ABSTRACT

A logbook is an efficient way to store data of

individuals; however, when swamped with people, data stored

can be erroneous which is not an option when handling

visitors of inmates. The researchers created this project to

address that problem using a website and QR codes. Gathering

data and making sure that the inmate’s identities were a

priority of the researchers. The waterfall methodology was

utilized and from planning up to testing was meticulously

executed. The users gave satisfactory feedback.

DEFINITION OF TERMS

 Administrator – a person who is responsible for

maintaining the operation of the system and the only

person who has the authority to manage the system.

 Automated System — programmed to work automatically

without the need of human operator that provides

information.

 BJMP — short for "Bureau of Jail Management and

Penology", serves as our respondents, providing us with

information for our study.

 Contact tracing - is the process of identifying,

informing, and tracking people who have had close

contact with someone infected with a virus.

 Database backup — to provide a backup database in the

situation that the main server fails.

 Input - gathered information or data from the visitors.

 Jail Personnel - a person tasked with screening

visitors before they enter the facility.

 Manual system - is a process of making a list to keep

records using pen and paper.

 Output – the result of visitor records and information

from the visitors and PDL’s.

 QR code - they will use it as their main pass every

time they visit the facility.

 Static Report - this report will assist BJMP personnel

in monitoring inmate visitors on a monthly basis.

 Users - is the person who is intended to use a computer

system after it has been fully developed and

configured.

CHAPTER I

THE PROBLEM AND ITS BACKGROUND

1.1 INTRODUCTION

The modern world has been rapidly developed to this day

as a result of technological advancement. An “automated or

computerized system” is one of the useful modern

technologies that have been evolving. It is now used in a

variety of fields such as organizations, industry,

communication, businesses, science, and now even the ancient

learning experience has been changed to digital techniques.

As of this days, Covid 19 has been spread that every

people may affect their human living and also it affects

them on how they are going to visit their family, friends,

relatives and love ones who are in jails.

Using manual logbook during visiting hours can delay

the entry of visitors because they need to wait for their

turn to write their basic information. According to Nick

Rivett (2020), “A visitor logbook is an essential tool that

helps capture who is coming in and going out at your office

facility. It is a record book that keeps track of the

visitors on site, their identity, the company they

represent, who they came to visit, the purpose of coming in,

contact details, time in and time out.”

Contact tracing is a process of identifying, informing,

and tracking people who have had close contact with someone

infected with a virus, such as a coronavirus disease 2019

(COVID-19); these people are at a higher risk of infection

and transmission. Contact tracing can help people understand

their risk and limit the virus's spread. QR codes is a

barcode which they need to scan in their smartphones that

will track them and a type of place digital contract tracing

strategy.

The researcher aims to develop a Visitors Digital

Logbook and Contact Tracing using QR Codes for BJMP Cagayan

to be use by the agency, to secure safety, monitor visitors

and generate data reports on jail users and visitors. It is

a huge benefit especially in the workplace of the Bureau of

Jail Management and Penology for making the work of the

personnel to keep track of the visitors' data simple and

efficient.

1.2 PURPOSE AND DESCRIPTION

The purpose of this study is to design and develop a

Visitors Digital Logbook and Contact Tracing using QR Codes

for BJMP Cagayan.

The Visitors Digital Logbook and Contact Tracing using

QR Codes is an automated system where the visitors will scan

the QR codes in their smartphone that will track them and to

provide accurate and reliable updates and to enhance

people's awareness about the BJMP safety rules.

1.3 OBJECTIVE OF THE STUDY

Generally, the project aimed to design and develop a

visitor’s digital logbook and contact tracing using QR codes

based on the status of the manual logbook in accepting

visitors in the jail premises and specifically:

1. To determine the feasibility of developing automated

system for the organization based from the data

gathered.

2. To develop the logical and physical design for

visitor’s digital logbook and contact tracing using QR

codes for BJMP Cagayan

3. To develop an automated system based from the developed

logical and physical design

4. To keep track of visitors’ time stamps in entering and

leaving the facility.

1.4 SIGNIFICANCE OF THE STUDY

The concepts and findings incorporated in this study

are beneficial to the following:

Visitors – The result of the study will give the

visitors the assurance that the information they provide

will be kept securely in the database, and it saves them

more time as they only need to register once.

Jail Personnel’s – The result of the study will help

the Jail Personnel to record the whereabouts of the visitors

coming in and out from the facility in more organized and

secured manner.

Researchers - This study will help the researchers to

increase their knowledge and skills in programming as future

programmers, and to enhance their potential about the

preparation and the validation of the work system.

Future researchers - This study will help the future

researchers as they conduct related inquiries and serve as

reference if they wish to pursue the similar study.

1.5 SCOPE AND LIMITATIONS

The scope of this study is a Digital Logbook for BJMP

that will provide an effective and reliable information in

order to produce adequate quality of service and to protect

the visitor’s record. It is a Digital Logbook where it

enhances the reliability information and prevent errors due

to its manual process. The personal information of the jail

visitors can be added, edit, updated and deleted using this

system. This is limited only to the BJMP Cagayan. The QR

code generator will not function if there is no network

connection, it is for local use and it cannot be available

online. The logbook is designed for Visitors only and no

information shall be recorded for the inmates.

CHAPTER III

METHODS AND PROCEDURES

3.1 Software Design, Products and/or Processes

The proponents employed Royce's (1970) waterfall model,

which depicts the software development process in a

sequential, linear flow. As a result, the user can only

start the following development when the prior one is

finished.

Planning phase

Planning is a very essential process in every system to

identify its goals or objectives to be achieved; The

researchers recognized, diagnosed, and defined the problem.

This phase lays the groundwork for further study and the

stages that followed. To clearly understand the present

system, learn what is needed, and discover the shortcomings

or faults that need to be corrected or modified.

Analysis phase

In this phase, the researchers gathered and processed

all the data information that having from the time of

interview of the client which is the BJMP Cagayan. The

researchers conducted research for idea in the internet on

what they are going to do to make the system successfully.

They analyzed what they are going to do on the system and

what are the steps that they are going to take.

Based on the responses gathered in the survey

interview, the pre-pandemic processes of BJMP in accepting

visitors include the visitors accomplishing the logbook at

the gate and presenting an identification card. The duty

personnel will check if there is any deadly weapon carried

by the visitor. After that, they will proceed to the

facility. They will allow only the immediate family as

visitors and oblige the Persons Deprive of Liberty (PDL) to

give them three names from the immediate family members to

be their regular visitors. As of this pandemic, there's no

memorandum coming from higher ups allowing visitors inside

jail premises and they are not accepting any visitor to

visit the PDL due to the CoViD-19 pandemic. This is to avoid

the spread of virus inside the jail premises, but as to

private individuals, they are allowed upon the approval of

the regional Inter-Agency Task Force (IATF) and must

strictly follow the standard protocol set by the national

headquarters. Furthermore, they implemented E-Dalaw through

call and video call to the PDL. They keep the records of the

visitors through manual process and the details provided by

the visitors will be used for contact tracing and they are

required to present valid identification card to the

visitors to avail a visitor’s pass. Due to pandemic, the

visitors that allowed to enter the jail premises each Person

Deprives of Liberty (PDL) has limited into five (5) persons

and for those high-risk is two (2) persons only but their

present system is capable in handling and recording an

accurate data which still needs improvement and automated

system is better. They will also consider an automating

system that will benefit to the jail and bureau record

management especially to the jail personnel assigned in the

record keeping. The features they want to be included in the

system are log in and log out services, visitors’

information, administration system, database back-up,

monitors visitors and list of visitors and static report.

Designing phase

The hardware and device specifications, such as data

layers, programming languages, network infrastructure, user

interface, and so on, were defined at this part of the

design process. This aids in determining the overall system

design.

Development Phase

The system that will be developed is to reach the need

of the client or the company specifically BJMP Cagayan to

have a Visitors Digital Logbook and Contact Tracing using QR

Codes. All the information that has been gathered and

analyzed that the researchers create will be the face of the

system and after that, hard coding will follow, creating

table and creating data flow. The researchers are working

for the system and it is the stage for organizing the

documentation. This phase will measure what the researchers

have done and what are the development of the system.

Testing Phase

Processes for preventing and detecting system defects

in order to reduce software development risk, time, and

cost. As a result, completing various sorts of testing is

critical in order to detect flaws in the programs prior to

their execution.

Implementation Phase

After the testing phase run successfully this would be

the time that the researchers take actions to implement the

system. The researchers will coordinate with the client to

implement the system.

Maintenance Phase

In the maintenance phase the system needs maintenance

before end of the semester to update system and to see

further what needs to be added.

The system needs maintenance to maintain the

functionality and to have the correct information regarding

the visitors and its QR code. The admin can also update,

add, edit or delete information’s that are not needed. This

purpose is relevant for the maintenance of the system which

can be offered functionalities and performances of the

system and every time that the client will address the

researchers in updating and enhancing the existing system.

3.2 System Architecture

This showed the representation of the system

architecture of the proposed study which defined the

structure, behavior, and more views of the system. (Shown in

Appendix D, Figure 1.1).

3.3 Conceptual Design

To overcome the limitation in the conventional system,

the researcher proposes Visitors Digital Logbook and Contact

Tracing using QR Codes for BJMP Cagayan. While the world

waits for a vaccine, employers, organizations and even

governments are concentrating on their COVID-19 safe plans

in an attempt to protect staff, customers and visitors from

infection and to stop the spread of Corona Virus. For the

aged care sector, hard-hit hospitality area and other COVID

exposed businesses, this means gathering the required

contact information from visitors and staff for the purposes

of contact tracing. Some of other businesses does not

strictly require under a path or order to keep contact

information in any event using contactless check-in as part

of their COVID risk management plan. As a researcher, they

have seen throughout this pandemic, it is often mobile

technology that is used to help people with data collection

and contact-tracing. The newest sample of this is the

production of the use of QR codes for contactless log in. A

QR code is an effective bar code that is read by a

smartphone camera or any QR reader app. When the visitors do

not have a QR codes, the first thing to do is to register in

the system after the registration they will going to

generate their QR codes and the QR codes that they generated

are the ones they will use as a main pass in every time they

visit the facility. When they have already a QR codes, they

will go to the scanner then scan their QR codes and it will

save in the database that the visitors will visit at this

time, or this day and it will generate a report on who is

the visitors today and who they are visiting. The collected

information is then used to classify a visitor or staff

member that may have a connection to a COVID patient and on

appeal disclosed to health authorities for contact tracing

purposes. Entity Relationship diagrams is used to model and

design relational databases. (Shown in Appendix E, Figure

2.1, & Figure 2.2).

3.4 Cost-Benefit Analysis

The table shows the cost and benefits analysis of the

proposed system and how will the beneficiary gain the fruit

of their expenses.

3.5 Requirement Analysis

The analysis of the current system to identify the flow

of the data between the entities involved is presented

through the Data Flow Diagram used in this study. Data Flow

Diagram (DFD) represented the flow of the data through the

system from one entity to another and also the major task

associated with the transformation of the data. The data

flow diagram and use case diagram are shown in Appendix F,

Figure 3.1, and Figure 3.2.

3.6 System Flow Chart

The System flow chart diagram is a graphical

representation of the relation between all the major parts

or step of the system as are shown on Appendix G, Figure

4.1, 4.2.

3.7 Block Diagram

This chapter defines the structure that shows a high-

level overview of a system to contribute for major parts of

the system, visualize inputs and outputs, and comprehend

system working relationships. (Shown in Appendix H figure

5.1)

3.8 Development and Testing

The researchers developed the proposed study with the

following programming tools: HTML, CSS, JavaScript, and PhP

for the user interface; and MySQL for the database. They

used Visual Studio Code for the code editor as well as

Apache for running the server.

After the prototype have developed, the prototype of

the proposed study will put through a variety of tests.

1. Alpha testing will be carried out at the developer's

location with the prototype digital logbook. In alpha

testing, developers can rapidly address major concerns or

fixes.

2. Beta testing is the final stage of the system's

development before it is released to the beneficiaries for

use. Beta testing is done on the product's end-users.

3. System testing is a type of testing that ensures

that the system functions correctly and efficiently before

it is put into use. The goal of a system test is to assess

the entire system.

3.9 Input and Output Report Analysis

This diagram was used in this study to show the main

process of the system, as shown in Appendix F, Figure 6.1.

The Input-Process-Output (IPO) diagram was shown

conceptually in the exhibit. 1) Input: This is the process

of receiving data or information from the users, and it

allows the system to perform any task. Process: this is the

conversion of input to output. 3) Output: This is the

outcome of the input processing.

3.10 Description of the Prototype

The system users are classified as the administrators

and visitors. The first step for the visitors who does not

have a QR code is to register on the system. After

registering, they will generate their QR codes, but before

they generate their QR codes, they will input the name of

the Person Deprived of Liberty that they are visiting, and

the QR code that they generate will be used as a main pass

every time they visit the facility. When they already have a

QR code, they will go to the scanner to scan their QR codes

and enter their temperature. Hence, it will be saved in the

database the visitor’s date and time of visit. Thus, it will

generate a report on who are the visitors today and whom

they are visiting. The administrator is the person-in-charge

in maintaining the operation of the system and the only

person who has the authority to manage the system. The admin

is the only one who can run the server, update, add, save,

edit, delete, and export the list of visitors through excel

files that are stored in the system. (As shown in Appendix

E).

3.11 Implementation Plan

a. Work Plan

The researchers will set a plan and process on what the

system needs to design and develop the features to meet the

requirements of the client. Also, to have a better

understanding between the researchers and the team, they

should communicate the improvement or enhancement in the

proposed study so that the researchers can share their ideas

for improving or enhancing the system before implementing

this proposed study. Through the work plan, there’s unity

and teamwork in achieving the goals of developing the

proposed study.

b. Resources and Accountabilities

The researchers need to ensure that in developing the

system, there’s a resource that will be needed like time,

dedication, and financial resources to achieve the

requirements of the proposed study because, through this, it

will determine the flow of the system and how the

researchers do their responsibilities in this proposed

study.

c. Risk Assessment

     Through risk assessment, this is the process where the

researcher should be used in identifying issues in the

potential risks and issues so that there are no issues or

problems when implementing the system in the client.

d. Quality Control

Quality control requires the efforts and procedures

that researchers put in place to ensure the quality and

accuracy of data in a system being collected using the

methodologies chosen for a particular study that are aligned

to the scope and feedback in the end. 

CHAPTER 4

CONCLUSION AND RECOMMENDATION

This chapter will represent the conclusion and

recommendation based on the findings of the study.

4.1 CONCLUSION    

The findings revealed that manual processes of BJMP

Cagayan was inefficient and time consuming.

In addition, this project, enhances most, if not all, of

the manual processes of BJMP Cagayan, and also improves data

retention and data integrity with a secure data storage

which is one of the main concerns of BJMP Cagayan.

4.2 RECOMMENDATIONS

The researcher recommended the proposed system to be used

in the institution especially the BJMP that would give a

huge benefit to the employee even the visitors in their

convenience in terms of flexibility and the cost-efficient

in the system. For further improvement and enhancement of

the system, the researcher recommended future researchers

will be:

1. to implement the system online.

2. to add verification features such as biometric or face

recognition, and

3. to include QR code scanner device for better

performance and ease of use.
