According to Dodd (1988), a comparison on New York City and Chicago public schools saw a
positioning effect of contraceptive or condoms at similar events among high school students in
some city. Sexually active students in New York who had a contraceptive or condom program
were more likely the Chicago to report contraceptive or condom use because the contraceptive or
condom was not in their school.

In a two year’s study conducted by the Health Resources Center (HRC’s) in Philadelphia, there
was an increase in the percentage of students who used contraceptives or condom during sex is
increase.

In the New York school study, contraceptives or condoms significantly increased use sexual
activity among sexually active students. Comprehensive sex education is confidential in Europe
and Canada.

Boonstra (2014) stated that early pregnancy among young people in industrialized countries is a
controversial issue to sup press and help young people use this contraceptive method. Such a
system washes out improvements, read sexually active young people who didn’t want to get
pregnant.

Paton (2002) explained that if there is agreement on the distribution of contraceptives or

condoms, the convenience of contraceptives or condoms and those who have sex, including
preterm, labor, may increase.

Local

The Department of Education (DepEd) may in their plan allow the Department of Health (DOH)
to distribute contraceptives or condoms to students next year, but only to middle end high school
students.

According to education minister Leanor Briones (2016). Dialogue between the two ministries has
begun in relation to DOH’s planned project to reduce the increasing levels of Human
Immunodeficiency Virus (HIV) and acquired immunity in young people Deficiency Syndrome
(AIDS) cases. Briones added that this a very sensitive issue that requires a through review before
implementation. He said contraceptive or condoms cannot simply be distributed to those who
have not experience 17 counseling.
Addelyn (2016) reveals coming to the door that at midnight the children run away, go to the
friends. Even thought the government doesn’t do it. According to Chloe (2016) they will be more
curious to do even though they know its wrong. They seem to do it because they know they’re
safe there.
Education and information what is needed to fight the spread of HIV and AIDS and not the
distribution of contraceptive or condoms in schools is a waste of public money (Veritas Team
2016) stated by Jerome Secillano (2016) that distribution of contraceptives or condoms in
students will only push them to have sex which is an immoral activity with people who are not
married.

For Watson (2011) from the Jamica gleaners adolescent pregnancy continued to be a problem in
Jamaica, about 18% of young people born in Jamaica are attributed to adolescents and
contraceptive or condoms are given in schools. According to him, more then 60 out of 100
pregnant adolescents between the ages of 15-19 were unplanned in 2008.

The topic of sex is very controversial, specially among young people. Young people are at the
point where their hormone levels are high and they feel horny therefore, it is very important for
young people to understand the importance of sexual safety and possible consequence of not
using contraceptive or condoms. There are many factors that influence student in Jamaica to
engage in sexual activity. Protective measures and contraceptive or condoms should be provided
to help reduce the following factors: high rates of teenage pregnancy, high rates of STDI/STI’s
and in effective abstinence. The first factor that high school face is early pregnancy. According to
Guittnacher Institute (2010), 15-19 years old who do not use sexual protection will be trice times
more likely to be come preterm mother’s which will be a new and popular among young women.
This is why health authorities have noticed a significant increase pregnancies rates. As a result of
the research, it is clear that there is a needed to distribute contraceptives or condoms in school to
control and reduce early pregnancy. The second biggest factor of STD’s. according to Hich
(2010), there has been an increase in STDs among adolescents. As we all know, letter protectants
or condoms are one of the substances that control pregnancy against very dangerous STDS and
must be used at all times.

Cullinan (2004) stated that there will be problems if teachers distribute contraceptive or condoms
that if they promote sexual.
