As a group, we had made meetings to select
appropriate problem solving title for our final year
project, and based on the problems described next,
we have decided to choose online cost sharing
system for WCU by considering the following points
as rationale for choosing:-
1. To serve our first university by our knowledge that we
have gained from this university.
2. To solve this real life problem, because if it was not
solved, it becomes the problem which can influence our
education life in future.
3. To put this new project to work for Wachemo university
and introducing it at universities at country level by making it
that solves real problems if we get supporting body.
Cost sharing is the system that includes the
agreeing, receiving, sharing and managing
information related to cost of the students
serviced during the time studied in the
university. In this system there are several
stakeholders such as student, registrar,
revenue ministry, education ministry, revenue
ministry, finance and cost sharing officers. All
of those are the users of the our proposed
system and each of them with their specific
roles on the system.
By observing from one of our team members brother
who was graduated from Wachemo university in 2011
E.C , when he had needed to start his Master's degree
in another university and at that time he has paid his
cost sharing debt at his home(nearest) regional
revenue office, after paying to regional revenue office
he was required to take support letter that contains his
payment details and request for his original certificate
of graduation from that office and travel to Wachemo
university from his home, after coming to university,
he was stayed three days at Hossana city, waiting for
the officer to submit the letter, the only issue to travel
from his home to Hossana is for submitting the letter
written by regional revenue office.
After submitting he has returned to his home
and his original result was responded along
with post office service.
From this real life problem statement we found
the following main problems:-
1. He has spent much time for single purpose.
2. He has spent much cost.
3. He was vulnerable for accident related to road
transportation.
4. He was stayed without any work in that three days, this
also leads to unproductiveness by individual level and also
it can degrade the economy of the country.
Another critical additional problems that occurs due to
current manual cost sharing system are:-
Students are registered manually with missed data
report.
It creates wastages of material .
There is data redundancy due to unorganized working
of cost sharing process .
It requires more manpower to process the cost share.
Unauthorized body may sign cost share form.
Transportation problem for graduated students.
Lack of security
The student wastes time to get cost share form paper
from department office
By understanding all those above-mentioned
problems, by analyzing, designing and
implementing online cost sharing management
system we will solve those problems with
appropriate and secured system.
General Objective
The general objective of this project is to
design, develop and implement an automated
online cost sharing management system for
Wachemo university that replaces the existing
manual system.
Specific Objectives
Specific objectives that we use to achieve above
mentioned general objectives are listed as follows:-
Gathering requirement by using appropriate requirement
gathering methodologies.
Analyzing those problems to get appropriate solutions.
Making a plan that must go with our project.
Designing UML diagrams and use-case documentations.
Preparing safe document that helps to implement our
system.
Preparing database that is accessible with our system.

Understandability: -there is help mentioned
in our first page for the system users.
Security: -OTP verification, session control for
login, session control of roles, strong password
validation, database security.
Responsiveness: -responsive among several
devices like laptop, smart phones…
Performance: -fast response time if there is
internet connection.
Error-handling: -Displays proper error
message.
Availability: - our system is available 24/7 where
ever the internet connection presents.
Reliability: - proposed OCSMS would be reliable
for the users without any kind of interruption and
can also support concurrent users to access,
retrieve and update the central database
Portability: -our system is web based system, the
main reason to make it web based system is make
it portable between several different software and
hardware devices that supports web based
technology.
Integrating our system with bank systems to
make it directly supports payment from bank.
Introducing automated cost sharing system for
another universities in the country.
To make it more attractive by modifying some
interfaces based on the review with experts
and different software professionals.
To put it on work in the university.
The number of higher educational institute in
Ethiopia is becoming more increasingly ,so to
reduce wastage of resources and man power
(effort) the higher educational institute should
use web based cost sharing management
system.
