1. The students have to apply for the scholarship through state scholarship portal or they have to submit the
hard copies of state scholarship forms provided by the concerned District welfare office of the states.
2. After online filling of scholarship form / hard copy of the form, the students have to submit the application
form along with all the required documents like income certificate, caste certificate, residence proof,
academic detail, Adhaar Card, Fee receipts etc. in SSIV Cell, Block No.32, Room no.102, Window No.01
for verification of the student particulars.
3. The dealing person available on Window No.01 collects the scholarship forms from the students after
checking the attached documents required for verification.
4. The window staff segregates the scholarship forms state wise and distributes the forms to the concerned
verification officer/staff.
5. The verification officer/staff cross check the details of the students from the attached documents.
(Verification done online as well as in hard copy).
6. After Verification of state scholarship forms, the detail of the student will be entered in External Scholarship
portal (in UMS) for generation of unique reference number for maintaining the state scholarship record.
7. In case the students have submitted the hard copy of the form then the verified scholarship forms will be
dispatched to the concerned authority for sanctioning of scholarship.
8. University receives the list of students from the sanctioning authority for the disbursement of scholarship
amount in the student fee account. This scholarship amount is sent by agencies through DD / Cheque / E-
Transaction etc.
9. After disbursement of scholarship, the utilization letters are sent to the concerned state.
10. Proper records of disbursement of scholarship amount to the student are maintained. Also utilization letters
are sent to the concerned states if the scholarship amount is received in the University account.

1. In Post Matric Scholarship, Punjab SC/OBC students have to apply from online Dr. Ashirwad Scholarship
and upload the required documents and lock the application for further verification from Institute/University
level.
2. Then, from University Log in ID concern dealing staff verify the details entered by the student and forward
the application of the student online to Tehsil Welfare Officer for further processing.
3. All the applications forwarded to the Tehsil Welfare Officer for verification and further these applications
are forwarded to the Line Department (DPI Colleges Chandigarh).
4. After verification of the students PMS record, the Line Department send all the cases to the Welfare Office
Punjab for the disbursement of scholarship amount.
5. All the PMS students have to apply for the Post Matric Scholarship Punjab every year for the renewal of
their scholarship cases in the month of August or September whenever the portal is open for the student
6. The PMS record of all the students are updated in UMS interface as per their financial year every year.
7. All the PMS documents received from the students are digitalized & saved in HMS interface of the

Post Matric Scholarship Scheme for SC/OBC Students of Punjab
The objective of Post Matric Scholarship Scheme is to provide financial assistance to SC students studying
at Post Matriculation or Post Secondary stage to enable them to complete the education. In this scheme, all
the students who are pursuing their studies through regular courses and correspondence courses are
eligible for this scheme. The term correspondence includes distant and continuing education.
In this scheme, the scholarship will be paid to the SC students whose parents/guardians family income
from all sources does not exceed Rs. 2,50,000/- (Rupees two lakh, fifty thousand only) per annum.
In case of SC students:
(Family income from all sources must be less than Rs. 2, 50,000/- per annum)
As per the Punjab Government policy it was notified that the tuition fee and examination fee charges may
be paid by the student at the time of admission & this amount will be directly transferred in the student
saving bank account or this amount may be claimed by the University from the Welfare Department
Punjab, if the fee is not paid by the student. The adhaar card of student must be seeded / linked with the
saving bank account which the student has used for Post Matric Scholarship of Punjab.
In case of OBC students, the parents/guardians family income from all sources does not exceed Rs.
1,00,000/- (Rupees one lakh) per annum & must have obtained 60% marks in the qualifying
examination on the basis of which the student is seeking admission in the University.

Post Matric Scholarship Scheme for SC/OBC Students of Punjab – Important
Points
The objective of Post Matric Scholarship Scheme is to provide financial assistance to SC students studying
at Post Matriculation or Post Secondary stage to enable them to complete the education. In this scheme, all
the students who are pursuing their studies through regular courses and correspondence courses are
eligible for this scheme. The term correspondence includes distant and continuing education.
A. Categories of Programmes:
The OBC category students admitted under Post Matric Scholarship Scheme are treated as general
category students. They have to pay the entire course fee & other charges (hostel fee, food fee,
backlog(s)/re-Appears fee, alumni fee, PEP fee etc.) for all semesters / years before the last date of fee
payment.
SCHEME OF POST MATRIC SCHOLARSHIPS FOR SCHEDULED CASTES
Object
The objective of the scheme is to provide financial assistance to the Scheduled Caste students studying at
post matriculation or post-secondary stage to enable them to complete their education.
i) Scholarships will be paid to the students whose parents/guardians' income from all sources does not
exceed Rs. 2,50,000/- (Rupees two lakh, fifty thousand only) per annum. (Income affidavit & Notary
Affidavit to be submitted from the Father/Mother/Guardian/Student side – Refer Annexure – A, B
& C & and Punjabi Undertaking to be submitted from students side – Refer Annexure - D)
iii) These scholarships will be given for the study of all recognized post-matriculation or post-
secondary courses pursued in recognized institutions with the following exceptions:
"Scholarships are not awarded for training courses like Aircraft Maintenance Engineer's Courses and
Private Pilot license Courses. Courses at Training - Ship Dufferin (Now Rajendra), courses of training at
the Military College, Dehradun, courses at Pre-examination Training Centres of all India and State levels."
iv) Only those candidates who belong to Scheduled Castes so specified in relation to the State/Union
Territory to which the applicant actually belongs i.e. permanently settled and who have passed the
Matriculation or Higher Secondary or any higher examination of a recognized University or Board of
Secondary Education, will be eligible.
v) Candidates who after passing one stage of education are studying in the same stage of education in
different subject e.g. I.Sc. after I.A. or B.Com. after B.A. or M.A. in other subject will not be eligible.
vi) Students who, after having completed their educational career in one professional line, e.g. L.L.B.
after B.T./B.Ed. will not be eligible. From the academic year 1980-81, studies in two professional courses
are allowed.
vii) Students studying in Class XI of the Higher Secondary School courses of the XII Class of the
Multipurpose High School will not be eligible for it being a continuous school course. However, in cases
where Xth class examination of such courses is treated as equivalent to Matriculation and students who
after passing Xth class join other courses, such students will be treated as post-matric students and will be
eligible for the award of scholarships.
viii) Students pursuing Post Graduate courses in medicine will be eligible if they are not allowed to
practice during the period of their course.
ix) Students who after failing or passing the under graduate/post-graduate examinations in
Arts/Science/Commerce join any recognized professional or Technical certificate/diploma/degree courses
will be awarded scholarships if otherwise eligible. No subsequent failure will be condoned except courses
in Group 'I'.
x) Students who pursue their studies through correspondence courses are also eligible. The term
correspondence includes distant and continuing education.
xi) Employed students whose income combined with the income of their parents/guardians does not
exceed the maximum prescribed income ceiling are made eligible to post matric scholarships to the extent
of reimbursement of all compulsorily payable nonrefundable fees.
xii) All children of the same parents/guardians will be entitled to receive benefits of the scheme.
xiii) A scholarship holder under this scheme will not hold any other scholarship/stipend. If awarded any
other scholarship/stipend, the student can exercise his/her option for either of the two
scholarships/stipends, whichever is more beneficial to him/her and should inform the awarding authority
through the Head of the Institution about the option made. No scholarship will be paid to the students
under this scheme from the date he/she accepts another scholarship/stipend. The student can however,
accept free lodging or a grant or adhoc monetary help from the State Government or any other source for
the purchase of books, equipment or for meeting the expenses on board and lodging in addition to the
scholarship amount paid under this scheme.
xiv) Scholarship holders who are receiving coaching in any of the pre-examination training centres with
financial assistance from the Central Government/ State Government will not be eligible for stipend under
the coaching schemes for the duration of the coaching programme.
Value of Scholarship
The value of scholarship includes the following for complete duration of the course:-
I. Maintenance allowance,
II. Reimbursement of compulsory non-refundable fees,
III. Study tour charges,
IV. Thesis typing/printing charges for Research Scholars,
V. Book allowance for students pursuing correspondence courses,
VI. Book bank facility for specified courses, and
VII. Additional allowance for students with disabilities, for the complete duration of the
Course.

extend help to a severely orthopedically handicapped student residing in hostel of an

7. Allowance of Rs.240/- per month towards extra coaching to mentally retarded and mentally
ill students.
The provisions in (B) to (D) will also apply to such leprosy-cured students.
Fees
Scholars will be paid enrolment/registration, tuition, games, Union, Library, Magazine, Medical
Examination and such other fees compulsorily payable by the scholar to the institution or
University/Board. Refundable deposits like caution money, security deposit will, however, be excluded.
Study Tours
Study tour charges upto a maximum of Rs.1600 per annum, limited to the actual expenditure incurred by
the student on transportation charges etc. will be paid to the scholars studying professional and technical
courses, provided that the head of the institution certifies that the study tour is essential for the scholar for
completion of his/her course of study.
Thesis Typing/Printing Charges
Thesis typing/printing charges upto a maximum of Rs.1600 will be paid to research scholars on the
recommendation of the Head of the Institution.
(vi) Book Allowance for Students pursuing Correspondence /Distance Education Courses
The students pursuing such courses are also eligible for an annual allowance of Rs.1200/- for
essential/prescribed books, besides reimbursement of course fees.
SCHEME OF POST-MATRIC SCHOLARSHIPS TO THE OTHER BACKWARD
CLASSES
Object
The objective of the scheme is to provide financial assistance to the OBC students studying at post-
matriculation or post-secondary stage to enable them to complete their education.
Conditions & Eligibility
i. Employed students whose income combined with the income of their parents/guardians does not
exceed Rs. 1.00 lakh per annum shall be eligible for post-matric scholarships to the extent of
reimbursement of all compulsorily payable non-refundable fees. In case of unemployed students
whose parents/guardians income from all sources does not exceed Rs. 1.00 lakh per annum will
be entitled for the scholarship under the Scheme. (Income affidavit & Notary Affidavit to be
submitted from the Father/Mother/Guardian/Student side – Refer Annexure – A, B & C &
and Punjabi Undertaking to be submitted from students side – Refer Annexure - D)
ii. The scholarships will be open to Indian nationals belonging to OBCs, as notified by the State
Govt.
iii. These scholarships will be given for the study of all recognized post-matriculation or post-
secondary courses pursued in recognized institutions with the following exceptions:
iv. "Scholarships shall not be awarded for training courses like Aircraft Maintenance Engineer's

viii. Students studying in XI Class of the Higher Secondary School courses or the XII class of the
Multipurpose High School will not be eligible for it being a continuous school course. However,
in cases, where tenth class examination of such courses is treated as equivalent to Matriculation
and students who after passing tenth class join other courses, such students will be treated as
post-matric students and will be eligible for the award of scholarships.
ix. Students pursuing Post-graduate courses in medicine will be eligible if they are not allowed to
practice during the period of their course.
xi. Students who pursue their studies through correspondence courses will be eligible towards
reimbursement of non-refundable fee. The term correspondence includes distant and continuing
education. Besides reimbursement of non-refundable fee, such students will also be eligible for
an annual allowance of Rs. 900/- for essential/prescribed books, as applicable.
xii. Only two boys of the same parents/guardian will be entitled to receive scholarships. This
restriction will, however, not apply to girls. Accordingly, scholarship availed by girls of same
parents/guardian will not adversely affect admissibility of availing scholarship upto two boys of
same parents/guardian.
xiii. A scholarship holder under this Scheme will not hold any other scholarship/stipend. If awarded
any other scholarship/stipend, the students can exercise his/her option for either of the two
scholarships/stipends, whichever is more beneficial to him/her and should inform the awarding
authority through the Head of the Institution about the option made. No scholarship will be paid
to the students under this Scheme from the date he/she accepts any other scholarships/stipend.
The student can however, accept free lodging or a grant or ad-hoc monetary help from the State
Government or any other source for the purchase of books, equipment or for meeting the
expenses on board and lodging, in addition to the scholarship amount paid under this Scheme.
xiv. Scholarship holders who are receiving coaching in any of the pre-examination training centers
with financial assistance from the Central Government/State Government will not be eligible for
stipend under the coaching schemes for the duration of the coaching programme.
Value of Scholarship
The value of scholarship will include Maintenance Allowance, Reader Charges for blind
students, reimbursement of compulsory non-refundable fees, Study Tour Charges/thesis
typing/printing charges and book allowance for students pursuing correspondence course, for complete
duration of the course as per details given below:-

Fees
Scholars will be paid enrolment/registration, tuition, games, union, library, magazine, medical
examination and such other fees compulsorily payable by the scholar to the institution or
University/Board. Refundable deposit-like caution money, security deposit will, however, be
excluded.
Study Tours
Study tour charges upto a maximum of Rs. 900/- per annum limited to the actual expenditure incurred
by the student on transportation charges etc., will be paid to the scholars studying professional and
technical courses, provided that the head of the institution certifies that the study tour is essential for
the scholar for completion of his/her course of study.
Thesis Typing /Printing charges
Thesis typing/printing charges upto a maximum of Rs. 1000 will be paid to research scholars on the
recommendation of the Head of the Institution.

1. Students applying for scholarship for the first time need to "Register" on the portal as fresh applicant by
providing accurate and authenticated information.
2. Before initiating registration process, students are advised to keep their Educational and other documents such
as Aadhar number, Enrollment number, Bank passbook etc. in hand.
3. After registration, the login id and password is generated to log into NSP portal.
4. Students are advised to submit only "One Application Form". In case if students submit more than one application
form then all the applications submitted by students will be considered as "Duplicate" and will be "Rejected".
5. After successful login to the portal, students have to fill the complete application form online and upload the
required documents as mentioned on the application form.
7. After Final Submission student have to submit all the relevant documents i.e academic details from 10 th onwards,
Aadhar Card, Bank account copy, income certificate, caste certificate, residence proof etc. along with print
applictaion form for verifictaion at Block No. 1, Room No. 102, Window No. 1.
8. Then, from University Log in ID concern dealing staff verify the details entered by the student and forward the
application of the student online on NSP portal.
