THE ORGANIZATION
The University of the Philippines Kalipunan ng mga Anak ng Isabela (UP KAISA) is a non-
profit, non-partisan, socio-cultural organization duly recognized and based at the University of
the Philippines Diliman. It is composed of Isabeleño students studying in UP units, mainly in
Diliman.
UP KAISA was founded in 1995 to promote socio-cultural consciousness for the preservation
and enhancement of Isabela’s heritage and for the empowerment of the youth. For twenty-six
(26) years now, UP KAISA has remained steadfast in encouraging awareness on the background of
Isabela and in rendering service to people, Isabeleño or not.

THE EVENT
For the 23rd time, UP KAISA conducts the Isabela Socio-cultural Awareness Week (ISAW)
Celebration, now a week-long online event that continues to inspire and encourage active youth
participation in nation building through intellectual contests, webinars and workshops, and
socio-cultural activities.
The ongoing pandemic saw the transition of the originally physical event to an online affair
as the venue of the 22nd ISAW activities moved to Facebook and Zoom in 2021. This 23rd edition,
ISAW will be held entirely online again on February 4-6, with preliminary activities starting on
January 24.
The Facebook page facebook.com/ISAW.UPKAISA will be ISAW’s main channel. Official

THE THEME
Anaraar: Pagbibigay-liwanag sa Papel ng mga Kabataan
sa Pagtamo ng Pagbabago at Progresibong Kinabukasan

The Isabela Socio-cultural Awareness Week (ISAW) is the primary event of the UP Kalipunan
ng mga Anak ng Isabela (UP KAISA) in promoting social and cultural consciousness among the
Isabeleño youth. This annual activity serves as a platform for discussions and exchanges of ideas
on contemporary and pressing issues that concern the youth, the province of Isabela, and the
country.
This year, ISAW aims to highlight the critical role of the youth in bringing effectual change
and progress in our society. Anaraar is an Ilocano term that refers to the first appearance of light
at the break of dawn. It symbolizes the important role of the youth, as the bringers of light, in
preserving the truth amidst the threats of misinformation and in reshaping the current political
and social environments for a hopeful tomorrow. Aligned with this theme is addressing the
pressing issues, such as the upcoming 2022 elections, and the unceasing attack on institutions of
truth.

PARTICIPATION
1. Public and private elementary and secondary schools in Isabela may send contestants.
2. The following are the contestants that schools may send per level:

Elementary
a. One (1) team composed of three (3) members in Quiz Show
b. One (1) contestant in Essay Writing
c. One (1) contestant in Pagsulat ng Sanaysay
d. One (1) contestant in Traditional Poster Making

Junior High School


a. One (1) team composed of three (3) members in Quiz Show
b. One (1) contestant in Essay Writing
c. One (1) contestant in Pagsulat ng Sanaysay
d. One (1) contestant in Extemporaneous Speech
e. One (1) contestant in Dagliang Talumpati
f. One (1) contestant in Traditional Poster Making
g. One (1) contestant in Digital Poster Making

Senior High School


a. One (1) team composed of at least three (3) and at most five (5) members
in Short Film Making
b. One (1) contestant in Essay Writing
c. One (1) contestant in Pagsulat ng Sanaysay
d. One (1) contestant in Extemporaneous Speech
e. One (1) contestant in Dagliang Talumpati
f. One (1) contestant in Traditional Poster Making

Mixed Junior and Senior High School


a. One (1) team composed of three (3) members in the Debate Competition
(members may be JHS only, SHS only, or a mix of JHS and SHS)
b. One (1) team composed of at most twenty (20) members in the Cultural Show
(members may be JHS only, SHS only, or a mix of JHS and SHS)

3. Strictly, only one (1) contestant/team must represent a school in each category.
Each student is allowed to participate in one (1) contest only.
4. Contestants must be bona fide students, regardless of grade level, of the school
they are representing.
5. Each participating school is allowed to have a maximum of one (1) coach per entry. Coaches
must be official faculty members of the participating schools. Aside from the contestant,
only he/she may be the only representative of the school who can file appropriate
complaints to the board of judges and shall participate in discussions and
decision-making on special cases.

6. Schools must register online via tinyurl.com/23rdISAWReg. Registration is free.
The deadline for registration is on January 24.
7. Schools may send the final lists of their contestants and coaches via the same form
(tinyurl.com/23rdISAWReg) until January 25. For updates/changes in the lists,
schools may edit their submission until January 25.
8. Coaches and contestants will be added to a Facebook group for official announcements.
9. Participation in the contests automatically means that the contestants agree that they are
giving UP KAISA full rights over their outputs/performances.
10. Coaches and contestants are granted automatic access to the ISAWebinar and
Workshops on Zoom.
11. Schools may communicate their queries to UP KAISA via email (isaw.upkaisa@gmail.com),

CONTEST PROPER
1. Since the contests are online, schools must ensure that their contestants have sufficient and
stable internet connections during the contest proper.
2. For unavoidable circumstances where the contestants suddenly get disconnected, the
contestant should reconnect within five (5) minutes.The permissible maximum number
of times the contestants may disconnect is three (3). For special cases, the organizers,
and the board of judges will decide what solution will be done.
3. During the contest proper of Traditional Poster Making, Essay Writing, Pagsulat ng Sanaysay,
and Quiz Show, the camera should be placed in front of the contestants and the contents
of their front desk should be visible at all times. A sample of this shall be uploaded in the
23rd ISAW official Facebook Group. For the Quiz Show, a second camera is required to
show what is in front of the contestants.
4. Microphones must also be turned on at all times, unless otherwise stated. Use of
headphones/earphones are not allowed.
5. A contestant is not allowed to share a room or device with another contestant, unless
otherwise stated.
6. Students are highly encouraged to wear their school uniforms during their contests.
7. Once the contests have started, no other person is allowed to enter the room or go near
where the contestant is currently in.
8. A dry-run for the contestants and a meeting for the coaches will be held before January 29 to
make sure that all participants are ready for the ISAW activities.

HONOR PLEDGE
Since the organizers cannot fully monitor the contestants’ activities during the contest proper,
contestants must sign an honor pledge stating that the outputs they will submit are their own
works and are free of cheating or any misconduct. A copy of the pledge can be seen at
tinyurl.com/23rdISAWFiles. If the contestant cannot accomplish the honor pledge digitally, he/she
may rewrite its contents on a sheet of paper and have it photographed once signed. Schools must
compile the signed honor pledges of their contestants and submit them all at once via email until
January 21.

SUBMISSION OF OUTPUTS
1. For this year’s ISAW, official entries should be submitted via Google forms. Links to the
submission forms will be given on the day of the contests.
2. For asynchronous events (Digital Poster Making, Short Film Making, Cultural Show),
late submissions will not be accepted.
3. For synchronous events (Essay Writing, Pagsulat ng Sanaysay, Traditional Poster), late
outputs shall be penalized: one percent (1%) deduction from the total score for
every minute that will pass. Submissions past the 15-minute mark will
not be accepted.

BOARD OF JUDGES
Three (3) reputable judges comprise the Board of Judges for each contest. They will be
introduced on the ISAW Facebook page in the succeeding weeks.
All decisions of the judges are final and irrevocable. The coaches shall be the only
representatives of their schools who shall participate in decision-making during special cases.

ISAW WORKSHOPS
Free workshops open to the public, with priority for ISAW participants and other Isabela
students and teachers, will be held via Zoom prior to January 29. The following are the contests
which will have workshops:
1. Debate
2. Extemporaneous Speaking & Dagliang Talumpati
3. Poster Making

LIVE ACTIVITIES FOR PUBLIC VIEWING


Opening Program. General assembly via Zoom wherein the organization, the event, the theme,
the contest mechanics, and reminders are formally presented to the participants.

ISAWebinar. Theme-related talks from esteemed resource speakers via Zoom and streamed live
on Facebook. The webinar is open to the public, but contest participants are prioritized.

Gabi ng Kultura. Cultural show entries will be streamed via Zoom and live on Facebook.

Sandali ng Parangal. Winners of the contests will be awarded live on Zoom and Facebook. Overall
winning schools will also be recognized.

PATALASANLAHI
Only the top three (3) winning contestants/teams per level in Essay Writing, Pagsulat ng
Sanaysay, Extemporaneous Speaking, Dagliang Talumpati, Traditional Poster Making, Digital
Poster Making, Quiz Show, and Short Film Making and the top two (2) winning teams in Debate
Competition will represent Isabela in the Patalasanlahi, the national level competition organized
by UP Sanlahi Alliance of University of the Philippines Diliman.
This year’s Patalasanlahi will also be held online and the tentative schedule is on March 25-
27, 2022. Patalasanlahi’s official guidelines and mechanics will be sent soon to the qualifiers.

PRIZES
Aside from the ticket to the Patalasanlahi, the winners will be awarded with certificates of
recognition. The top three (3) winners per level will also be receiving the following:
1. ISAW medals for Essay Writing, Pagsulat ng Sanaysay, Extemporaneous
Speaking, Dagliang Talumpati, Traditional Poster Making, and
Digital Poster Making
2. ISAW trophies for Quiz Bee, Short Film Making, Debate Competition,
and Cultural Show
The ISAW medals and trophies will be shipped to the schools by February.

CONTEST MECHANICS
QUIZ SHOW (Elementary & JHS)

Each school can only have one (1) team consisting of three (3) members per level.
Quiz Show questions will cover the following subject matters: Language, Arts and Literature,
Mathematics, Science, History, General Information, Current Events, and Isabela Information.
Questions shall come in the form of Identification, Multiple Choice, and Problem Solving.
Misspelled or incomplete answers are considered incorrect. Abbreviations and acronyms are not
accepted unless otherwise stated. For questions requiring names, a full name which consists of
first name and last name must be given, unless otherwise stated. The quiz show shall have two
phases: Elimination Round and Final Round.
Each round will be an oral competition via Zoom. All involved parties are encouraged
to avoid any situation that may put anyone at risk of contracting or spreading the virus during
the competition. The organizers highly encourage everyone to strictly follow the protocols set
by our medical experts. Additionally, participants will be asked to sign a waiver (see waiver at
tinyurl.com/23rdISAWFiles) releasing the organization (UP KAISA), the event (ISAW), and all of
the affiliated members/organizers, of any possible liability in case of any breach of COVID-19
protocol.

Each team shall assign a secretary among them who will raise their final
answer written legibly on a whiteboard. Facilitators will flash and read each question aloud twice.
The two cameras of the contestants must be turned on all throughout the contest proper. Only
pen/pencil, clean sheets of paper, and the gadgets used for Zoom must be on the contestant’s
table. The contestants’ hands and table contents shall be visible at all times.
Queries or protests must be raised by the teams to their facilitators before the next question
is read for them to be acknowledged. The Quiz Show judges will then decide regarding the queries
or protests.

Elimination Round
The participating teams shall be divided randomly into batches.
The elimination round will be an oral examination consisting of thirty (30) items via Zoom.
One question correctly answered is equivalent to one point. Unless otherwise specified, ten (10)
seconds will be allotted for the teams to finalize their answer.
The team scores will be ranked and only the top ten (10) among all the batches will continue
to the finals.

Final Round
In this round, their team scores will be back to zero. There will also be question/s about
the topics to be discussed in the ISAWebinar. Questions are categorized into three (3) levels of
difficulty: easy (1 pt), average (3 pts), and difficult (5 pts). There will be ten (10) questions for each
round. Unless otherwise specified, ten (10) seconds will be allotted for the teams to finalize their
answer.
In case of a tie, clincher questions will be asked to the teams involved. The three (3) teams
with the highest overall scores shall be awarded as the winners of the competition and will qualify
at the national level.

ESSAY WRITING and PAGSULAT NG SANAYSAY (Elementary, JHS, and SHS)

Each school can only have one (1) contestant for the Essay Writing (English) and one (1) for
Pagsulat ng Sanaysay (Filipino) for each level.
The contest will be monitored via Zoom. The camera of the contestants must be turned on
all throughout the contest proper. The contestants are not allowed to leave the contest room or go
to the comfort room once the contest has begun. The contestants are prohibited from any form of
communication with their adviser during the contest proper.
Only pen/pencil, paper, and the gadget used for Zoom must be on the contestants’ table.
The contestants must write their essays on clean sheets of paper. The contestants shall be given
one and a half (1.5) hours to complete their write-ups.
The topic for the essays will be announced in the Zoom session on the scheduled day and
time of the contest.
Contestants shall be given additional ten (10) minutes strictly for taking clear photos of
their essays and sending them via the submission form provided by facilitators. This additional
ten (10) minutes shall not be used for completing or revising their essays. If the essay is written
on multiple pages, the contestant must specify the page numbers on the top right corner of their
sheets.

EXTEMPORANEOUS SPEAKING and DAGLIANG TALUMPATI (JHS & SHS)

Each school can only have one (1) contestant for Extemporaneous Speaking and one (1) for
Dagliang Talumpati for each level.
Contestants are only allowed to use the specified language for each category: English for
Extemporaneous Speaking and Filipino for Dagliang Talumpati.
Contestants must wear business casual or semi-formal attire during the event. The order
of speakers shall be determined using a randomizing software and will be announced to the
contestants on the contest proper.
The topic shall be given on the spot by the facilitators.
The contest proper shall take place via Zoom. The host/s will admit one contestant at a time
into the speaking room and the remaining contestants shall wait in the designated waiting room.
Each contestant will do a microphone and internet check once he/she enters the speaking room.
Each contestant will be given four (4) minutes to organize his/her thoughts. Each speech
should be at least three (3) minutes and four (4) minutes at most. A one (1) point deduction will be
given for every 30 seconds beyond the allotted time.
Participants are encouraged to take a video of their performance as a fail-safe in case of
disconnection due to poor internet connectivity and/or power interruption. Videos must be
submitted within ten (10) minutes in the submission form provided by the facilitators.

TRADITIONAL POSTER MAKING (Elementary, JHS & SHS)

Each school can only have one (1) contestant per level.
The traditional poster-making contest will be monitored via Zoom. The camera of the
contestants must be turned on all throughout the contest proper. Only the art materials and the
gadget used for Zoom must be on a contestant’s table. The contestants must show their final
output on Zoom when the time is up.
The topic for the poster making shall be given on the scheduled day and time of the contest.
The contestants shall provide their own materials. A one-eighth (1/8) illustration board
shall be used as the primary material. Art medium for this contest is limited only to oil pastel/
crayons, markers and pencil. The use of other drawing materials, like rulers and compasses, are
not allowed.
The contestants shall be given one (1) hour to complete their posters. When one (1) hour is
up, contestants shall be given additional ten (10) minutes strictly for taking clear photos of their
entries and submitting them via the submission form provided by facilitators. This additional ten
(10) minutes shall not be used for completing their posters.
The poster in the photo must be exactly the same as how it looks at the end of the Zoom
session.

DIGITAL POSTER MAKING (JHS & SHS)

Each school is entitled to only one (1) contestant.


The topic for the digital poster will be announced at the end of the opening program and
will be posted on the Facebook group.
All elements of the digital poster must be original and be made from scratch. Strictly, any
form of plagiarism (including but not limited to the use of internet stock images) is not allowed.
Any entry that has been used for other commercial purposes or in previous competitions will not
be eligible.
The contestant may use any editing software and gadget. The contestant must screen-
record (via a time-lapse video) his/her whole making process. Failure to submit a time-lapse video
would result in disqualification.

The finished digital poster must be 5 x 7 in dimensions, and must be saved
as a .jpeg or .png file. The file size shall not exceed 10 MB.
The digital poster must be submitted via Google forms until 11:00 am of the same day. The
time-lapse video may be submitted via another submission form until 12:00 nn of the same day.

The file name of the submissions should follow these formats:


a.) Digital Poster: ISAW_DigitalPoster_(Contestant Number).fileformat

b.) For the time-lapse video of the contestant:

SHORT FILM MAKING (SHS only)

Each participating school is encouraged to form one (1) team with at least three (3) and at
most five (5) members, inclusive of actors and production team.
The film should be between three (3) to five (5) minutes long only (including credits). There
will be a corresponding one-tenth of a percent (0.1%) deduction from the final score for every
second in lack or in excess of the time limit.
A regional language in Isabela such as Ilocano, Ibanag, Gaddang, Yogad, etc. must be used
primarily in the film’s script. Hence, Filipino/English subtitles are required. Failure to do so will
lead to disqualification.
The team can use any genre for their short film as long as it would be able to tackle the given
topic. The film could be a live-action, an animation, or a combination of both.
The film can be shot and edited using any device such as cameras, mobile devices, and the
like. The team has to provide a title for their film. The film’s resolution should at least be 480p.
Scenes in the film must be originally taken/created by the team. In case the team has to
include music or clips that belong to other entities, proper copyright attribution must be done.
All involved parties are encouraged to avoid any situation that may put anyone at risk of

everyone to strictly follow the protocols set by our medical experts. Additionally, participants will
be asked to sign a waiver (see waiver at tinyurl.com/23rdISAWFiles) releasing the organization (UP
KAISA), the event (ISAW), and all of the affiliated members/organizers, of any possible liability in
case of any breach of COVID-19 protocol during the film production.
The topic will be posted on Facebook on January 25 and teams may start working on
their films right away. They must submit their final films via the provided submission form until
February 3, 11:59 pm. The file format of the final films must be .mp4, .mpeg, .avi, or .mov.

Each participating school is also required to submit a film poster
(5x7 in dimensions, jpeg or png). Failure to submit would result in a deduction of 3% to the
total score. The best posters (judges’ and social media’s choice) will be recognized. The same
submission form and deadline as that of the short film will apply for the poster.

The file name of the submissions should follow these formats:


a.) Short Film: ISAW_ShortFilm_SchoolName.fileformat.
(Example: ISAW_ShortFilm_UPDiliman.mp4)
b.) Poster: ISAW_Poster_SchoolName.fileformat.

The criteria for judging will be:

DEBATE COMPETITION

Only one (1) team composed of three (3) members is allowed to participate for each school.
The debate will follow the Asian Parliamentary debate format. The selection of whether a
team is the Government (affirmative of the motion) or the Opposition (negative of the motion)
will be decided through a randomizer software.
The contest proper will take place on Zoom. The two (2) teams will be given three motions
in which they shall veto within 5 minutes. Vetoing is the process of ranking the three (3) motions
based on the team’s preference with three (3) being the least preferred and one (1) being the most
preferred. The motion that will win the veto shall be the motion used for the round.
The two (2) teams will be given twenty-five (25) minutes to prepare their constructive
speeches after the selection of the motion to be debated upon.
Depending on the number of participating teams, there will be four (4) phases of the
tournament (Eliminations, Quarter Finals, Semifinals, and Grand Finals). In case of an odd number
of teams, a one-man swing team will be provided.
The scores and wins of the swing team will not be taken into account for the qualifiers of the
outrounds.
In the eliminations, teams will be matched-up randomly regardless of whether a team
has won or lost the preceding round. There will be three (3) rounds in the eliminations and the
aggregate performance (wins and group scores) of the teams in the three (3) rounds will be the
basis for the qualifiers to the quarters. The top eight (8) debating teams after the three rounds of
the eliminations will proceed to the next level.
The quarter finals and semifinals will follow the Fold-system match-up. For the quarter
finals, the four (4) teams who will win each quarter match will proceed to the semifinals. For the
semifinals, the two (2) winning teams will proceed to the grand final round.

In the debate proper, each speaker will be given a maximum of
seven (7) minutes for their constructive speeches, and four (4) minutes for the reply speech.
Extra fifteen (15) seconds shall also be given for debaters to wrap up their speeches in case they
exceed seven (7) minutes.
The members of the Government are called the Prime Minister (PM), the Deputy Prime
Minister (DPM), and the Government Whip (GW). On the other hand, the Opposition members
are the Leader of the Opposition (LO), Deputy Leader of the Opposition (DLO), and the Opposition
Whip (OW). The members of the teams are allowed to shift roles each round.
The PM will be the first to speak to be followed by the LO. Then the DPM to be followed by
the DLO and the GW to be followed by the OW. The four-minute reply speech of the Opposition
and the Government respectively will follow after the OW. The reply speech can only be delivered
either by the PM or DPM for the Government, and the LO or the DLO for the Opposition.
Points of Information (POIs) during the debate can only be entertained after the first minute
and before the last minute of the speech. A clap from the adjudicator will signify the first (1st) and
sixth (6th) minute.
It is the discretion of the challenged speaker whether he/she will accept the POI or not.
POIs should be short and concise and must only last fifteen (15) seconds. A maximum of three (3)
POIs for each speaker is allowed.
In case of disconnection, a member of the team shall ironman. To ironman means that
another member from the team will continue the speech for the speaker who disconnected.
However, teams that will ironman for two (2) rounds in the Elimination will not be allowed to
proceed to the next round.
The debate will be judged according to three main points: Manner, Matter, and Method.
The justification of the adjudicator of his/her decision will follow after the debate. The decision of
the adjudicator(s) will be final and irrevocable.

CULTURAL SHOW

Only one (1) team composed of a maximum of twenty (20) students is allowed per school.
The presentation shall be pre-recorded and must be submitted as a video with duration
that should not exceed twelve (12) minutes. There will be a corresponding one-tenth of a percent
(0.1%) deduction from the final score for every second excess of the time limit.
Acts or presentations may be of any or a mix of artistic expressions such as (but not limited
to):
1. Musical performance
2. Folk dance
3. Modern dance
4. One-act play
5. Spoken Poetry
6. Manik-Aninong Dulaan
7. Jingle
However, presentations shall not resemble other ISAW contests (e.g. Short Film Making).

All involved parties are encouraged to avoid any situation that may put anyone at risk
of contracting or spreading the virus during the production. The organizers highly encourage
everyone to strictly follow the protocols set by our medical experts. Additionally, participants will
be asked to sign a waiver (see waiver at tinyurl.com/23rdISAWFiles) releasing the organization (UP
KAISA), the event (ISAW), and all of the affiliated members/organizers, of any possible liability in
case of any breach of COVID-19 protocol during the production.
In case the team has to include music or clips that belong to other entities, proper copyright
attribution must be done at the end of the video. They must submit their final films via the provided
submission form until February 3, 11:59 pm. The file format of the final films must be .mp4, .mpeg,
.avi, or .mov.

The title format must be:


ISAW_CulturalShow_SchoolName.fileformat.
(Example: ISAW_CulturalShow_UPDiliman.mov)

The criteria for judging will be:


Content and Relevance to the Theme 40%
Creativity 30%
Execution 20%
Overall Impact 10%
TOTAL 100%

POINTING SYSTEM
A pointing system will be used for all contests (including Cultural Show) to determine
which among the schools will be the overall winners. A Grand Champion, a First Runner-Up, and
a Second Runner-Up will be determined for each level (elementary, junior high school, and senior
high school). Non-participation in a contest means an automatic score of zero (0) in that activity.
