i. Up gradation of Station Faisalabad.

In this regard it is appraised that during the month of May FMR visited station
Faisalabad and on subsequent meetings at the Headquarters Office Pakistan Railways
Lahore, included Faisalabad in the list of top 20 Railways Station to be upgraded phase wise.

ii. Restoration of Trains.

Mail express and Passenger Trains are being restored gradually considering the safety
parameters in connection with disaster caused by the flood and commercial viability.

iii. Installation of Cameras

Presently, 08 cameras are operational at station Faisalabad; however, considering the


importance of station Faisalabad, a case has been processed by the concerned branch to
install 22 cameras so that the safety and security of the passengers as well as of train
operation may be improved

iv. Auction of Condemned Stock.

Auction of the condemned stock is carried out the level of Headquarters Office
Lahore; in this regard very soon the advertisement shall be published as per law.

v. Establishment of Restaurant.

In this regard, the case is under process and after the fulfillment of all codal and legal
formalities; advertisement shall be published in the newspaper to invite interested parties.

vi. Beautification of Station

Liaison with the Parks and Horticulture Authority shall be made for the beautification
of station Faisalabad.

vii. Maintenance of Market Siding.

In this regard P-way branch has been sensitized and the work of maintenance of
market siding is carried out within available resources.

viii. Commercial Exploitation of Land

There is bar on out-sourcing of land imposed by the Apex Court of Pakistan,


however, in this regard it has been decided that the revision will be filed at appropriate
forum.

ix. Dysfunctional Scanner Machine.


Case has been sent to the concerned authority for the repair and maintenance of
Dysfunctional scanning machine however, due to shortage of funds it is pending.

x. Shortage of Staff.

In order to coup the shortage of staff, the concerned authorities have been appraised.

Issues Related to Railways Colony Faisalabad.

 Non availability of sanitary inspector and jammadar.


 Non provision of boundary wall.
 Old and depleted sewerage system and quarters.
 Shortage of sanitary staff.
 It is recommended that the operation of sanitation and sewerage system may be handed over
to WASA and FWMC as distribution of electricity has been handed over to WAPDA
(FESCO).
 For the improvement of train operations and to enhance the agenda of passengers facilitation
following initiatives have been taken in the last 09 months.

o Provision of free drop lane at parking stands Faisalabad. This facility was denied by
the previous contractor, his contract has been terminated after the fulfillment of
procedural requirements. Presently, parking stand is running on temporary basis as
stop gap arrangement, however, the process of its auction has commenced and in due
course of time it will be out sourced on regular basis.
o Enhancement of goods shed; previously, there were only 09 Goods Shed operating at
station Faisalabad, 04 new goods shed has been out sourced that has enhanced the
public revenue.
o Construction of Passenger Shed at Platform # 2, it’s construction is under process and
during summer season it will be very beneficial of the passengers
o Operational meetings; previously there has been no such regular meetings of officials
and officers posted at station Faisalabad, now these meetings are being conducted on
regular basis and all concerned are appraised regarding the issues and their
appropriate solution. It is appraised that these meetings are in addition to the routine
inspections.

Today’s system does not always encourage the different parts of the sector to work
together, nor reward them for doing the right thing or incentivise them to act in the overall
interest, rather than a narrow agenda. Instead, co-ordination is governed by a costly, inflexible
spider’s web of often adversarial relationships, penalties and disconnected incentives.

Pakistan Railways has assets other than land which could be successfully
commercialized. One such asset is the railway stations in cities and big towns which can
be converted into shopping malls.
(c) Similarly sale of advertising rights along the tracks, on the stations inside the passenger
coaches etc can be gainfully utilized for earning revenues if properly managed.

Capacity Building of the staff.


This aspect is also highly sensitive to achieve the goal for making PR a viable entity. Routine
attitude of the officers to play safe and not to share responsibility by taking decisions in
important issues need to be changed. In certain cases this attitude caused heavy looses to PR
which were not counted. Lack of management skill, (deliberate or undeliberate) was the main
cause of the fiasco of locomotives and freight sector which has to be improved

Pakistan Railways own very costly patches of real estate at prime locations in major
cities of the country which have lot of potential for commercial exploitation. Everyone is
after the land owned by the Pakistan Railways and suggests its outright sale to generate
funds for its revamping. Joint ventures through private sector participation in real estate
development on PR’s land will be a preferable solution

Pakistan Railways need massive investments just to arrest the fast depletion of its rolling
stocks and fixed infrastructure as well as their up-gradation. Pakistan railways needs to be run
on purely commercial considerations with due regard
for social welfare aspects, Across the board subsidy needs to be replaced with targeted relief to
passengers with

Prepare legal frame work for active participation of private sector in the rail sector

During Economic Conference (PEC) 2022 organized by the


Faisalabad Chamber of Commerce & Industry, it was cited
that after excelling in textiles, Faisalabad is ready to
lead the national economy with phenomenal growth
in conventional and emerging industrial sectors. The
chair also applauded that a new era of progress and
prosperity is knocking at Faisalabad’s doorsteps as the
business community was now contemplating to switch over to
agriculture, IT, online businesses and a long chain of other
sectors instead of depending on the textile alone

The court observed that functionality of the Pakistan Railways was not in
professional hands, rather was being operated by questionable officials, who
have no capacity, capability or will to run the railways and marred by
corruption, making the operations of railways altogether impossible.

The court observed that the state of affairs in railways prevailing from top to
bottom and despite orders of the court, nothing seems to have been done by
the federal government. The court observed that it has been informed that
railway tracks from Khairpur to Kotri and from Sukkur to Karachi were
altogether unserviceable and dangerous for the operation of railways and until
it was refurbished by new tracks, new surveillance system and other new
infrastructure, railways operation on these tracks will always be under threat of
major accidents.

The court took an exception over the statement of the federal minister for
railways after the Ghotki train accident that he will resign if the lives lost in the
incident were resurrected. The court observed that this was a mocking of
people by the railways minister, which was not expected from a person
holding such a responsible position.

The court directed the minister of railways, secretary railways to refurbish the
railways track from Khairpur to Kotri and from Sukkur to Karachi by laying new
tracks, new signaling system and providing all infrastructure. The court
directed the federal government to immediately step in for overhauling the
railways administration and directed the AGP to submit interim report on June
16.

The court observed that it had been informed that a meeting in the
Governor’s House had taken place where the matter relating to lands of
Pakistan Railways, particularly in Sindh, had been discussed to be sold to
private developers.

The court noted that in one place Pakistan Railways was filing cases before
various courts in Sindh, including the apex court, for obtaining orders for
vacation and retrieving of railways land from encroachers, unauthorised
occupants, illegal allottees and illegal leases for railways operational purposes
but on the other hand the railways seems to be evolving some mechanism by
which its lands are planned to be sold out.

The court ordered that not an inch of railways land shall be sold, transferred,
leased or by any means given to any private person or to any of its employees.
The court observed that all railways land was required to be used for railways
operational purposes and for no other purposes.
