DATED 31-12-2017 IN COMPLAINT
NO.WMS-FSD/0001423/2016 {MR. IQBAL PERVAIZ RESIDENT
OF FAISALABAD VS BENEVOLENT FUND AND GROUP
INSURANCE) -

Kindly refer to your honour’s office letter No.65/WM/2018 dated


20-02-2018 on the subject cited above.

The complainant vide his complaint No. WMS-FSD/0001423/2016, made out


his case of Mal Administration , accordingly the Honorable Mohtasib
accepted the same after thrashing out the entire record.

It is therefore , requested that Findings may please be upheld and Agency


may be Directed to Implement with letter and spirit.

However, fact of the case is as follows.

It is submitted that as per prospectus issued by the Sheikh


Khalifa Bin Zayed Al-Nihan Medical & Dental College, Lahore, total number of
100 seals were announced for admission in MBBS only. Out of 100 seats, 85
seats for admission in MBBS were reserved on open merit on the basis of
passing the entry test. (Copy of the prospectus is enclosed herewith as per
Annexure A).

My son namely Mr. Azeem Iqbal appeared in the entry test


conducted by the college and therefore, was selected on open merit seat on the
basis of entry test in MBBS held at Sheikh Khalifa Bin Zayed Al-Nihan Medical
& Dental College, Lahore. (Copy of the said letter is enclosed herewith as per
Annexure-B).

Further added that in response to Deputy Director, Federal


Employees Benevolent & Group Insurance Funds Lahore’s letter No.RBL-
118(Edu)-Stipend)/2015 dated 01-06-2015, the Registrar Academics, Sheikh
Khalifa Bin Zayed Al-Nihan Medical & Dental College, Lahore vide letter
No.SAMDC/SA/15/1474 dated 27-07-2015 has also confirmed that admission
of my son has been made purely on open merit basis. (Copy of the said letter
is also enclosed as per Annexure-C).

It will be fair if the matter come into your Honor’s knowledge that
the Government of Pakistan, Cabinet Division, Islamabad allocated further 50
seats of BDS later on during the academic year 2012-13 and selection on the
said seats were declared on SELF FINANCE BASIS. (A copy of the revenue
proposed students fee structure showing admission in 50 BDS seats allocated
by CABINET DIVISION, Islamabad on SELF FINANCE BASIS is enclosed
herewith for your kind perusal as per Annexure-D).

The documentary evidences provided to your Honor’s office clearly


confirms that my son got admission in MBBS purely on merit basis.

However, the above noted documents provided to your Honor’s


office with respect to admission in BDS also confirmed that only admission in
BDS seats has been made on SELF FINANCE BASIS allocated for the academic
year 2012-13.

It is submitted that the Honorable Wafaqi Mohtasib, (Ombudsman)


has decided appeal in my favour on its merits keeping in view the documentary
evidences available as well as provided to their Honor’s office. The decision of
the Honorable Wafaqi Mohtasib, (Ombudsman) is quite justified.

It is added that the Director (Coord), Federal Employees Benevolent


& Group Insurance Fund, Islamabad has no material evidence in support of
his contention but they are using different tactics to delay the matter.

In view of the above going facts, your honour is therefore,


requested to kindly dismiss the representation filed by the Director (Coord),
Federal Employees Benevolent & Group Insurance Fund, Islamabad and
maintain the order of the Honorable Wafaqi Mohtasib (Ombudsman).
