• are laws that protect the environment


• is the collection of laws, regulations, agreements and
common law that governs how humans interact with
their environment

• are the legal frameworks that protect the natural


environment
• vary from country to country, but typically help govern
and regulate natural resources – specifically, how
human beings interact with and use them

EMB is the national authority in the Philippines that


sets air and water quality standards and monitors
ambient and point source pollutants.

*Ambient (outdoor) air pollution

*Point-source pollutant is one that reaches water from a single


pipeline or channel, such as a sewage

The PEISS takes its roots in the provisions of the Philippine Constitution which states
that “The State shall protect and advance the right of the people to a balanced
and healthful ecology in accord with the rhythm and harmony of nature”.

Section 4. Presidential Proclamation of Environmentally Critical Areas and Projects.


The President of the Philippines may, on his own initiative or upon recommendation of the National Environmental
Protection Council, by proclamation declare certain projects, undertakings or areas in the country as
environmentally critical. No person, partnership or corporation shall undertake or operate any such declared
environmentally critical project or area without first securing an Environmental Compliance Certificate issued by
the President or his duly authorized representative.

• was carried out to control, supervise and regulate activities
on toxic chemicals and hazardous waste

• Under this act, the importation, manufacture, processing,


handling, storage, transportation, sale, distribution, use and
disposal of all unregulated chemical substances and
mixtures in the Philippines, as well as the entry even in
transit, or storage and disposal of hazardous and nuclear
wastes are regulated.

Ecological Solid Waste Management Act of 2000


RA An act providing for an ecological solid waste management

9003 program, creating the necessary institutional mechanisms and


incentives, declaring certain acts prohibited and providing
penalties, appropriating funds therefor, and for other purposes

Waste Management Facilities
SECTION 38. Permit for Solid Waste Management Facility Construction and Expansion.

No person shall commence operation, including site preparation and construction of a new
solid waste management facility or the expansion of an existing facility until said person
obtains an Environmental Compliance Certificate (ECC) from the Department pursuant to
P.D. 1586 and other permits and clearances from concerned agencies.

Section 2. Declaration of Principles.


The State shall protect and advance the right of the people to a balanced and healthful
ecology in accord with the rhythm and harmony of nature.
The State shall promote and protect the global environment to attain sustainable
development while recognizing the primary responsibility of local government units to deal
with environmental problems.
The State recognizes that the responsibility of cleaning the habitat and environment is
primarily area-based.
The State also recognizes the principle that "polluters must pay".
Finally, the State recognizes that a clean and healthy environment is for the good of all and
should therefore be the concern of all.

CHAPTER 3
INSTITUTIONAL MECHANISM

m) Establish a cooperative effort in partnership with the government, LGUs,


academic institutions, civil society and the private sector to attain the objectives of
this Act;

o) Promote and encourage private and business sectors especially manufacturing


and processing plants the use of water quality management systems equipment,
including but not limited to, industrial wastewater treatment collection and
treatment facilities;

RA National Environmental Awareness and Education Act of 2008

9512 An act to promote environmental awareness through


environmental education and for other purposes

This Act provides for the promotion of environmental awareness through


environmental education which shall encompass environmental concepts and
principles, environmental laws, the state of international and local environment,
local environmental best practices, the threats of environmental degradation and
its impact on human well-being, the responsibility of the citizenry to the
environment and the value of conservation, protection and rehabilitation of
natural resources and the environment.
