BARANGAY OF BARANGAY MA SILINGAN, BACOLOD CITY HELD AT
BARANGAY SESSION HALL LAST PRIL 08, 2021 AT 3:00 PM.

Upon the motion of Kagawad ~omel S. Diaz, duly seconded by Kagawad


Ramon P. Torres and Kagawad Ma~ C. Dignadice, the Sangguniang Barangay
passed and approved resolution;

RESOLUTION REQUESTING SAN GUNIANG PANGLUNSOD OF BACOLOD


TO PASS A RESOLUTION FOR TE PORARILY CLOSURE OF ALL TYPES OF
VEHICLES ON THE JUNCTION F CONCORDIA (ADELA) STREET AND
ROMEO G. GUANZON AVENUE, T E JUNCTION OF CONCORDIA (ADELA)
AND AZUCENA STREET {PUROK P GHIDAET AND PUROK MABINULIGON),
THE JUNCTION OF CONCORDIA S EEET (ADELA) AND BEGONIA STREET
(PUROK PAGHIDA-ET AND PURO MABINULIGON) AND THE JUNCTION OF
CONCORDIA {ADELA) STREET AN CATLEYA STREET (PUROK PAGHIDA-
ET AND PUROK MABINULIGO ), BARANGAY MANSILINGAN AS A
PREVENTIVE MEASURE TO CONT IN THE SPREAD OF COVID 19 AND THE
MINIMUM HEALTH PROTOCOL WILL BE FULLY OBSERVED AND
PRACTICED.

Whereas, on March 8, 2020, Presid nt Rodrigo R. Duterte issued proclamation


No. 922, "Declaring a State of ublic Health Emergency throughout the
Philippines" as he considered the o break of COVID-19 as an emergency that
threatens national security thus, th City Government of Bacolod issued also
Executive Orders in response to the ealth emergency situation;
Whereas, presidential and city direct ves, orders and prerogatives are still in full
force and effect in this continuing C VID-19 public health emergency such that
the barangay government in its rol as the smallest government unit acting
consistently with the orders and dire tives especially, in safeguarding the health
and welfare of its constituents;

\ Whereas, Section 21 of the Local Go~ernment Code of 1991 provides that a local
government unit may, pursuant to an rdinance, permanently or temporarily close
or open any local road , alley, park or square falling within its jurisdiction;

Whereas, Concordia Street (Banggal Adela) were considered by residents as a


satellite market though not formally r4cognized by the barangay government, dry
and we1 goods and any day-to-day ~eeds of the people are found in the said
location thus, bulk of consumers and it,assers-by came in closed contact;

Whereas, considering that we are ex~eriencing COVID-19 pandemic, the national


and city government are imposing a stricter policies and directives in terms of
social distancing and mass gatherin to prevent the spread of the corona virus
diseases;

Whereas, the general public recognifeS and cognizant of the importance of the
on-going policies imposed by the government and thereby accepts the consequent
closure of the subject road facilities;

Whereas, last year during Barangay tovernment Pandemic preventive


measures, the aforementioned junctio s were closed, however because of DILG
memo circular on road clearing, said ads were opened thus paving a way for
people and vehicles to congest at the xpense of the minimum health protocol
being violated.

Now therefore, it is resolved as it is ereby resolved to request the Sangguniang


Panglungsod to pass a resolution fort e temporarily closure of all types of vehicles
on the junction of Concordia Street - omeo G. Guanzon Avenue, the junction of
Concordia Street-Azucena Street (P rok Paghida-et and Purok Mabinuligon), the
junction of Concordia Street - Beg nia Street (Purok Paghida-et and Purok
Mabinuligon) and the junction of Cone rdia Street - Catleya Street(Purok Paghida-
et and Purok Mabinuligon), Barang y Mansilingan as prevention measure to
contain the spread of covid 19 and the minimum health protocol will be fully
observed and practiced.
