ENVIRONMENTAL LAWS & REGULATIONS

CHE 3137 – ENVIRONMENTAL SCIENCE & ENGINEERING

Dr. Albert B. Jubilo
POINTS TO PONDER

 Reflect on the importance of environmental laws and

regulations in maintaining a sustainable and healthy planet.
How do these laws balance the needs of human
development with the preservation of natural resources and
ecosystems?
 Consider a specific environmental regulation that you've
studied. Reflect on the challenges and successes in its
implementation. How do political, economic, and societal
factors influence the effectiveness of such regulations?
 Reflect on the global nature of environmental issues and the
role of international agreements and treaties. How do these
agreements address challenges that transcend national
boundaries? What are the potential benefits and limitations
of a collaborative approach to environmental protection
through international regulations?

QUESTION AND ANSWER PORTION
 Give your insights about:
 RA 9003
 RA 9275
 RA 8749
 RA 6969

 Discussion:
 RA 9003 emphasizes the importance of waste segregation at source to minimize the volume of waste that
goes to disposal facilities. Describe the benefits of effective waste segregation and recycling for both the
environment and the community. Identify potential obstacles that could hinder successful waste
segregation initiatives and propose methods to overcome these obstacles in compliance with the
provisions of the law.
 One of the objectives of RA 9275 is to promote the involvement of communities and the private sector in
clean water initiatives. Do you agree? Why?

ENVIRONMENTAL LAW DEFINED

 Environmental law is a body of law

dedicated to protecting the natural
environment from degradation because of
human influences.
 It works to protect land, air, water, and soil.
Negligence of these laws results in various
punishments like fines, community service,
and in some extreme cases, jail time.
 Without these environmental laws, the
government would not be able to punish
those who treat the environment poorly.
RA 9003
(THE ECOLOGICAL SOLID
WASTE MANAGEMENT
ACT OF 2000)
 Institutes measures to promote a more
acceptable system which corresponds to
the vision of sustainable development.
 Aims to merge environmental protection
with economic pursuits, recognizing the
re-orientation of the community’s view on
solid waste, thereby providing schemes
for waste minimization, volume reduction,
resource recovery utilization and disposal.
 Core Provisions:
1. Reduction of wastes being
generated
2. Reduction of wastes to be disposed,
via: (a) recycling and (b) composting
> undertaken through materials
recovery facilities (MRF)
3. Safe disposal of residual wastes
(e.g. sanitary landfill or eco-center)

management focusing primarily on pollution
prevention; for the promotion of mass media
communication in order to create social
awareness and active participation in air
quality planning and monitoring.
RA 6969 (TOXIC SUBSTANCES AND HAZARDOUS AND NUCLEAR
WASTE CONTROL ACT OF 1990)

 It covers the sound and

proper management of
industrial chemicals and
hazardous wastes in all
aspects of its life cycle,
from importation,
manufacture, distribution,
transportation, use and
