1 INTRODUCTION
Design No Objection Certificate (NOC) is provided to verify the conformity of the design with current
legislation and authority requirements.
The objective of the Minimum Requirements for Design NOC is to define minimum information
requirements in order to obtain NOC from Lootah BCGas and implement a standard design
approach for LPG/SNG/NG Systems which includes the Gas Distribution System and Gas
Utilization System to be installed in commercial and residential type properties and to be connected
to gas infrastructure under Lootah BCGas Operation and Maintenance.
2 SCOPE
These guidelines have been produced to cover the minimum requirements for design and
application for NOC to Lootah BCGas. It shall be utilized by the Consultants and Developers in
Dubai for the Gas Utilization System design downstream of the Gas Distribution System.
Primarily, the Underground Distribution Systems under Lootah BCGas Operation and Maintenance
operate using LPG gas provided via Tank Farm facilities or Synthetic Gas (SNG – Only Palm
Jumeirah) which is blended LPG gas with air in proportions that match the same burning
characteristics of Natural Gas (NG). LPG fuel supplies can be replaced with NG supplies as they
become available. For this reason the design shall incorporate measures of the use of both LPG
and NG.

All designs must comply with UAE laws and regulations in addition to relevant national and
international standards (latest edition) relating to design of Gas Distribution and Utilization Systems,
in so far as they apply to the work including:
1. Dubai Municipality Rules and Regulations
2. Dubai Civil Defense Regulations
3. Developer Rules and Regulations
4. Relevant International Standards such as:
ISO – International Standards Organization
EN – European Norms
BS – British Standards
ANSI – American National Standards Institute
ASME – American Society of Mechanical Engineers
IGEM – Institution of Gas Engineers and Managers
NFPA – National Fire Protection Association
AGA – American Gas Association
Where deviations from the above standards are proposed detailed risk assessments are required
and shall be evaluated and approved by the appropriate LBCG Technical Committee.
Design NOC submission should consist of but not limited to the following:
1. Cover letter
2. Affection plan – 1 set + e-file
3. Copy of as-built infrastructure drawing (obtained from Gas Service Provider (GSP) –
LBCG prior to design)
4. Setting Out Plan Drawing – 1 set A3 + 1 set A1 + e-file
5. All Floor Plans – 1 set A3 + 1 set A1 + e-file
6. Schematic Diagram – 1 set A3 + 1 set A1 + e-file
7. Typical Details Drawing – 1 set A3 + 1 set A1 + e-file

With regards to complete verification of the received documents for compliance with the code
requirements and precise issuance of Design NOC, submission should contain but not limited to the
following:
6.1 General
All drawings shall be properly scaled.
All important distances to be shown clearly.
Pipe size and type to be indicated clearly besides the pipeline.
Gas system components shall be highlighted including dedicated shafts.
Legend should be presented on each page.

connection point. If there is no gas service connection for the particular plot, item
6.2.4 shall be followed.
All Customer (Primary) Meter Installation shall be installed in locations that are:
Easily accessible for inspection and meter reading.
Preferably on the outside wall at ground level.
Protected against physical damage, vandalism and the effects of severe
weather.
Well ventilated such that any gas venting or leakage does not result in gas
entering the building.
Positioned to minimize risk from possible interference or 3rd party damage.
Architectural camouflage details could apply but in strict compliance with
above requirements.

7.4.2 General
Customer Installation Pipework extends from the outlet valve of the Customer
(Primary) Meter Installation to the consumer appliances.
A Safety Shut Off Device (solenoid valve assembly) is required for each Customer
Installation Pipework. The solenoid valve shall be installed downstream the Customer
(Primary) Meter Installation as it could be in the same or separate enclosure, or
inside the building as close as practicable and within 2m of the point of entry of the
pipework into the building.
At the initial stages of building design and planning the designer/installer needs to
ensure that the Customer Installation Pipework connected to the meter outlet valve
are adequately designed in order to provide a safe supply of gas to the point of use.
The Customer Internal Pipework shall be designed to deliver at least the minimum
operating pressure of all connected appliances and to meet the maximum permitted
pressure loss requirement. In general these are as follows:
Where the operating pressure is 37 mbar (LPG) and 21 mbar (SNG/NG) the
maximum permitted pressure loss is 1 mbar.
Where the operating pressure is 75 mbar the maximum permitted pressure
loss is 10%.
Installation pipework in the buildings, downstream of any regulator operating at a
maximum of 21mbar (SNG) and max 37 mbar (LPG) should be copper.

An isolation valve shall be installed and should be inside the building as close as
practicable and within 2m of the point of entry of the pipework into the building.
LPG related safety equipment (i.e. solenoid valve, combustible gas detector, and
separate low pressure shut off) shall be installed to monitor the leakage and isolate
the gas supply.
Upstream of every kitchen appliance an auto shut off valve shall apply.
For more flexibility for the final installation of the kitchen appliances a flexible
connection specified for gas application should be considered.
It is essential that these requirements are incorporated into all building designs to
ensure building structures are able to accommodate a safe Gas Utilization System.
The design standards listed above in general reference natural gas lighter than air
fuel. The guidelines have been developed to include supplementary requirements to
ensure the safe use of LPG fuel which is to be used until such time as NG supplies
are available.
Pressure from the Gas Distribution System at the outlet of the Customer Primary
Meter Installation should not exceed 75 mbar.
Pressures from the Gas Distribution System at the outlet valve of the Customer
(Primary) Meter Installation in excess of 75 mbar shall be in consultation on an
individual basis with the GSP and only in cases where:
Riser pipework is external to the building and secondary pressure regulation
is deployed to ensure pressures within the building do not exceeding 75
mbar.
Commercial supplies require pressures in excess of 75 mbar.
Diversity should be taken into account when determining pipe sizes.
Pressure loss calculations and friction factor shall be in accordance with above
relevant standards. Equivalent lengths of valves and fittings shall be added to the
pipe length.
Expansion joints and flexible connections shall be considered to avoid unacceptable
stresses being inflicted on any riser, dropper or lateral pipework.
Riser, dropper and lateral pipework should be a minimum of 400mm away from any
electrical line and a minimum 150 mm away from any electrical instrument.
Pipework shall be supported adequately along its entire length.
Steel pipework shall be of schedule 40
Gas sensors in all confined space where the gas pipe is passing through, for
example: in areas within false ceiling of the kitchen and corridor etc. as well as void
spaces which are confined or any pipe in pipe system.
Pipework above ceilings or in voids shall have pipe in pipe arrangement and gas
detection equipment linked to a safety shut off devices capable of monitoring and
shutting off the pipework supplying that area.

7.6.2 Risers/Droppers
7.6.3 Laterals
Laterals pipework should include the provision for any expansion of the riser or
dropper pipework.
Laterals feeds from riser/dropper pipework should directly enter into a meter area
inside kitchen and shall not pass through or penetrate through the apartment area.
Gas tight seals shall be required between the building and the duct or shaft
containing the dropper pipework to prevent gas entering the building.
For consideration O&M a unit isolation shall be considered to allow for positive
isolation during unit activation/deactivation.
Ducts or shafts used to convey gas pipework in buildings shall incorporate the following
requirements into the design:
Ventilated by means of both an open to sky and base level opening that will direct
any leakage to outside the building
Sealed from the building such that gas leakage into any duct shall not be able to
enter any part of the building other than the duct/shaft.
Fitted with sealable access panels to enable operation and maintenance activities to
be undertaken at pipe connection areas.
Fitted with a gas detection system at suitable locations (refer to section 7.6.6)
Shafts dedicated for gas distribution system in low rise buildings shall be 1 hour fire
rated.
Shafts dedicated for gas distribution system in high rise buildings shall be 2 hours fire
rated.

Gas detection equipment shall be installed in pipe in pipe systems and any other
areas where there is a potential for gas release inside building.
The gas detectors should be installed at regular intervals and connected to safety
shut off devices that are strategically placed to isolate the section of pipework that
the gas detector is monitoring.
The coverage range from both sides of the gas detector to be considered as per
manufacturer specification or 20m for pipe-in-pipe applications.
To avoid isolating areas not affected by fault conditions, consideration should be
applied to zoning gas detection and safety shut off system.
Combustible gas detector linked to a solenoid valve and separate low pressure shut
off shall be installed in areas where appliances are connected to monitor leakage and
isolate the gas supply to that particular area.
Location of gas detector for LPG should be at low level 300mm from floor or bottom
(for shafts) level.
Location of gas detector for NG should be at high level 150mm from false ceiling
level, provision for the same should be incorporated into the design.
The electrical connections for residential kitchen where no Gas Control Panel (GCP)
is applicable shall follow the equipment manufacturer schematic or following logic:
power supply to be provided to gas detector, connection cable 2C+E,1.5mm from
gas detector to Emergency Shut Off Switch (ESS), connection cable 2C+E,1.5mm
from ESS to Safety Device – Solenoid Valve. If more than one gas detector is
required, every additional gas detector shall be installed inline upstream the ESS.
For commercial and multi residential gas applications each gas detector to be
connected either directly to GCP (conventional type) or inline (addressable type).
Separate connection to be provided for ESS and solenoid valve.
All cables for Gas Detection System shall be Fire Protected type.

For consideration O&M recommends that you be aware of DCD requirement for
separate communication provision to DCD (exclusive of fire notification). This is
being selectively enforced now but could be mandatory in the near future

Gas pipe shall not be installed adjacent to pipes and vessels containing Flammable,
Oxidizing, Corrosive and other hazardous materials.
Emergency Shut off switch location should be outside kitchen near to exits.
Where there are two or more exits for the kitchen, at least two emergency shut off
switches should be provided in separate locations near to exits.
8 NOTES
1. Design NOC submissions not complying with listed requirements in Section 4 will be
rejected.
2. Design NOC will not be granted if provided design is not according to the code
requirements listed above.
3. Resubmission with incorporated comments shall apply for issuance of NOC.
4. Application will not be accepted without the accompanying fee according to Section
5.9.
5. The application fee is not refundable.
6. For areas where there is no gas distribution network such as Jumeirah Park but
LBCG NOC is requested from Nakheel, no NOC fee will apply.
9 SUMMARY
The foregoing is a summary of the various types of installation utilized or encountered by LBCG as
a major Gas Utility. The objective is to provide requirements for NOC submission and to define
some of the terminology and basic rules applicable to those installations.
