Summary Report for GAD Program and Projects 2022


General Tinio, Nueva Ecija has Estimated Annual Budget for year 2022 was Three Hundred Seventy Four
Million, One Hundred Ninety Six Thousand Five Hundred Eighty Seven pesos and Sixty Centavos (Php
374,196,587.60) hence the 5% of GAD Budget Allocation is equivalent to Eighteen Million Seven Hundred
Nine Thousand Eight Hundred Twenty Nine Pesos and Thirty Eight Centavos (18,709,829.38).

In Particular the GAD Plan and Budget 2022 was found compliant with significant notes such as responsive
to LGU’s identified Gender Issues and or Mandates. There were Seventeen (17) major Client–Focused
Gender Issues; GAD Mandate related concerns; and Three (3) organizational –Focused Gender..

In the midst of global pandemic and related challenges, LGU General Tinio, Nueva Ecija was able to
facilitate and manage the programs, projects and activities under the GENDER AND DEVELOPMENT
focused on addressing CLIENT AND MANDATE issues and concerns. Among the major accomplishment for
the year 2022 as follows:

1. Gender –Responsive Planning, Budgeting and Monitoring : 401.2%


(The excess amount was charge to other GAD fund not utilized)

LGU GAD Council /TWG (Technical Working Group) Council was conducted Meeting on Gender
Planning and Budgeting /Assessment and Monitoring Activities regarding the GAD PPA’s and other
related activities by quarterly,

2. PPA's EVALUATION PROGRAM: 59.84%


LGU GAD Council and TWG Council Conducted Meeting quarterly for the implementation of GAD
PPA's and monitored evaluated the program

3. ORDINANCE/GAD CODE : 100%


> Conducted Meeting Of Sangguniang Bayan members and GAD Focal Person with the LCE (Local
Chief Executive and Passed Ordinance on GAD Code, GAD Plan & Budget and reviewed by
Sangguniang Bayan and approved by LCE

4. HEALTH PROTOCOLS: 100.49%


Rural health Unit personnel was conducted Orientation at 13 Barangays for the new standard on
community face covering due to Pandemic COVID 19 thus, restricted implementation of Health
Protocols is the best practice in the production and use of face coverings for future and to prevent
the spread of Pandemic COVID 19

5. CURFEW HOUR, RONDA SYSTEM PROGRAM : 80%


All Barangays officials was conducted monthly meeting to ensure the strict implementation of Curfew
Hour and Ronda System to all barangays to protect all barangay constituents /non-delinquent youth
from crime or crime prevention and illegal drug activities.

6. ADVOCACY ON DISIPLINA MUNA SYSTEM National Advocacy Campaign : 82%


The PNP and LDRRM Personnel was conducted Orientation dialogue /forum Last March 11, 2022 to
all barangay for the implementation to adopt New Normal Program of Disiplina Muna System
Program Advocacy Campaign and dissemination features including Road Clearing , areas cleaning ,
Anti-Smoking, proper waste disposal and Distributed the IEC Flyers materials to all barangay
constituents toward defeating the COVID 19 Pandemic and to Promote the culture of discipline
among Filipinos as means of fostering peoples/citizen participation in creating lasting changes which
is one of the tenets of good governance and guided by our municipality ‘s goals of attaining mobility,
safety , and cleanliness to protect the innocent and make sure that only the guilty are punished.
7. ADVOCACY ON CLEAN AND GREEN COMMUNITY : 96%
> The Department of Health was conducted regular sanitary Inspection and Weekly Disinfectant of
this municipality as well as to all barangays to ensure the cleanliness and control the spread of
Corona virus the Pandemic COVID 19 and lessened the incidence of dengue victim, diarrhea, and
victim of common infection of airborne diseases.
> All Barangays was conducted Orientation regarding the Clean and Green Community Program
Campaign aims to protect and care for the environment by engaging the community in leading an
environmentally conscious lifestyle.
> All barangay have strict implementation of Solid Waste Materials disposal and disinfect once a
week for the protection of all barangay constituents. Encourage the barangay constituents to enable
recycling and composting and segregated the Biodegradable and Non- biodegradable waste
materials, Backyard Gardening and always conducted Clean-up drive activities to all barangay.
> The LDRRM office was conducted Clean Up Drive and orientation to all barangay constituents and
have practice on proper garbage disposal and segregated.

8. ADVOCACY ON ANTI-DRUG ACT : 90.8%


> The PNP Personnel was conducted Orientation dialogue /forum to all barangay on Drug Abuse
Awareness Program last March 20, 2022
> Conducted Drug Abuse Awareness campaign to all barangay to educate and enable youth to reject
illicit drugs. It also includes preventing drug use and encouraging occasional users to discontinue use.
Save the children that aims to build stronger child protection systems, protect children from impacts
of the anti-illegal drugs campaign, and promote nonviolence and respect for human rights at the
national and local government. Distributed leaflets and flyers and continue Oplan Tokhang Program
Activities to ensure have a Drug free community.

9. ADVOCACY ON HIV/AIDS AND ITS PREVENTIONS: 80%

 Conducted Forum/Orientation on HIV/AIDS and its Prevention Campaign to all Barangay constituents
to promote information on sexual and reproductive health, including HIV, among young people and
adult and educated the public about the impact of HIV and AIDs on young people. And why is
important to raise awareness about HIV. Is a disease that does not discriminate and anyone can
contract this disease, which is why it is important for student to be aware of how to protect
themselves and prevent the transmission of HIV

10. WOMEN WELFARE PROGRAM : 20.05%


> Conducted National Women Month Celebration last March 15, 2022 to promote the welfare of
disadvantaged women giving special attention to the prevention in any forms as well as promotion of
skills for employment and self- actualization.
> Conducted orientation and Organization of Women's welfare, women’s rights, women’s group
leaders, women’s association organization capacity, women’s community organization which is 195
women of different barangays was attended and participated and created greater awareness on
Rights of a women and Rights of the Children and other activities Plans and programs benefitted for
women.

11. LOCAL SOCIAL PENSION PROGRAM FOR INDIGENT SENIOR CITIZENS AND PWD AND SENIOR CITIZEN
CENTENNARIAN PROGRAM : 65.05%
The MSWDO work hand in hand with DSWD Social Pension Program (SOCPEN) for Indigent Senior
Citizen and 1,023 Senior Citizen received social Pension 500.00/month from the National Agency. Due
to Large number of indigent Senior Citizen and PWD lack of source of income or financial assistance/
regular support from his/her relatives will push them down to poverty. This program aims to improve
the living condition of these indigent senior citizens and PWD and to reduce the incidence of hunger
and provide them with medical and subsistence needs by providing them with Social Pension. Thus,
LGU General Tinio, Nueva Ecija extended the Local Social Pension Program to 4,300 Indigent Senior
Citizens including PWD amounting to 500.00 per quarter stipend to augment the daily subsistence and
other medical needs of indigent senior citizens and PWD.

> 2 Centenarian Senior Citizens ages 100 yrs. Old and above was provided Cash Gift as awards and
incentives for Filipino citizen as centenarian benefits of the LGU Counterpart
> Due to late implementation of Social Pension for Senior Citizen and PWD, other GAD fund for the
program was utilized to other program of senior citizens and PWD by providing Nutritious Food Packs
vitamins and other related health commodities to 6,884 Senior Citizens and PWD for their protection.

12. EDUCATION SERVICES FOR INDIGENT IN-SCHOOL CHILDREN : 79.96%


> 10,000 Pre-Elem and Elementary students/pupils was provided School Bags, Shoes, school supplies
and also provided Multivitamins with ascorbic acid ,medicines and other related health commodities
and vaccinated for their protection due to Pandemic COVID 19

13. MATERNAL AND CHILD HEALTH CARE PROGRAM : 99.4 %

> 200 pregnant women were provided delivery kits during child birth at the municipal Lying-in and
provided complete Vitamins with Iron and Folic acid for their protection
> Municipal Lying was disinfected every day for the protection of pregnant women and newborn
babies.

14. IMMUNIZATION PROGRAM FOR INDIGENT CHILDREN: 76.28%


> 500 newborn babies 0-15 months old were fully Immunized or have completed vaccine and
protected them from any kind of diseases and children ages 5 - 15 years old was vaccinated of
COVID 19

15. SEMINAR/WORKSHOP on Technical trained GFPS : 110%


Conducted Seminar/orientation on GFPS and GAD Council /TWG and Other LGU Employees
/personnel was attended and become aware increased involvement in supporting GAD PPA's and
other related activities

16. Introductory Training on Gender Responsive Planning and Budgeting : 210%

LGU GAD Council with the Sangguniang Bayan and Local Chief Executive, Department Heads
and other local officials and was Conducted attended during Budget Hearing / Seminar of
Budget Deliberation, Planning and Budgeting of All LGU Programs including GAD PPA's and
other related activities ,

17. Learning and Development Plan : 150.52%


(The excess amount was charge to other GAD Fund not utilized)

> LGU Personnel/employee with LCE ,Sangguniang Bayan Members, Department Head and
other government officials of this municipality was conducted Values Orientation and
Executive Legislative Agenda of LGU Plans Program Activities including to sustain GAD
PPA's and other related activities.
> LGU Personnel was well oriented more on values about core values of integrity,
Commitment, teamwork, Responsiveness, Honesty, Kindness, Loyalty, Courage, and self -
discipline and become aware on Executive Legislative Agenda, all Plans and Programs of this
municipality.

Looking forward at the 2022 targets, we have 1 GAD concerns have posted 0% expenditures but
other activities was implemented and no expenses utilized thus, GAD fund for the program was not
utilized these include:

1. ESTABLISHING OF MINI COOPERATIVE for 4P's MEMBERS: The program not yet
implemented due to late implementation and not priority program of the LGU due to
Pandemic COVID 19.
> 50 women members 4P's were attended orientation on Mushroom Production last August
2022 to start their Mini Cooperative.

1. Supplemental Feeding Program for 3-6 years old Children:


The MSWDO worked hand –in hand with DSWD Region III Supplementary Feeding Program for
the implementation of 11th Cycle Feeding Program. Six Hundred Eighty (680) Day Care
Children received subsidy of 30.00 per day within 60 days. Moreover, LGU General Tinio,
Nueva Ecija extended Supplemental Feeding Program for 680 Day Care Children enrolled at
Day Care Center as counterpart
