Is something much rarer than a housing expert; he is
philosopher of housing, seeking answers to questions which
are so fundamental that they seldom get asked .

• Obtained AA diploma in 1954 from Architectural
Association School of Architecture, London
• 1957-1965 lived in Peru
• Worked for Peruvian Government housing agency,
community action, self-help housing program in village
and urban squatter settlements
• 1965-1973 worked as research associate with MIT and
Harvard university.
• Lecturer in dept of urban studies and planning
• 1970-71 worked for US department of housing and
urban development

an army of experts whose existence is a guarantee that

In English, the word Housing means both the stock of


dwelling units and the process by which that stock is
created and maintained.

Decisions flow
It was proposed to have a line of
platforms 2 meters wide and 0.6
meter high, with water taps placed
at approximately intervals of 30
meters.
During the day, these platforms
would be used by the hawkers----
thus clearing the pavements
and the arcades by pedestrians.
(the platform would also act as a
safety barriers between the
pedestrians and vehicular traffic).
In the evening the taps would be
turned on and the platforms
washed clean by municipal
sweepers. They would then provide
convenient 'otlas'(platform) for
people to sleep----out of the path
of any pedestrians walking home at

environments may become a barrier to personal fulfillment and a burden on the economy.
The important thing about housing is not what it is, but what it does in people’s lives.
