Strengthening the Rehabilitation program and Social Capital as part


after release program of women offender in Muntinlupa City

A. Introduction

The women offender is falling within a low type of crimes, and this offender are

usually having life experiences e.g. domestic violence, child abuse, drug abuse and

mental illness. As they enter criminal justice system, they are vulnerable to

disadvantages such as not meeting their needs accompanied with less skill of staff

assisting their rehabilitation since correctional institution was firstly created for men, the

craft is for men. In the study of College of Criminal Justice in the PLMUN, it concluded

that the chance of reoffending is high if rehabilitation process does not give after release

program.

In the Philippines, there’s evident fluctuation in the women as prisoner. In 2001,

the numbers of female prisoners are 3,324 it is a 5.3 % of the total prison population

and it’s 4.2 per 100,000 of the total population of the country. In 2005, the total numbers

of female prisoners are 7,706 it is 7.8 % of the total prison population and it is 8.3 per

100,000 of the total population of the country. While 2010, the total numbers of female

prisoners are 7,726 it is 8.1 % of the total population and it is also 8.3 per 100,000 of the

total population of the country. In 2016, the 12,658 were committed as total number of

women prisoners wherein it is 8.9 % of the total population and rate of 12.4 per 100,000

(World Prison Brief Data, n.d.). Another dilemma on women offender is congestion, in

Quezon City Jail alone, the congestion of women inmates’ increases in 1014 percent.

With Inquirer report, the 1200 women inmates’ shares space for 90 people in a two-

story facility divided in three dormitories (CMFR, 2018).

In the facts given above, the project is to augment the rehabilitation process of

women offender as well as establishing higher social capital that could aid women

offender in facing life again with a channel that could give them workable resources.

B. Objectives

To strengthen the rehabilitation program of women offender in BJMP Muntinlupa

and to monitor progress with wider social capital as well as workable resources in

keeping life again in the community.

C. Expected Accomplishment

EA 1. Improved rehabilitation program through the mission and goals of PLMUN

Extension Service

EA 2. Developed social capital over collaboration of the PLMUN extension service office

to the local government Public Employment Service Office (PESO)

D. Indicator of Achievement

IA 1. Increase rehabilitated women offender through mentoring and seminar workshop

within missions and goals of PLMUN Extension Service

IA 2. Increase social capital for workable resources of freed women offender

IA 3. Increase policy that can maintain the project mission and goals for women

offender

EA 1.1 Establishing joint memorandum agreement between BJMP and PLMUN

extension service

EA 1.2 Creating regular mentoring and seminar workshop for behavior modification as

part of rehabilitation

EA 2.1 Instituting joint agreement between PESO and PLMUN extension service

EA 2.2 Producing the market of the product with livelihood program of BJMP for women

offender

Funds

The budget to the project will be generated through fund raising and charity

contribution of the private individual/ group and non-government organization.
