AN ACT PROVIDING FOR AN ECOLOGICAL SOLID WASTE MANAGEMENT


PROGRAM, CREATING THE NECESSARY INSTITUTIONAL MECHANISMS AND
INCENTIVES, DECLARING CERTAIN ACTS PROHIBITED AND PROVIDING
PENALTIES, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES

Basic Policies

ARTICLE 1

General Provisions

SECTION 1. Short Title. — This Act shall be known as the “Ecological Solid Waste
Management Act of 2000.”

Approved on January 26, 2001

The Ecological Solid Waste Management Act of 2000 (Republic


Act 9003) was approved on January 26, 2001, and came into
effect on February 16, 2001. Created because according to
United Nations Environment, program Philippines are the 4 th
Producer of waste.

Penalty;

- Littering of waste in an area can get a fine of 300 to 1k or


1-15 days of community service or both.
- Burning can range from 300-1k or imprisonment of 1-15
days or both.

- Causing or permitting the collection of non-segregated can


range from 1k-3k or imprisonment 15days-6months or
both.

The ecological solid waste management program of the


Department of Environment and Natural Resources-
Environmental Management Bureau (DENR-EMB) aims to
ensure the protection of public health and the environment
through a systematic, comprehensive and ecological waste
management.

- Local Steams could become polluted with toxins seeping


through the ground from the landfill site.

- Once the site has been filled it might not be able to be


used for redevelopment as it might be too polluted.

- Dangerous gases are given off from landfill sites that


cause local air pollution and contribution to global warming.

- Perceived threat to junk shop and small supervised


collection.
- Direct handling of solid waste results in chronic diseases
among the waste workers.

- Exposure to hazardous waste can affect human health,


with children being more vulnerable t these pollutants.

and used for generating power.

- Waste-to-energy (WTF) plant: A facility that uses solid


waste material (processed or raw) to produce energy.

- Land Site is a cheap waste disposal option for the local
