area and or any portions thereof.

9003, widely known as the Ecological Solid Waste Management Act


of 2000, provides the required policy framework, institutional
mechanisms, and mandate to the Local Government Units (LGUs)
to achieve a 25% waste reduction target through establishing an
integrated solid waste management plan based on the 3Rs (reduce,
reuse, recycle).

TAKE EFFECT?

February 2001

RA 9003 took effect in February 2001 thus open dumps


should have been closed or converted to controlled
disposal facilities by February 2004. Then five years
after the effectivity of the Act which is February 2006, all
controlled dumps should have been closed and
rehabilitated.

WHO SIGNED RA
9003 INTO LAW?

REPUBLIC Act 9003, or the Ecological Solid


Waste Management Law, is now 20 years old.
Approved on January 26, 2001, it was the first
law signed by President Gloria Macapagal-
Arroyo after taking over the Presidency from
Joseph Estrada during the so-called Edsa-2
People Power Revolution.

WASTE UNDER RA 9003
WHY?

Under RA 9003, LGUs are primarily responsible for


effective and efficient solid waste management,
particularly garbage segregation and disposal. Every LGU
is required to develop a 10-year Solid Waste Management
Plan (SWMP), including the establishment of materials
recovery facilities (MRF) and sanitary landfills
WHAT DO YOU THINK IS
THE REASON WHY THE
IMPLEMENTATION OF
RA 9003 IS FAILED?

Although RA 9003 mandates a waste diversion


rate of at least 25 % to be realized by
municipalities in 2006, most of them fail to
implement the waste legislation properly mainly
due to budget limitations, lack of know-how, and
conflicting interests that delay priority setting,
and political decision-making.

The behavior of generating garbage is too dangerous not only for


today's generation but also for future generations. Educating people
and encouraging them to practice recycling, reusing, and Reducing
instead of producing waste is critical. Waste disposal should be a
priority for municipalities and governments.
