I. Introduction/Mind-map
Modernization of PNP

Police Officers are the source of safety for the general public. They are the professionals who
respond to local threats and emergencies. They help to keep criminals off the streets, and work to
protect citizens and their communities from harm. Through the years, criminals become more
aggressive and more strategic in committing crimes. In this topic, we can discuss the three basic needs
of a Police Officer that we need to modernize to become effective and efficient in rendering service to
the people these are the Move, Shoot, and Communicate capabilities.

According to Senate Bill No. 1544 introduced by Senator Lacson, the PNP is at the forefront of
ensuring peace and order and public security, there exist challenges that restrain the organization’s
delivery of police services. Such bottlenecks include, but are not limited to, insufficient funding support,
inadequate if not lack of up-to-date equipment, and a tedious procurement process. In addition, recent
events have exposed the risk and vulnerability of our country to domestic threats, transnational
organized crimes, and even foreign extremist networks. With the increasing demands of the modem
society, it is therefore paramount to implement a modernization program for the PNP with the end view
of transforming it into a highly efficient, capable, and competent national police force.

The primary components of the PNP Modernization Program include organizational and human
resource development, infrastructure and facilities upgrading, and equipment acquisition and
technology development. This measure is also geared at strengthening the organization’s procurement
system and procedures, and providing necessary funding support in line with the objectives of the PNP
reorganization and modernization program.

In line with R.A 7898, Sec 12 modernization of the arsenal, the modernization of the government
arsenal, for the development of production capabilities to enhance self-sufficiency in defense
requirements, shall be part of the AFP modernization program. The government arsenal shall be
effectively utilized in the production of basic weapons, ammunition, and other munitions for the use of
the AFP and the Philippine National Police (PNP), and for the sale and export of products in excess of
AFP/PNP requirements. The government arsenal may use such production facilities as it may own or
be provided with under this Act or as it may arrange, under a joint venture, co-production, or similar
agreements with local and foreign entities.
II. Theory of Change

1. INPUT:

Strengthening and enhancing our mutual relationship with allied countries in preventing and
fighting crimes for the security of the people.

2. OUTPUTS:

2.1. Police Officers can adopt the ideas, strategies of a developed country and used it as their basis of
improvement...

2.2. Police Officers can cross train to other countries to enhance their skills and be more efficient in
rendering public service to the people.

2.3. Can purchase or request high technology equipment to other country to improve the performance
of duty.

2.4. Request for allied forces if needed can be done without any further consolidation.

2.5. Increase of Standard in selecting Police Officers.

3. OUTCOMES:

3.1. Better Police Service;


3.2. Better Community in terms of Safety and Security;
3.3. Fast and accurate in solving crimes, and
3.4. Lowering the crime rate and crime statistics.

4. IMPACT:

The best version of a Police Officer which is highly competitive, equipped with skills and trainings
and can manage any situation and the highest integrity for an officer for better and safer place to live
with.

IV. Discussion
One of the reasons why our police has a low morale is because of lack of proper support from
the government. The last administration had seen the needs of upgrading the equipment, infrastructure
and facilities upgrading and the communication technologies development and somehow made a
difference from the previous administration. With that being said, we still lack enhance allied country
military exercises to get our police and army proper knowledge and skills that can be useful in times of
difficulties. Having military exercises with allied country not only making them knowledgeable and
skillful but it also enhances the quality of the next generation police in our country by adopting their way
training, ideas and strategies from first world allied country such as US, Israel and more.

V. Recommendations

1. Rigorous review, approval, and full implementation of senate bill 1544. An act providing
for the modernization of the Philippines national police, Appropriating funds therefor and
for the other purposes
a. Capacitate the PNP personnel in community support program.
b. Prioritization of PNP projects, and procurement of military and police equipment.
c. Uplifting the welfare and rights of the people and securing the peace and order.

2. Continuous US-Philippine joint training


a. Awaken the spirit of Bayanihan among the police workforce
b. Strengthening the police forces on field while fulfilling their respective duties in protecting
communities against insurgent and outlaws.
c. Enhances their expertise and attitudes in conducting non-traditional and traditional
activities.
3. Upgrading and continuing development of Facilities:

a. camps, buildings, police stations and police community precincts and support facilities for
administrative, investigative, and operational services such as but not limited to crime
laboratory, communications systems, research and development centers, training
institutions, medical and dental facilities, and quartering facilities that are secure,
sustainable, gender sensitive and disaster resilient.
b. Development, procurement, and management of information and upgrading of facilities
to support regulatory functions; communications technology systems and automated
systems to ensure integration and effective coordination.
c. Upgrading and procurement planning, and continuous acquisition of modern equipage for
effective PNP capabilities such as but not limited to munitions and related items,
transport, communication equipment, intelligence, investigative and forensic equipment,
information and communications technology, and other mission-essential equipment.

VI. Conclusions
The Philippine National Police is one of the most important branch in our bureaucracy.
Enhancing them must be one of the top priority of our country. Government should focus more on our
police, what their needs be, their families, their arsenal, their compensation. We get good police then
we get a better life. Good police officers can lower the crime rate in our country and with proper training
and elite skillset they can defend the people of the Philippine whenever wherever from whoever it may
be. Our community will be more secured and comforted knowing that they have good police who is
versatile and has a lot of proper training experience guarding them all time around. Modernization of
our national police is as important as making our economy grow. Even if we can make billions of dollars
a year yet the government is not really taking care of these people who gave their lives to defend their
countrymen then all those money will be wasted on crimes and notorious people that are harmful for
the society and the country itself.
