Before Reading:
Meaning Statement:
Give me a thumbs up if you ate breakfast this morning. I did, and for most people when we eat breakfast, it
helps us think better and be able to focus more. This article is about Pennsylvania Governor Tom Wolf’s
universal free breakfast program for students. It begins on October 1st and lasts until the end of the academic
school year. When you read this article, I want you to find out who is eligible for free breakfast and what the
benefits would be to this program.

o If you did not know, Tom Wolf is the Governor of Pennsylvania and he decided to create the
Universal Free Breakfast Program for students all across Pennsylvania.
o USDA- United States Department of Agriculture: They make laws and regulations surrounding
food, agriculture, and the economy.

 Unusual aspect of text layout/organizational structure


o Some words were different colors, if you looked at the article online you could click on them and
it would take you to a different page to further explain that term.
o There were some ads and text boxes mixed in that did not relate to the article.

Launching Statement:
As you read, I want you to find out who is eligible for this program and what the benefits are to this program.

understanding and provide specific feedback.

o Do you think this program is one that should continue? Why?
o What could be possible cons of this program?
o How would you promote this program as a teacher if it was implemented in your school?

 I want you to write a short letter (as a teacher) to Governor Tom Wolf persuading him to keep the
program or to get rid of it. You can also include suggestions that you might have to make the program
better.
