Submission on replacing the Common Fisheries Policy to the Energy, Environment & Culture

Commission of Labour’s National Policy Forum

I would like to submit a proposal to replace the Common Fisheries Policy upon leaving the
European Union instead of attempting to replicate it in UK law. This would help to address the
problem of overfishing and would also answer in part the question “How do we address the
challenges faced by that those that live in our rural areas?” asked in the Energy, Environment &
Culture Commission’s discussion paper.

Upon leaving the European Union, the UK will regain control of its Exclusive Economic Zone, an
area up to 200 miles from the shore, and so will regain control of all fisheries resources within this
zone.

I would like to submit a proposal to:

1) Replace quotas and discards with a days-at-sea fishing policy.

2) Co-operate with Norway, Faroe, Iceland and Greenland with regard to sustainable,
environmentally friendly and economically viable fishing in the North East Atlantic.

3) Generally exclude European Union fishing fleets from the UK’s Exclusive Economic Zone, with
any European Union fishing fleet access only permitted after assessment of individual need and on
an equal exchange basis.
