The Emergency Imperial Council

Individual Directive
COVERT
Authored by – Commander of Task Force 317
Aim: To expand the influence of the People’s Revolutionary Army (EPM
Argentina) in the Mendoza Province and the neighbouring regions
(NOTE: THIS IS ONLY THE SECOND PART OF THE LARGER DIRECTIVE DEDICATED TO THE
MAIN OBJECTIVE OF OVERTHROWING THE ARGENTINIAN DICTATOR)

Resources required: Nil (any resources that will be required in future will
be provided by the Chilean military or the EPM)

Plan of Action:
 With the town of Tunuyán being used by the No.44 commandos of the
third commando battalion as the base of further insurgency operations,
their focus quickly shifts to increasing the influence of the EPM across
the Argentinian countryside;
 For this, commandos in groups of three’s along with two EPM rebels will
track down the veterans of the infamous ‘Dirty War’ of 1975-76;
 These commanding veterans, who have very good military skills and
commanding techniques will be persuaded to once again join the EPM in
its fight against the Military junta;
 According to Chilean intelligence (which constantly updates the
commandos) and EPM sympathizers, the locations of some of the
veterans are as follows- Lujan de Cuyo, San Rafael, General Alvear,
Malargue and Rincon de Los Sauces;
 Groups consisting of three commandos and three EPM rebels each will
be led to Lujan de Cuyo by Sgt. Tristian Zachary, San Rafael by Cpl. Bill
Taylor, General Alvear by Cpl. Sebastian McMillian, Malargue by Sgt.
Rowie Yorkins and Rincon de Los Sauces by Sgt. Harry Gilbert;
 All of them will be constantly updating Captain Herbert Gunter (who will
be operating from Tunuyán for the time being) via CHIT radios during
their missions;
 Once these veterans are convinced into joining the ranks of EPM, they
will act as the rallying points through fiery speeches and other
propaganda for more recruitment drives in the Mendoza and in the
provinces of San Juan, Cordoba, La Rioja, Catamarca, La Pampa and
Santiago del Estero;
 Also, city areas should be avoided in the Cordoba and Santiago del Estero
should be avoided due to the heavy military presence in those cities;
 The recruitment drives will be successful because the rural population
bears the major brunt of the junta’s repression in Argentina and Socialist
sentiments in the country side have always been high;
 A steady supply of arms and ammunition shall be entering Argentina
through the route the No.44 commandos had chosen to sneak into
Argentina;
 The porous borders will allow the arms and weapons to be smuggled in
for a long time without being detected;
 Ex rebels who had also been a part of the previous fights against the
government in 1976 shall also be called;
 These recruitment drives will be done carefully so as to not mistakenly
alert the Argentinian authorities;
 The number of volunteers who are willing to join the EPM is expected to
be high, so training camps will set up in various areas where there is little
to no military presence and where there is a large volume of volunteers;
 These camps shall be led by the veterans of the ‘Dirty War’ where arms
training will be given to the new recruits;
 Once a good number of recruits have been given adequate training, the
veteran commanders will be later tasked with the capturing of several
small towns in the nearby provinces.

Expected Outcome: The bolstering of the EPM and its increased

influence in Mendoza and the neighbouring provinces due to the
mass recruitment drives, through propaganda and the fiery and
motivational speeches of many of the veteran commanders.
