Briefing Handout

This report contains the significant accomplishments of Philippine National


Police, Aviation Security Group (PNP AVSEGROUP) under the leadership of PCOL
ANTHONY ABELLADA ABERIN, Acting Director. This focuses on the mandates
pursuant to Sec 35 para b (7) of R.A. 6975 and in coordination with airport authorities to
secure all airports and its users nationwide to be free from any acts of unlawful
interference.
 
I. MALASAKIT

The PNP AVSEGROUP, in coordination with airport authorities, is committed to


provide excellent public safety services towards a better, safer and secured community
as it strongly supports the peace and security framework of the CPNP, PGEN
RODOLFO S AZURIN JR corresponding to “M+K+K=K or Malasakit, Kaayusan,
Kapayapaan tungo sa Kaunlaran which conveys the capacity of the organization to
address its external and internal issues.

Under the MALASAKIT Program, the following activities are conducted:

a) Enhance Morale and Welfare for PNP Personnel;


b) Enforcement of Police Discipline;
c) Human Resource Development; and
d) Capability Enhancement, Logistics Management, and Strengthened
Research and Development

A. Malasakit para sa Kapulisan

1. Enhancement of Morale and Welfare for PNP Personnel

The Field Medical and Dental Unit (FMDU), regularly conducts health
checks and monitoring to ensure that personnel are in tip-top shape in the
performance of duties.

To motivate personnel, awards, and recognition were given to deserving


personnel with significant accomplishments and contributions to the

For retiring police personnel, the Salamat Kapatid Program was accorded
for their selfless devotion to the service. Funeral Honors were also given to
our fallen brothers who sacrificed their lives for our country and community.

To cope with the future development of airports as part of the


Administration’s “Build, Better, More” Program, 100 newly appointed
Patrolman/Patrolwoman composed of 74 males and 26 females took oath
and will soon be deployed after the completion of their training.

2. Enforcement of Police Discipline

The cleansing of the ranks continues through the conduct of On-The-Spot


Inspection and Correction (OTSIC) and imposition of penalties to erring
personnel found with infractions.

Intensified intelligence and counter-intelligence activities were also


conducted through random drug testing among personnel to ensure a drug-

3. Human Resource Development

To develop and enhanced the individual skills of our personnel, different

The upkeep of infrastructure and development projects for all AVSEUs


and lower units are continuously monitored in accordance with the policy to
create a standard building for every Airport Police Station for a comfortable
and secure facility. Additionally, this group is successful in renovating and
repairing the AVSEGROUP Headquarters Building.

B. Para sa Sambayanan

The PNP AVSEGROUP undertakes and supports diffferent community


aid and development activities, such as community outreach programs,
environmental protection, and disaster preparedness campaigns, in order to
foster harmonious relationships with the community.

In accordance with the PNP Core Values “Makatao”, promoting good


health and wellness with the community through blood-letting activities and
community outreach programs were conducted and participated in by
different airport stakeholders and Advisory Groups.

As advocates of environmental protection, various activities were


conducted to increase environmental awareness among personnel, as well
as the community. Disaster preparedness and management, numerous were
also conducted to test, apply, and evaluate the effectiveness of respective
contingency plans and likewise assess the capacity, in times of calamities.

To ensure the security and safety of all air riding public and stakeholders,

II. KAAYUSAN

In ensuring the safety and security of all airport users and stakeholders,
sustainability in the implementation of public safety and security and law
enforcement measures are paramount.

A. Facilitation

In coordination with concerned airport authorities and stakeholders,


appropriate security coverage and other related public safety services were
rendered during arrival and departure.

Likewise, security coverage were also provided to COVID-19 Vaccines to


prevent pilferage and fast-track delivery from the airport to their designated
storage facilities.

On the campaign against loose firearms, firearms, magazines, and


ammunition were processed and accounted for from all departing and arriving
passengers.

interference.

C. Law Enforcement Operations:

On law enforcement efforts, intensified police operation and enforcement


of laws and regulations relative to air travel protection and safety were
implemented to prevent any occurrence of acts of unlawful interference in all
our airports.

III. KAPAYAPAAN

To ensure a lasting peace and order within our area of responsibility,


strengthening of collaboration, coordination, and cooperation with airport authorities
and stakeholders were made.

A. Anti-Terrorism Efforts

In support of the NTF-ELCAC program, lectures on campaign against terrorism


and inter-agency coordination meetings were conducted.

part of our target hardening measures.

IV. KAUNLARAN

In achieving our vision of having safer airports to all air riding public, maintenance of
linkages with airport stakeholders is very important.

A. Expansion of Airports

As such, the PNP AVSEGROUP is preparing for the upcoming development


and expansion of airports through the “Build, Better, More” project of the
government.

V. KASIMBAYANAN

In support on the implementation of the PNP MC No. 2022-12 entitled: Revitalized


PNP KASIMBAYANAN Program.

Active engagement and support to various community mobilization programs and


collaboration were made in partnership with other local enforcement units and the
general public through the intervention and help of the religious sector towards the goal
of a holistic transformation.

VI. Buhay Ingatan, Droga’y Ayawan (BIDA)

To support the DILG’s intensified and more holistic campaign against illegal drugs to
reduce drug demand in the communities.

Recently, the PNP AVSEGROUP launched its Buhay Ingatan, Droga’y Ayawan or
BIDA Program, in coordination with the members from the local chief executive of the
nearby communities, religious sectors, and the PDEA.

Part of our activities were distribution of IEC materials, posting of advocacy


campaigns, and different physical activities. The highlight of which was the conduct of
drug testing to all Headquarters personnel to ensure of a drug-free workplace.

VII. ISSUES AND CONCERN

However, there are current issues which needs preferential attention to further
enhanced the skills and develop capabilities to cope up with the fast-evolving
technology, such as:

1. Removal of Initial Screening Checkpoint at NAIA Terminals;


2. Lack of Anti-Hijacking equipment: Mobile Assault Ramp System (MARS)

VIII. WAY FORWARD

Looking forward, said issues can be easily overcomed with the mutual support
from stakeholders through the following:

1. Establishment of Inter-Agency Drug Interdiction Task Group in all International


Airports nationwide;
2. Creation of Inter-Agency Counter-Terrorism Task Group in all International
Airports nationwide;
3. Acquisition of lot at New Manila International Airport (Bulacan); and
4. Crafting of SOP on emerging threat (Drone Attack).

With the implementation of the various programs, projects and activities which will
serve as an avenue to gain the trust and confidence of the community and to build
stronger relationship with the different stakeholders will be the primary tool in achieving
our common goal of achieving a “Life that is beautiful”.
