REGIONAL MEMORANDUM CIRCULAR

STATE UNIVERSITIES AND COLLEGES, PUBLIC SCHOOLS AND OTHER
AGENCIES IN THE CORDILLERA ADMINISTRATIVE REGION

SUBJECT : 2022 18-Day Campaign to End Violence Against Women

The Philippine Commission on Women (PCW) issued Memorandum Circular No. 2022-004
which provides the guide for all government agencies on the observance of the 18-Day
Campaign to End Violence Against Women (VAW) on November 25 to December 12,
202022, pursuant to Presidential Proclamation No. 1172, s. 2006.

With the new recurring Campaign theme for the period 2022-2027, “UNiTEd for a VAW-free
Philippines”, the CSC CAR has drawn up activities that underscore the important role of
every Filipino civil servant and the collective significance of the civil service in pursuing the
common vision of a VAW-free Philippines, and highlights what can be done to achieve such.
Thus, government agencies are encouraged to undertake their own activities or adopt any
or all of the PCW-suggested activities, such as, but not limited to the following: 1.) Kick-Off
Activities/Opening Program for the 2022 18-Day Campaign to End VAW> Use of the All-
Women Cast Lupang Hinirang Video; Woman-employee/official to lead the Panunumpa ng
Kawani ng Gobyerno and Awit ng Serbisyo Sibil; Unrolling and Display of the 2022 18-Day
Campaign to End VAW; announcement of agency-based 18-Day Campaign activities;
2) Participate in the 18-Day Campaign to End VAW online advocacy by uploading the
official logo, advocacy videos and other Campaign materials in the agency’s official website
and social media accounts; 3) reproduction and distribution of collaterals designed by
the PCW or agency-initiated 18-Day Campaign materials such as brochures, flyers, posters,
etc s (e.g. hanging of the streamer for the 2022 18-Day Campaign to End VAW;
4.) Participate in the online campaign threads about the observance by uploading photos,
news features and information relative to the 18-Day Campaign to End VAW using the
hashtag #VAWfreePH; 5.) Participate in the nationwide Orange Your Icon Advocacy
Initiative where agencies are encouraged to decorate landmarks and iconic spots in their
area with the color orange, which represents hope and a future free from gender-based
violence against women and girls; and 6) Participation/attendance to the “Seminar-
Workshop on the Rules and Procedures in Handling Sexual Harassment (SH) Cases and
Orientation on Anti-SH Laws and Policies” to be held on 7 December 2022, 8:00 A.M. to 5:00
P.M. at the CSC CAR Learning and Development Center, No. 116 Wagner Road, Military Cut-
Off, Baguio city.
Other PCW-suggested activities as listed in PCW Memo. No. 2022-04, and 18-Day
Campaign collaterals/branding, videos, IEC materials including the soft copy of the
Campaign streamer can be accessed at www.pcw.gov.ph.

Expenses related to the 2022 18-Day Campaign to End VAW may be charged to the Gender
and Development (GAD) Budget of government agencies, in accordance with GAD Planning
and Budgeting Guidelines.
