Understaning EE&C
vEnergy conservation is basically using less energy & is usually associated
with behavioral change that results in not using energy at a time when
one might normally do or some sort of cut down in utility level.

vEnergy efficiency, however, refers to the reduction of energy use for a


given service or level of activity by enhancing energy productivity &
squeezing the maximum out of every unit of primary energy.
EE&C: Approaches

vSupply Side Energy Efficiency (SSEE)

vDemand Side Energy Efficiency (DSEE)

SSEE is achieved by decreasing energy losses in the supply chain while


DSEE is aimed at consuming less energy for the same level of service.

1. There are many fan manufacturers / importers still produce or import fans which have less service value
than what was prescribed by PWD.
2. There are few manufacturers who manufactures or imports energy efficient fans in Bangladesh. Few
brands have a range of BLDC fans available in Bangladesh market.
3. It may be difficult to promote the use of energy efficient fans immediately due to following reasons:
a. Limited number of manufacturers of BLDC fan in Bangladesh market
b. High investment cost of BLDC fans available in Bangladesh market
c. Many fan manufacturers in Bangladesh manufacture fans with service value above 3.5 (as specified
by PWD), however, the service value remains below 4
The import policy may be amended for fans by restricting the service value above a certain
threshold, e.g. restrict import of ceiling fans with service value of less than 6.

Incremental Cost Analysis
The payback period for the additional expenditure is lucrative for procurement
as per the incremental cost analysis has been prepared and tabulated below:

It is observed that the payback period for the additional expenditure is lucrative for
procurement. It may also be noted that in the nearby regions, super-efficient Air Conditioners
having EER ranging from 4.45 to 4.75 are available with marginal increment in the costs.
Thus, an upgradation of PWD SoR technical specifications and prudent policy measures in
procurement of appliances will benefit the nation in the long run
