegated by the College President to
conduct meetings and conferences with the Campus Directors, Deans,
Heads of Units and faculty members; and perform other functions as may be
delegated by the President.

In relation to that, we would like to propose RATA for the two (2) Vice
President considering their duties and responsibilities in school. As derived
from National Budget Circular No. 548 s. 2013- DBM under its coverage
4.5 stipulates that Designated Vice Presidents, Deans of colleges and
satellite campuses directors of centers/institutes duly authorized by
law and department heads in SUCs consistent with National Budget
Circular No. 404 s.1989

As derived from section 317, Article 8, Chapter 5, VOLUME 1 of the

Government Accounting and Auditing Manual, RATA is commutable if the
grant thereof is specifically authorized by law and if funds for its payment
are provided for in the Agency budget. The General Appropriations Act (GAA)
serves as the law authorizing the payment of commutable RATA. Payment of
the said allowance presupposes actual rendition of services in line with
official duties.

On the other hand, when RATA of certain government official has not been
provided for in the Agency budget, unlike commutable RATA, although the
incurrence of the same is allowed under existing rules and regulations, the
said RATA is said RATA is said to be on reimbursable

As derived from Section 286, Article 1, CHAPTER 5, Volume 1 of the

Government Accounting and Auditing Manual, reimbursable RATA should
be duly support certification to the effect that the expenses had been
incurred purpose for which the allowance is granted, (DBM)

Objective:

1. To provide the privileges for our key human resource in the school.
2. To cover related expenses incidental to and in connection with the
actual performance of their respective functions.
3. To follow the government rules that RATA is granted by operation of
law on the basis of rank and position and is therefore, attached to the
position.
