1. People and physical security

All personnel (employees, contractors, visitors) and property must be protected against material security risks,
including the unauthorised entry of people and contraband onto BHP Billiton sites.

 Identify material security risks and implement preventative controls.


 Manage security risks through an authorised Security Management Plan.
 Comply with authorities (Appendix 1).

2. Public or private security providers

Public or private security agencies who provide support to BHP Billiton must comply with the requirements and
intent of the Voluntary Principles on Security and Human Rights.
 Comply with authorities (Appendix 1).

3. Weapons management

Firearms must only be deployed under a set of approved rules of engagement, where required to protect human
life or for stewardship requirements such as injured livestock management.

 Comply with the International Association of Oil and Gas Producers Use of Force and Firearms principles
when defining rules of engagement criteria for firearm use.
 Comply with authorities (Appendix 1).
 Register and store firearms and ammunition securely to prevent theft or unauthorised access. Legislated
firearm storage standards must be met.
 Train firearms users in firearms safety and ensure they have the required statutory licences.

4. Explosive remnants of war

Where an Explosive Remnants of War (ERW) threat has been identified, technical ERW risk surveys and
associated ERW activities must only be undertaken by approved ERW service providers.

 Conduct ERW-related activities in accordance with the United Nations International Mine Action
Standards and (where available) the National Mine Action Standards.
 Comply with authorities (Appendix 1).
 Manage identified ERW risks through an authorised ERW Management Plan.

5. Kidnap, ransom and extortion


Kidnap, ransom and extortion (KRE) risks must be prevented or impacts mitigated through a set of controls and
response procedures as defined by a KRE Management Plan.

 Define preventative controls and response procedures to mitigate the KRE risks.
 Comply with authorities (Appendix 1) and ensure document confidentiality.
 Report any kidnap and extortion threats and incidents immediately to the BHP Billiton Emergency and
Crisis Centre (ECC) via the 24 hour hotline (+44 (0) 20 7630 1001).

6. Crisis and emergency management

Crisis and emergency risks that have potential material impact on the business must be managed in accordance
with its severity and supported by the development of a Crisis and Emergency Management (CEM) Plan.

 Designate Field Response Teams (FRTs) who are equipped and resourced to physically control
incidents to report to the Incident Management Team (IMT).
 Designate IMTs who are equipped and resourced to manage the response to any emergency or
incident to report to the Emergency Management Team (EMT).
 Designate an EMT at Customer Sector Group (CSG) level to liaise with Group Management
Committee (GMC) owners and ensure the IMT is resourced. The EMT must be equipped and resourced
to manage the business response to crises and emergencies.
 Crisis and Emergency Management (CEM) Plans must be developed at IMT and EMT levels,
authorised (Appendix 1), and include:
– Asset description, including reference information (for example, photographs, drawings).
– Descriptions of team member roles and responsibilities.
– Emergency response contact lists.
– Procedure to activate crisis and emergency management response that includes:
 incident and potential incident severity levels at which IMT and EMT must be mobilised and
notification of GMC Owner;
 mobilisation of IMT and EMT through the ECC.
– Procedures to respond to risks that have a potential material impact.
– A medical emergency procedure that identifies medical support staff and response personnel,
equipment, patient transportation including criteria for medical evacuation, medical facilities, response
escalation and ongoing case management.
– Internal and external stakeholder Communication Plan.
 EMT, IMT and FRT members must complete training as listed in the table below:
