SOLID WASTE
Solid waste means any garbage, refuse, sludge from a wastewater
treatment plant, water supply treatment plant, or air pollution control
facility and other discarded materials including solid, liquid, semi-
solid, or contained gaseous material, resulting from industrial,
commercial, mining and agricultural operations, and from
community activities

GENERAL OVERVIEW
An act providing systematic, comprehensive and ecological waste
management program that ensures the protection of public health and
the environment.

Describes solid waste management as a discipline associated with the


control of generation, storage, collection, transfer and transport,
processing, and disposal of solid wastes.
HIGHLIGHTS “the Philippines has managed to
build only a total of 108 sanitary
landfills nationwide, or 10 percent
of what is actually needed, and a
far cry from the estimated 1,700
requirement for the proper disposal
of garbage, an official of the

Resources and Effects
WHY CONSERVE?
Human activities contribute significantly in waste management.
Recognizing the effects of improper treatment to waste the
following are some of the adverse effects:

• Clogs storm drains causing flood


• It is a man-made source of greenhouse gases
• Burning of waste contributes significantly to
• urban air pollution
• It has mutagenic and carcinogenic effects
• Generates leachate that seep into the ground
• thus polluting surface and ground water
• Contributes to marine debris

The State shall protect and advance the right of the people
to a balanced and healthful ecology in accord with the
rhythm and harmony of nature.

WHO TO CONSERVE?
The Environmental Management Bureau (EMB) shall be the primary
government agency under the Department of Environment and Natural
Resources (DENR)
• to formulate, integrate, coordinate, supervise and
implement all policies, plans, projects and activities
relative to the prevention and control of pollution as
well as the management and enhancement of
environment.
• In partnership with stakeholders, the law aims to
adopt a systematic, comprehensive and ecological
solid waste management program that shall ensure
the protection of public health and environment. The
law ensures proper segregation, collection, storage,
treatment and disposal of solid waste through the
formulation and adaptation of best eco-waste
products.

Role of LGUs
SECTION 10. Role of LGUs in Solid Waste Management. — Pursuant
to the relevant provisions of R.A. No. 7160, otherwise known as the
Local Government Code, the LGUs shall be primarily responsible for
the implementation and enforcement of the provisions of this Act
within their respective jurisdictions.
• Segregation and collection of solid waste shall be
conducted at the barangay level specifically for
biodegradable, compostable and reusable wastes:
Provided, That the collection of non-recyclable materials
and special wastes shall be the responsibility of the
municipality or city.
