The Landscape of Socio- Economic Development in


Barangay San Francisco

Chapter I

Introduction

The development in socio- economic is unexpected and


inevitable. As the economy change there are unexpected problems
that may arise. The San Antonio is one of the Municipality of
Nueva Ecija. The Municipality of San Antonio was headed by a very
warmed hearted Mayor Arvin C. Salonga together with the very kind
Vice Mayor Julie Maxwell. The Municipality of San Antonio has a
total of 16 Barangay and one of those is the Barangay San
Francisco.

Five years ago our barangay is just the same as other


barangay. We use to travel 15-30 minutes going to the market. We
often experience hard times to buy medicine for simple sickness.
It is hard to fixed broken vehicle, even buying food for our
poultry farm is difficult. There is no hardware and agricultural
store. But different from other barangay we have school from
Elementary to Highschool. The barangay San Francisco are lucky
enough to have three Elementary school, one High school and five
Day care Centers. Five years ago we are contented with the things
that we have and never imagined our barangay in a different way.
We never realized that one day everything will changed. Luckily
barangay San Francisco is an agricultural barangay who can stand
and survived during crisis. On December 2019, chinese authorities
slerted the World Health Organization of pneumonia cases in Wuhan
City, with an unknown cause.What started as a mystery disease was
first reffered to as 2019- nCov and then named COVID-19.

The barangay San Francisco was not prepared in the time of


first strike of pandemic. Most of the residence of the Barangay
are farmers, some are partimers and many of them does not have
income to support their family.But because the barangay has vast
land for agriculture they were able to overcome the terrible
situation caused by the pandemic. During the first strike the
barangay strictly follows the protocol given by the local
government. There some street that had been lockdown for safety
of the other people. Some people buy their necessity in advance
to be prepared incase of extensive lockdown.

Even though the people have not been anjusted with the
pandemic another tragedy came, the hurricane hit the Nueva Ecija
and many of the crops in the barangay San Francisco were
damaged.The Ulysses destroy many of the vegetable,rice grains,
fruits, and agricultural products such as poultry farm.

The Barangay San Francisco is one of the biggest barangay in


the Municipality of San Antonio. The barangay San Francisco was
also known as KC1. It was named after a grass “Isiw”. During the
Japanese era the barangay San Francisco was filled of “isiw”
grasses, that is why it was called “ka-isiwan”.Soon it became San
Francisco, which derived from their beloved patron Saint Francis
de Asisi. The barangay San Francisco has a total Land Area of 2,
877.356 . It has Agriculture Land Area of 2, 579.25 and total of
98.10- hectares of Residential Area. The rest of the land is
vacant but soon to be develop.

The barangay San Francisco was headed by the barangay


Captain. During 2013- 2018 the barangay was headed by the
barangay Captain Eduardo Ostares. The barangay San Francisco is
currently headed by barangay Captain Felimon Javier from 2018-
2021. With the help of the 70 barangay tanod to maintain the
peace and order of the barangay and 26 health worker to keep the
babies vaccinated. Together with the health worker the barangay
have 2 nutrition scholar and 12 purok leader. Every streets of
the barangay has a purok leader.The barangay San Francisco was
divided into different streets. The Basangan, Ilang – Ilang 1,
Ilang – Ilang 2, Bulacan, Bantog, Torres, Sanggalang, EEA,
Cuerpo, Camias, Minanglo , Hacienda, Kaingin, Pantoc.

There are 15, 307 individuals living in the Barangay San


Francisco. There are 1,241 infants, 8,354 minor and 1,706
senior. The barangay San Francisco has 4, 407 household and 10,
007 registered voters.

The barangay San Francisco has twenty -five (25 )


infrastructures. The Elementary School located at Basangan,
Pantoc and Sanggalang. We also have Day Care Center located at
Torres, Basangan , Bulacan,Camias and Pantoc. San Francisco
National High School at Basangan. In the year of 2015, the
barangay San Francisco built another infrastructure the Senior
High School. A Barangay Hall at Basangan, Iglesia Ni cristo at
Bantog. Catholic Church that are located at Camias, Minanglo ,
Cuerpo, EEA, Basangan and Pantoc. The Barangay Health Center are
located at Basangan, Bulacan and EEA and Born Again at Sanggalang
and Camias. All the structures was made up of concrete strong
materials.

As the years passed by little by little it became more and


more econimically developed, but we cannot say that it is
economically stable since there are lots of things to consider
that we need. The barangay has three drugstore that had been in
operation since 2018. There is also an agricultural shop and rice
dealer in the barangay that help farmers to sell the product
without exporting it to other cities. There is also a repair shop
for the vehicles with complete supplies for the repairment of the
motorcycle vehicle and etc.There are two gasoline station.

We also have a private clinic and a mini market place for


raw products such as vegetable, meat, fish and etc. Barangay San
fracisco also have local tourism, there are Flower farm which is
called Farm Villaronte, a resort which is the Plaza Antonio that
are open for rental in any occassions.

We never imagined that this day would come that Barangay San
Francisco will be different. As the pandemic strikes, hardship
experienced but opportunities arises. It became the new start
for the barangay to be developed. Lots of establishment had open
since there are lots of vendor have to closed their shop in San
Antonio Market,and they decided to open and sell their products
in front of their houses. Many of the resident in the barangay
lost their jobs, but find an opportunity to earned for their
families financial need. If there are some who can manage to turn
pandemic into an opportunities there are also many of them having
hard time dealing with the crisis.

Many of them does not have the capabilities to create


business not because they don’t want to, there are lots of reason
why they can’t. Some of them earned just enough for the food
before the pandemic that is why they don’t have savings that can
be used as an investment to start the business.Another reason
there is no one that can help them or even offered to help them
to arose during the pandemic.

Business, income is not just the problem that the barangay


had encountered. The problem is not just about how to survived
the daily needs of the household. Like the other barangay, San
Francisco also having difficulties when it comes to educational
needs. It is true that education is the key to children’s
success, so we have to give prioties to education despite of the
pandemic. But because of lack of development plan of the
barangay, we are not prepared. There are some of the streets in
the barangay is still a remote area. They are having difficulties
with the data connection and internet connection. It is also one
of the reason why the barangay San Francisco has the slow
economic change.

Statement of the Problem


The research study will try to determine the cause of Slow
Economic Growth Development of the Barangay San Francisco.

Specifically, the study will try to answer the following


questions:

1. How many of the graduates of San francisco National


Highschool have pursuit their chosen profession:

1.3 Economic Status

2. How does the barangay would improved the development plan


of the barangay in terms of:

Barangay Leaders
Through this research the barangay leaders will have the idea
on how to fully develop the economy of the Barangay San
Francisco.This also will lead them to find prospect investors
that will be a great help for them to improved their economy
through tourism and businesses.

Resident of the Barangay


This research will give them idea on what aspects the barangay
will improved. It is also will benefit them in terms of income
and knowledge about creating business.

Investors
This research will help them to find prospect business
opportunities.

Scope and Delimitation


The study will be proposed during the month of October –
November in the Barangay San Francisco, San Antonio, Nueva Ecija.
The respondents are the resident of the barangay San Francisco.
The questionnaire will be distributed in order to identify the
cause of slow economic growth of the barangay San Francisco, San
Antonio, Nueva Ecija.

This study had the following limitations:

1. The researcher was dependent on the voluntary participation


of the resident of the barangay San Francisco.
2. The researcher was restricted with the limitations due to
pandemic COVID -19.
3. The study was conducted more based on observations.

Definition of terms

For clarity and better understanding on the part of the


researchers, the following terms were both conceptualize and
operationally defined on the context of the study:

Agriculure- is the art and science of cultivating the soil,


growing crops and raising livestock. It includes the preparation
of plant and animal products for people to use and their
distribution to markets.

Tourism- is a social, cultural and economic phenomenon which


entails the movement of people to countries or places outside
their usual environment for personal or business/professional
purposes.

Socio-economic status is the social standing or class of an


individual or group. It is often measured as a combination of
education, income and occupation.

Infrastructure- is the general term for the basic physical


systems of a business, region, or nation.

Pandemic- is a disease outbreak that spreads across countries or


continents. It affects more people and takes more lives than an
epidemic.

Investor- is any person or other entity (such as a firm or mutual


fund) who commits capital with the expectation of receiving
financial returns. Investors rely on different financial
instruments to earn a rate of return and accomplish important
financial objectives like building retirement savings, funding a
college education, or merely accumulating additional wealth over
time.

Review of Related Literature


This chapter includes the ideas, finished thesis,
generalization or cunclusions, methodologies and others. Those
that were included in this chapter helps in familiarizing
information that are relevant and similar to the present study.

Socio-Economic Profile of Calatagan

According to Historical background in SOCIO-ECONOMIC PROFILE


OF CALATAGAN the word “calatagan” is a derivative of the tagalog
word “latag” and is synonymous to “kapatagan”. It means a plain
or flat portion of land lying between mountains or hills, thus,
calatagan means a large expands of wide plain lands.

According to Don Domingo Roxas the land occupied by the


Municipality of calatagan used to be known as Hacienda de
Calatagan. In 1943, the barangays of Baha and Talibayog, which
were part of Balayan were annexed to calatagan since surveys
showed that they are part of the land titled to the original
owner of Hacienda de Calatagan, this added a big idea for the
municipality.

Calatagan continues to pragress and develop to give its


constituents productive decent human settlements. Base on the
land area the Municipality has a total land area of 10,527.8890
hectares and it is divided in to four(4) urban barangays within
the Poblacion and Twenty one (21) rural barangays. In calatagan,
lands are cassified by the Bureau of Soils into the land
capability classes denoted as “Be”, “M” and “De”.

According to the Population by Sex in calatagan, batangas from


1990-2001 the total of Female are 17,238(48.50%)and the Male are
total of 18,305(51.50%).

In Calatagan Batangas there is a well-established public


elementary education in the municipality of calatagan. There are
six(6) primary and fifteen (15) complete elementary schools. In
terms of school buildings, there are a total of seventy five (75)
school building that house the one hundred eighty seven (187)
classroom. Of this number, two (2) school building are considered
to be have been condemned. Fifty-two (52) school building are in
good condition and twenty one (21) school building are found out
to be dilapidated. As to classrooms, there are one hundred and
eighty seven (187) classrooms. However, a total of fifty six (56)
classrooms are dilapidated and two (2) classrooms are condemned,
leaving only one hundred and twenty nine (129) classrooms to be
in good condition.

According to the medical Health Facilities and Personal in


Calatagan Batangas there are total of Three (3) medical
facilities such as Medicare Community Hospital, sto. Domingo
Clinic and Rural Health Unit or Municipal Health Office with a
barangay health station at Barangay Lucsuhin. The municipal
Social Welfare and development Office located at the municipal
building delivers social services to the populace of calatagan.
It is manned by (1) social welfare officer, one (1) daycare
worker and (5) volunteer daycare workers. As of 1996, there are
two identified depressed areas namely, Talibayog and Carretunan,
with a total of 1,656 households. This can be attributed to the
inaccessibility of the areas.

According to the Self-Employment Assistance refers to the


department of social walfare and development program that
provides opportunities to individuals or families and organized
group to engage in porductive undertaking/income generating
projects though open, shelter and self-employment.

According to Emergency Assistance program the emergency


Shelter Assistance refers to the provision of limited financial
and material assistance to helps families constract/repair their
houses that are partially or totally destroyed by naturalb or
man-made disasters or calamities. To ensure its effectiveness,
social preparation/mobilization and beneficiaries of the communty
are provided.

Based on the tenure status of housing units in Calatagan


Batangas as per National Statistics Office report, tenure status
of housing units are 7,372 (89.89%) are owned or being amortized;
93 (1.14%) are rented; 731(8.91%) are being occupied for fee with
the concent of owner; and 5(0.06%) are being occupied for the fee
without concent of owner.

According to the Development Needs in Calatagan Batangas there


is a need to maintain/upgrade sports recreational facilities and
the local government may put up a public reading center while the
civic organization/non-government organization (NGO) may be
tapped for the purpose.

According to protective services in calatagan batangas the


volunteer barangay tanods are assigned in every barangay to
extend assistance to the current police/fire forces in the
municipality and the fire services renders fire protection to the
community through the control of combustibles and performs fire
fighters and other emergency services to protect both life and
property from fire, for the fire protection services, the
municipality will need additional twenty six (26) fireman up to
the year 2010. Should hiring be not feasible,the municipality
may tap the services of volunteers/private individuals provided
they have undergone training or seminars on fire protection and
prevention.

According to Economic Sector the agricultureis the


traditional economic base of the municipality occupying an area
of 6,698.0766 hectares or 63.62%of the total land area. It
consists of activities such as crop production,live stock and
poultry production and fisheries. The major crops race in the
municipality are palay, sugarcane,fruit trees, vegetables corn
and root crops. Palay, the stay food crop, occupy a total land
area of 642.919 hectares which is 9.6% of the total agricultural
area. Of these, 92.5 hectares (1.38%) are irrigated doudling the
effectiveness of the physical area and having an annual yield of
1,108 metric ton. These can be found in barangays balibago,
caritunan, lucsuhin, and sambungan. Sugarcane the leading
industrial crop of the municipality occupied a total area of
3.913.6076 hectares (58.43%) and can be found in all barangays.
Fruit trees like mangoes, avocadoes, santol and the likes are
planted in about 1,582.51 hectares (23.63%). Production totals to
20,002.88 metreic ton For 1996. About 100.36hectares or 1.5% of
the total agriculture area (TAA) are planted with vegetables
Having a current annual yield of 59.85 metric ton. Cornfields
occupy 264.36 hectares(3.94%) with an annual production of 437.52
metric ton. Root crops platations have a total of 194.32 hectares
(2.1%) and annual yield of 116.52 metric ton. Livestock and
poultry raising is carried out throughout the municipality. For
the year 1996, the office of the municipal agriculturist reported
a total inventory of 21,172 composed of cattle, hogs, chickesns,
goats, ducks, horses and carabaos.

Minimal changes in animal population can attribute to the buy


and sell scheme of business on the cattle by interprising owners.
The fishery being surrounded by rich fishing grounds,fishing is
another major industry in the area. Likewise, the development of
source swampy areas into fish ponds makes the town a rich fishing
ground taking into consideration the abundance of said resources
in the surrounding waters.

According to calatagan municipal waters ha an estimated


shore leng of fourty eight (48) kilometers or about 25% of ninety
five (95) kilometers of the total shoreline of batangas province.
Moreover, it has the most extensive areas of mangoes and corals.
According to the commerce industry, play a significant role in
the economic structure of the municipality. It is a primary
economic indicator of progress. Moreover, it strengthening the
nexus of settlements fabrics by catering to the local everyday
needs of the populace.

Based on records that treasure’s Office, there is a total of


310 commercial establishments as of 2000. They are broadly
categorized into wholesale and retail,service-oriented ,
manufacturing,quarry, recreational,realstate,cooperative, agro-
industry and financial institutions.

The calatagan batangas public market the central business


district of calatagan is located along sto. Domingo st. and ayala
st. the Poblacion Public Market is located in this area and it
serves as the major hub of commerce occupying an area of 1,500
square meters. There are two other markets in the rural area
namely Bigaa Market in Barangay Gulod and another in the nodal
grow of Barangay Lucsuhin. The sole industrial of calatagan
batangas establishments in the area is an ice plant in barangay
Gulod.

According to the Tourism spots in Calatagan are known not only


in the municipality butalso internationally. These tourist
establishments cater to local, national and foreign tourist. But
due to their exorbitant rates,only affluent foreign tourist can
afford to visit these resorts. Among the most populat tourist
attraction that can be found in calatagan are Punta Baluarte
Inter-centinental Resort Hotel, Calatagan Golf Club Course,
Residence Inn, Lago De Oro and others. For tourist who cannot
afford the rates of the expensive resorts, they may opt to stay
at Lola’s apartlle located at barangay Lucsuhin. The place is
clean and rates are reasonable.

According to Existing Situation at the present of the


calatagan there is no water work system in the municipality.
People procure water from source like shallow wells, artesian
wells and deep wells. For water demand in the golf courses in the
different resort, water is being recycled to maintain their
facilities. Resorts and other establishments have their own water
tanks to supply the needs of their clientele. Other residents
have installed hand-pumps for their domestic use.

Based on the development needs of Calatagan, there is more


improved/upgrade existing communication facilities to meet the
future demands of economic activities. There is current need for
six (6) letter carriers to meet the demand of the current
population. By the year 2006, a tatal of eleven (11) letter-
carriers shall have been hired to served prooject population of
54,895.

Accordiing to the Environmental Management this sector


includes beautification and cleanliness, sanitation and
environmental management aspects, specifically pollution control,
waste disposal, dranage and sewerage,dumpsite and cemetery, as
well as natural resources perservation and conservation. Blighted
and flood-pron areas have also been considered. For human waste
disposal, the local government conducted an extensive campaign
for the installation of toilets in every households. It maybe
noted that there are some housholds with more than one toilet.
This is true for apartlles and for those who can afford to
install two (2) or more toilets.

One of the requirements of a well-planned community is an


effective and adequate dranage system. This may consist of open
canals or closed conduct type oof storm dranage system,but it
must be so designed to handled a given storm magnitude.
Environmental critical areas like fishponds, swamplands ang
beaches should be maintan and preserve for food production and
recreational or tourism purposes. The identify blighted areas
should be the concern of the municipality. They should be located
to liveable and viablle human settlements.

METHODOLOGY

The population study herein presented is based mainly on official


reports of the National Statistics Office supported by the
records of the local Government Unit.

Using the geometric formula,the 1990 and 2000 National Statistics


Office reports were utilized as base data or population
projections from 2001-2010.

Research Methodology

This chapter presents the research design, data


gathering tools, data gathering procedures data
analysis and statistical treatment.

Research Design

The methods of research used in this study was descriptive


research which determine the cause of slow economic growth of
barangay San Francisco, San Antonio, Nueva Ecija.None of the
research feature in this study can be manipulated by the
researchers, as these features are only studied as they occur in
the actual setting. The research research design focuses more on
“what” question rather than questions such as how or why a
particular phenomenon occurs.

Research Locale
This researchers will conduct their study in the Barangay San
Francisco San Antonio, Nueva Ecija.Barangay San Francisco is a
located on the island of Luzon at about 15.3553, 120.8429.

At these coordinates, the elevation is calculated to be 21.6


meters (70.9 feet) above mean sea level. Barangay San Francisco
situated from the NORTH of Barangay Lambakin Municipality of
Jaen, from the SOUTH is the boundaries of barangay Papaya and
Kc1, from the EAST is the boundaries of Barangay Lawang Kupang
and Kc1, and from the WEST is also the boundaries of Barangay
Sta. Barbara and Kc1.

Respondent of the Study

The respondent of this study are 390 respondent of total


population of Barangay San Francisco Nueva Ecija.
The Research Instrument

The researcher choose to used Simple Random Sampling to


provide an equal opportunity to be able to have a chance as to be
the participants respondents of the conducted research.

The research instrument was designed especially to answer


the research questions of interest for this study. The researcher
used the literature review extensively in the development of the
survey questions.

Procedure of the Study

The research study to be conducted at barangay San


Francisco, San Antonio, Nueva Ecija. The researcher will be given
a questionnaire to the respondent of this study with total of 30
respondents of limited residence in barangay San Francisco, San
Antonio, Nueva Ecija.

The questionnaire will be answered by selected respondents


in different streets in Barangay San Francisco. The main purpose
of this study is to determine the cause of slow economic growth
of the barangay. The researcher also conducted a survey to be
answered to come up the problem in this research study.

Method of Collecting Data

The method of collecting data used was the questionaire


method. Since the present study was to determine the cause of
slow economic development of the barangay San Francisco, the
questionaire method was the most appropriate method to use.

To enable to analyze and evaluate the data obtained, the formula

Summary of Findings, Conclusions, and Recommendations

Summary of Findings

This study was conducted to determine the cause of slow economic


growth of the barangay San Francisco. The descriptive research was
utilized and normative survey was used for gathering data. The
questionnaire served as instrument for collecting data. There were 390
respondents. The inquiry was conducted base during the year 2018-2021.
